We would propose the following principles on intelligence sharing:

1) A region wide early warning system that draws on intelligence from our various individual services and systems to broadcast to the region that strategic or unconventional weapons deployment and/or launch has occurred. This should give other services an opportunity to independently verify the data with their own systems and allow our region to begin preparing as they may.

2) A commitment to open and willing distribution of tactical data, including intel analyses, radar and sonar reports, as they affect our region. This includes information on troop strengths and deployments within the region. Based on the model: "If we know, you know too."

3) A general commitment to the sharing and integration of intelligence technology and systems to bring all of us up to speed with regard to modern intelligence gathering techniques. We note that Egelion has systems similar to Kalistan's in a number of ways, but we do not talk to one another, nor do we have any protocols established to do so. Meanwhile, more than one country has intelligence assets that are either non-existent or relatively not as sophisticated, which it would benefit all of us to assist with bring them up to date so they can contribute to regional intelligence datapools and analysis as well.

4) A fully solid commitment that our existing agreements with nations outside of our area will be carefully cordoned off from the intel we are able to gather under this agreement. This will allow states to maintain their existing agreements that they entered into as a sovereign state, but does not require any of us to also honor that treaty commitment and share our intel with them, some of whom we may not be on the best terms with our own selves.

5) A firm commitment to cost sharing, especially in bringing nations who are not as advanced up to a general level of technological and analytic sophistication. The issue of shared intelligence should be treated both as systemic in nature (as in our regional system) and a social good that nobody can be excluded from regardless of their ability to contribute. Nor should we be willing to accept free riders, but all should commit to contribute as they are able.

Kalistan would support any agreement that includes these points in some form. I yield.
