Baatrynsentii - President Bukha might have hoped that his PLAN Act would result in the issue of LGBTQ+ rights dying down, but his hopes have proven to be false. Following increased pressure by progressives and moderates within his own party and the oppossition President Bukha was forced to respond to the Toguz attack that killed several members of the queer community in Utaristan. Initially, the President ignored the issue, but former President Anarba's ADK used the unrest within primarily urban electorates to force a response. 

He condemned the attack, calling it "horrendous" and denouncing "any form of violence against minorities." It was not enough, and even moderate members of his own KAN party started publicly calling for measures to be enacted domestically. In comes the PLAN Act, drafted by Minister of Domestic and Devolved Affairs Pieter Leusman. The bill would criminalize hate speech against minorities, provide additional grants and services to disadvantaged minorities and add additional judicial tools for the justice system to persecute violence or "hostile acts" against minority populations. 

While significant by itself, many argued that Bukha has used the Toguz attack to produce the PLAN Act which doesnt adress violence against queer people but instead primarily shores up support from Dundorfians and Vanukeans for the Bukha government. Not once is the queer community specifically named in the bill, nor does it offer any credible provisions to improve the standing of the queer community specifically. 

President Bukha has fired back at the criticism, calling it "unrealistic" that the government should adress the issues of particular groups one by one. Instead, he states, the current government is looking towards minority protections "more broadly" and seeks to not single out specific groups but advance the rights of all. Additionally, he argued that "this really is the best we can do" referring to the PLAN Act. 

Those last comments have gone viral online, with a variety of urban influencers using them to call out the President for "a lack of vision and political will" to address the real issues. Anarba has used the comments in a viral video where he edits the moment over several news articles depicting shortcomings of the current government with the caption, "i agree with the President, this is all he can do because he has no backbone. It is really hard to stand your ground and do more when you are physically incapable of doing so."

President Bukha has asked Minister Leusman to push the bill forward, likely to use whatever connections he has to pass it and try to move on from the issue. Whether voters will move on that easily remains to be seen.
