We appreciate the exposition from the Lodamese Representatives on their system, and like our colleagues, Kalistan does not necessarily possess the capacity to provide for instantaneous transmission of raw intelligence data.

This is not to say that early warning systems cannot be coordinated, as an instance of a very concrete measure, for example. If Kalistani satellites detect a missile launch in Artania or northern Majatra, warnings go off in Kalistan. There is no reason that that alarm should not also be heard in the Capitals of Lodamun, Valruzia, Gaduridos, or Egelion, NEKK and Nadiya as well. We would have preliminary telemetry data shortly thereafter and under a framework we are thinking of, we should be able to communicate that as well. Because our shared interest is that none of us are hit by the missile. A thermonuclear armed warhead would affect the entire region, whether it hits in Nowagard, or in Kaliburg, or in Altea. So it would be in our interest that we all know something like this is on the way.

If a foreign fleet enters and moves at all in the Northern Anantonese Ocean, we do not need to know its disposition, whether friendly or enemy, to broadcast its existence when it is first detected to our neighbors. Assuming we are all coordinating our efforts, it would be in our individual interests that our neighbors know that this fleet is there, because whatever that fleet is doing in our collective waters or in our national waters, either way, it is all of our interests to know as soon as possible, so we may all take our own steps to counter that threat, should it prove to be one.

This will require a measure of trust. If our neighbors can see what we see, they can also see us. It would require the trust that would make that risk worth it. I think this might be a sticking point, because we have to ask ourselves if this level of trust exists between those present here. Kalistan is admittedly more skittish in the realm of trust than others may be. But we are prepared to at least hear other people out on this matter.
