Resolution against Kalistani oil bid succeeds with a majority cross-party rebellion

A cross-party rebellion in the House of Delegates on Thursday resulted in the passage of the controversial “Turley–O’Kirwan Resolution,” a parliamentary measure urging the reexamination and potential disqualification of the Kalistani National Petroleum Company’s bid for the Rossfadda oil and gas contracts.

The resolution passed with 153 delegates voting in favour and 148 voting against, marking one of the narrowest and most politically explosive votes in recent parliamentary history. Voting in favour were all 12 delegates from the Conservative People's Party, all 5 from the Republican Socialist Party, all 3 from the Reformist Front, alongside 72 delegates from the Social Democratic Workers' Party and 61 from the governing Liberal Party of New Englia. Voting against were the remaining 58 Liberal delegates, 48 SDWP delegates, and 2 delegates of the People's Democratic Alliance, whose parties had formally whipped against the measure.

The vote took place at the Confederation House in Bridgemont after more than four hours of contentious debate marked by repeated points of order, procedural interruptions, and unusually large attendance both on the floor and in the public galleries. A cross-party majority ultimately forced an end to debate before proceeding to the decisive vote.

Authored by CPP leader John Edward Turley and RSP parliamentary leader Maeve O'Kirwan, the resolution declares the Kalistani bid “undesirable and insufficient,” arguing that its structure could bind New Englia into an arrangement resembling an unratifiable international obligation. It further warns that such an arrangement may constrain the Confederate Government’s constitutional authority to utilise national patrimony, including natural resources, to advance socioeconomic development.

The resolution does not compel action but strongly urges Petroenglia—the Autonomous State Corporation overseeing the tender—to immediately reexamine the legal, economic, and structural basis of the Kalistani proposal and seriously consider disqualification if constitutional or economic risks are confirmed. It simultaneously reaffirms Petroenglia’s operational independence, emphasising that final decisions remain within the corporation’s statutory authority.

The outcome represents a significant internal rupture within both major parties, as dozens of Liberal and SDWP delegates broke ranks with their leadership. Opposition Leader Catherine Madison MacGeoghagan expressed disappointment and announced an emergency parliamentary conference, stating that the vote “raises serious questions about party discipline and our economic strategy moving forward.”

Prime Minister Owen McDermott, ambushed by reporters outside Confederation House shortly after the session, offered a measured response. “Parliament has expressed its position, and we respect the democratic process,” he said. “Petroenglia remains an independent institution, and the government’s focus remains on securing the best possible economic and industrial future for New Englia.”

Senior cabinet ministers later issued a joint statement backing McDermott’s leadership and discouraging speculation about internal instability, affirming their “full confidence in the Prime Minister’s stewardship of the government’s economic and industrial priorities.”

While the resolution does not immediately alter the bidding process, its passage signals substantial parliamentary scepticism toward the Kalistani proposal. It introduces new political pressure on Petroenglia as it moves toward final contract awards scheduled for August 5713.
