George Aymery Gobblin, Permanent Representative of Her Majesty's Government
Of course, we do not reject the reasons or plans of His Excellency when he and his government prepared this conference. But, Luthori remains skeptical of the proposals.
Luthori do not think, that for now, a "Security Council" nor a defence agreement between all Artanian states is the right path, it would be moving on too fast in the field of Artanian collaboration, which is an rocky path all in itself, considering all of the states' apprehension or... fears about each other. We need to move on slowly with that process, only by that, we could potentially create a defence arrangement between all Artanian states that would last in time, and not becoming another failed Joint Artanian Security Agreement, also known as JASA. This agreement was pressed forward too soon and, as many expected in this room, faded into oblivion and irrelevancy. Luthori is receptive to the calls for a security umbrella all across the continent, but we think that we musn't take this path lightly.
On the Artanian Union, we oppose calls for an "Artanian Parliament", it has been rightfully pointed out that the Artanian Union failed because of its bureaucracy, yet here, we are proposing something that would continue this trend of failures. Luthori accepts an Artanian Economic Union, where states would be representated by their respective governments to discuss Artanian economic collaboration, and if I may, economic integration.
Quote:As Luthori has now heard the positions of most Artanian states on these proposals, the Government of Luthori, while remaning committed to the idea of Pan-Artanianism, must say here that we are quite skeptical.
