Agricultural Rescue Act enacted; Kuniyuki to move towards rural economic recovery.

With the State Diet still suspended, Kuniyuki has looked to focus on waging war with the extremists, via attrition, looking to focus on economic recovery to whittle down extremists before resorting to more orderly methods. As such, ruling by decree, Prime Minister Kuniyuki has enacted the Agricultural Rescue Act, looking to strike at rural extremism, and revive agricultural industries, and economic communities. The logic is, rural communities have been quick to flock to the extremes, mostly the right, and tackling that will not only benefit the centre, but ensure that one the State Diet is restored, democracy will ensure.

As such, the KRT Plan will continue, albeit with a liberal spin, and this will involve a focus on infrastructure. The Agricultural Investment Program will be formed, which will focus on fast tracking irrigation efforts, modernize existing state and private farms (with a special focus on tea and rice farms to get exports supported), modernize rural roads and rails, and finally support processing plants such as rice milling and tea processing. Alongside this, land reform. A tax will be placed on unused agriculture land, to encourage that all agriculture land is used, but support will be provided for private agricultural startups and state backed rural credit programs. 

The goal is to, ultimately, de-radicalize the rural communities, and ensure exports can occur again, and provide sustainable revenue for the state. While Progressives were hoping for more left leaning reforms, this is ultimately acceptable to them as not only is the current main avenue of dissent suspended, but jobs are being rolled out and the KRT Plan wasn't gutted in favour of austerity and privatization.
