Following the defense meeting between the members of the empire in Portesi, the confederal government has announced a series of reforms through the granting of a new budget for the Nadiyan Commission for Military Administration and Modernization.

Shortly after the adoption of the 5599 budget, Chief Executive Songhyon announced the start of Operation Renaissance, an ambitious project to expand, rearm, and modernize the Nadiyan Cooperative Forces. The plans is composed of three parts, namely research and development, rearmament, and man power.

The first part consists of opening the National Armed Archives, also known as the Citadel, and lifting of the ban on the use of Trigunian armed forces designs. This opening of the archives, only intended for the NCMAM's newly acquired state corporation, Svetovit Corporation for Peace, to develop, improve, restore, and build on the old Trigunian designs.

"While Trigunia was an abhorrent despotic state during its last era, we can't deny that they were Terra's mightiest army at their peak." Songhyon argued, "If we're going to give Nadiya a capable army able to not only crush enemies in cities but to also deliver blows in the skies and in the seas, we need to dance with the devil."

The second part is mainly made up of plans to build military-industrial complexes across Nadiya since the emergency factories used during the Trigunian war we're only meant to be temporary, they showed that the country can quickly and effectively mobilize its population and produce ammo to supply their troops in a short amount of time. The planned factories will also include deep sea military shipyards and airfields alongside underground bunkers across the three mountain ranges in archipelago to ensure a secure and steady line of supply sheltered from air strikes in war scenarios. 

The final part of the operation will handle the issue of man power, this part includes the renovation and expansion of existing bases alongside the construction of new bases that will host new recruits and train them for their future positions. Furthermore, the duration of the mandatory military service will be raised from 6 month to 24 months with everyone being obligated to do their service even the physically crippled, while the current announcement system for adults will remain the same, a test aimed at testing the intelligence of the citizens will be added so the recruit bases aren't overwhelmed.
