Let's establish the scene of a surface fleet from outside the region being assembled, and it's moving towards the south-western approaches. 

  1. It is no secret to the members of this conference that Kalistani, Lodamese and Egelian(?) ISR (reconnaissance) satellites are always conducting passes on countries of interest during their rotations. These satellites could observe an above average gathering of naval vessels in a port complex. 
  2. As the fleet begins moving, our [Lodamun's] acoustic hydrophones in the South Ocean and Artanian Sea begin to determine the potential classes of vessels on the move, cross-referencing the unique sounds of these vessels' engines with data we've gathered in the Karzon Strait and the South Ocean/Artanian Sea. The Lodamese Navy is capable of comparing its own acoustic library with that of Kalistan's to determine possible identities. Assuming that these vessels are relatively new and have now ventured into the range of our SOSUS network in Karzon Strait or the acoustic hydrophones in the aforementioned bodies of water, there is not much for us to work with on determining intent. 
  3. Should the fleet continue on its northern trajectory, long-range maritime patrol drones can be dispatched from Aldegar or Saridan, and we can begin the formal process of confirming the identities of these vessels. Perhaps at the same time, this foreign fleet glances into the range of LAORA (Lodamese Advanced Over-the-Horizon Radar), which provides surface returns consistent with large ship hulls. It will be up to drones or maritime patrol aircraft operating from a reasonable distance to gather additional data. 
  4. At every step of the way, we could send information/data gathered through CISA to other nations to ensure that they are queued in what is happening. What makes this significant is that we can have advanced warnings about things that perhaps one member of this gathering might consider a threat, and which they would consider important to share with others. 
  5. As a result of the advanced warning, perhaps, although I must register my discomfort with the idea, Egelian ballistic missiles can be queued in the locations of these vessels and firing solutions developed in advance and persistently updated as this foreign fleet moves closer, with potential hostile intent.
There are domains I have not even spoken to, including ISR aircraft capable of detecting electronic emissions and even our submarine fleet, which is capable of being dispatched to the general area once the acoustic hydrophones detect the simultaneous movement of a large number of vessels. Similarly, it is not limited to tracking ships, aircraft or ballistic missiles, but can also play a role in ensuring we share information related to national security (e.g.) members being queued in on terrorist threats with global implications. 

Importantly, what each nation will receive as a result of information sharing is not raw sensor feeds (yet), or tasking authority over another state's assets, but instead an unprecedented amount of situational awareness. For some members, the information sharing and warning received may trigger greater surveillance or prompt diplomatic signalling. Our responses need not be uniform or coordinated; it simply means that for many, they'd no longer be blind or as blind as they had been.
