Imperial Conference summoned by Emperor William XI over 'harmonisation' of imperial succession laws.

Upon the request of Luthorian Prime Minister, Lord Huffington, Emperor William XI has officially summoned both His Majesty’s Government-in-Luthori and His Majesty’s Government-in-Mordusia to “organize, in the swiftest delays an Imperial Conference to discuss of matters related to the Confederation”. 

It is the first time that the monarch uses this prerogative, granted to the Emperor by the Randworth Agreement, signed in 5697 and ratified through the Statute of Darlington, 5697 in the Luthorian Parliament. 

Ten years later, it seems that the monarch finally used this ability of his and that an “Imperial Conference”, assembling delegations from both Luthori and Mordusia and the Crown in an undisclosed location to discuss of matters related to the relationship between the two nations. 

The first Imperial Conference will, according to specialists, be focused around the “harmonisation” of succession laws throughout the Confederation, an issue in which the Mordusian government has pressured the Luthorian government to act upon for years. 

Negotiations over the matter have started in late 5705, according to government sources, the negotiatons focused on the reform of the terms of the Randworth Agreement targeting the succession laws of the Imperial Confederation nations. 

Currently, the aforementioned treaty states that member states that: “The member nations enter in agreement with current legislation in Luthori, namely the Succession to the Throne Act” - it states explicitly that the Luthorian Parliament is the paramount decision-making body in terms of regulating the terms of succession to the Luthorian and Mordusian thrones. The wording of the treaty was seemingly one of the Mordusian delegation’s most pressing concern – with former Mordusian lead diplomat, Robbert Williams saying that “the treaty needs to be modified, starting at this level”. 

The wording also led to the interrogation about the judicial status of the Luthorian and Mordusian Crowns – officially both Crowns are officially separate legal entities, but this wording of a treaty which both Parliaments approved of – basically places the Luthorian Crown on a pedestal over the Mordusian Crown, granting de facto right to the Parliament of Luthori to unilateraily change the succession laws if they so wish – through amendments to the Succession to the Throne Act. 

The House of Peers’ Select Constitutional Reform Committee has released a statement praising the government for its “actions to resolve the constitutional limbo in which our succession laws are currently in”. The Mordusian Government released a small statement stating their “satisfaction at the summoning of an Imperial Conference”. 

According to diplomatic sources – negotiations have already reached a satisfactory point for each party, each agreeing on the “harmonisation” of the succession laws through the Confederation’s framework. Luthori’s Crown Street rejected offers for interviews stating that “while negotiations are going smoothly – there is still details left to be negotiated upon” 

The upcoming Imperial Conference is expected to be held in Luthori – with the Emperor and his Prime Ministers attending the conference.
