Immigration Reform in Xsampa occurs; Moderate openness to occur.

The last time and administration attempted immigration reform, the effort quickly became a failure and the bill failed majorly. It's no secret that Xsampans have been skeptical of immigration reform for a very long time now. Partly in nature of ideological concerns and protecting socialism, and partly because of fears of domestic stability being undone. Even socialist internationalism has been unable to really break through this mindset for Xsampans. However, with DEAB coming into fruition, and a tangible Pan-Dovani Institution being established, Xsampans have been growing supportive of immigration reform, with one public movement, the Xsampans for Openness having spent the summer rallying and pushing for Assemblymembers to enact immigration reform. 

This week, Xsampans for Openness achieved their goal, as PAX passed the Xsampan Border and Immigration Reform Act (XBIRA). So what does XBIRA do? Well, let's go over what has stayed the same. As per the constitution, citizenship will remain tied to three avenues. Birthright, descent, and naturalization. The first two are not changed at all (as much as they can be changed as the constitution is explicit). But it'd naturalization that is the focus. Previously, it would require a foreigner to reside in Xsampa for five years. This will be changed to four years, and a few requirements will be attached. The resident in question must show a comprehensive understanding of Xsampan or Canrillaise (enough to adequately live on their own), knowledge of Xsampan institutions, and if from a non allied state, explicit renunciation of capitalist political affiliations (this will not be applied to those who come from allied states). The question of Dual Citizenship has been raised several times, but has been shot down, and as such, dual citizenship will remain not possible in Xsampa.

But what about for foreigners who simply want to reside in Xsampa? Residency permits have also been included, and will see a 5 year permit that is renewable. Residents will, after staying in Xsampa for 5 years, gain the right to vote in Local Committee elections, and Local Committee's themselves if elected, but will not be eligible to vote in national elections. As for refugees, they shall receive immediate temporary protected residency, and after 2 years, receive permanent residency. However, for local communities that they reside in, mandatory placement will occur for local labour needs, in which refugees will be guaranteed the fruits of socialism (that being, they won't be exploited like capitalists do). And finally, the rather infamous hostility clause, which bans all citizens from a hostile nation, from setting foot on Xsampan soil. After much back and forth in PAX, this was amended to a moderate compromise. Instead of lifting the ban, or allowing citizens from hostile nations to enter, the compromise shall be, any citizen from a hostile nation will only be allowed to enter Xsampan soil, should they have sufficient proof of allegiance to a recognized socialist party, or socialist institution.

While this is a far cry from efforts like the Immigration Socialist Reform Act in the 5670s, which was very radical, this is a considerable step forward that many Xsampans are happy to accept.
