President Kob Vetoes Dissolution Motion, Calls on National Assembly to Form Cabinet

President Kob Suchinda has vetoed a motion which narrowly passed in the National Assembly that would have dissolved the legislature and triggered early elections, instead calling on lawmakers to “fulfil their constitutional duty” by forming a new government. For now, the veto blocks the most recent attempt led by the Justice Party (JP) and supported by several opposition parties to dissolve the legislature following weeks of uncertainty following the death of incumbent Prime Minister Prasert Thanomchai late last month and the subsequent effective collapse of the governing coalition.

In a nationally televised address from the Presidential Palace in Udon Nakhon, Kob acknowledged the “gravity of the moment” facing South Dovani but argued that immediate elections would deepen instability amid ongoing nationwide protests and continued economic contraction. Further, Kob pointed to the deteriorating security environment in Suman Province following January’s Ban Tha Chan massacre, as well as the long-running and intensifying insurgency led by the Unified People’s Militia (UPM).

"Elected lawmakers have a constitutional duty and patriotic responsibility to provide the people with a government," Kob said, in a line widely interpreted as a rebuke to the opposition. “South Dovani cannot enter an electoral campaign while communities burn and families mourn.”

Opposition leaders reacted swiftly. JP leader Kawin Kittisakchai accused the President of shielding a “bankrupt coalition clinging to power without a mandate or the confidence of the National Assembly.” The opposition argues that the legislature, with one in six seats sitting vacant, has been severely diminished by the court-ordered dissolutions last year, and no longer reflects the will of the electorate, particularly after the NERI Files scandal and Ban Tha Chan massacre have dramatically reshaped public opinion. Analysts note that opinion polling since the NERI scandal consistently shows the JP leading by a wide margin, making early elections a high-risk proposition for conservative parties that have governed since 5631.

Coalition cohesion has steadily eroded, even while the prime minister was alive. The National Development Party (NDP) withdrew from government in October, and the failed December conscription vote, in which the Hanzen Heritage Party (HHP) broke ranks and shattered the Patriotic Alliance electoral coaltion, reduced the ruling bloc to a de facto minority. The death of Prasert, long the unifying figure of the conservative right, has accelerated internal competition within the United Conservative Front (UCF) and its allies. Senior figures in the Homeland Party (HP) and the Strong Nation Party (SNP) have been engaged in quiet negotiations over a possible post-Prasert governing arrangement, though neither has formally endorsed a candidate for Prime Minister, and the two parties together do not have a sufficient share of seats in the National Assembly to form a cabinet.

Meanwhile, the opposition has vowed to only support "caretaker" cabinets formed from members of opposition parties that can be "trusted to support an early election," and the HHP has issued inconsistent statements regarding the formation of a government, vowing to oppose the "radical left" as well as the "military-elite axis" represented by the HP and SNP. Under the constitution, the President’s veto can be overridden by a supermajority, a threshold the opposition is unlikely to meet without significant defections from HP or SNP ranks.
