IGH and Malvin HQ confirm talks with Valruzia over naval blueprints; as Luthori aims at stabilising presence in Artanian Sea by expanding relations with Seleyan giant.

The Imperial General Headquarters and the Malvin Headquarters (the Defence Ministry) have both confirmed the existence of talks over potential “technology transfers” between Luthori & Valruzia. These talks were leaked by Valruzian press earlier this month, with the daily Valruzia Today newspaper declaring that “negotiations are under way with Luthori for some intelligence transfer”, this declaration stirred controversy among public opinion, some favourable to “limited” technological collaboration between the two states and others being radically opposed to any share of Luthorian military technology to non-allied governments.
The General Headquarters (Luthori’s joint chief of staff standing committee) and the Ministry of Defence said that these discussions were “in their infancy” and both sides are “committed” to a “thorough and useful collaboration” regarding the talks.
The talks surprised many, but considering the rapprochement policy engaged by Chancellor-President Kos and Prime Minister Parkford, efforts to improve relations were to be expected, although it should be noted that the Luthorian government usually keep most military blueprints secret – as one observer put it: “Luthori offering help on military shipbuilding is unheard of, offering blueprints of Luthorian naval vessels is basically a 90° reverse on their standard policy.”
It has been said that the Luthorian defence establishment lobby has heavily pressured the Luthorian defence and foreign offices to offer to Valruzia “the bare minimum”, companies such as the SV Group, Reynolds Defence or Oldwing Shipbuilders have been said to have been “negatively surprised” at the announcement of negotiations over the share of military blueprints – as it represented a grave risk to corporate integrity and national security.
The Luthorian government, however, did confirm that “no currently used naval vessels would be shared with the Valruzian government” aiming towards the transfer of outdated technology.
“We want to help the Valruzians by giving them a guideline in kickstarting their shipbuilding industry [...] we will, however, not sacrifice nor share classified intelligence in that matter with them.” - said an IGH spokesperson.

The Imperial Navy’s Homeland Fleet is currently deployed in international waters ahead of Valruzia’s coastline on the Artanian Sea.
The ILN High Command is reportedly interested in achieving a “reasonable settlement” with Valruzia over extended joint patrols over the Artanian Sea, the Luthorians aiming at “safeguarding international shipping” in this key strategic checking point of international commerce.
The ILN’s 5th Flotilla notably faced supply issues which have been reported for years to higher command structures – it is hoped that an extended, jointly beneficial defence partnership will help in resolving these supply issues – with the option of basing rights having been mentioned.
“While we are currently deployed in the area, we face resupply issues due to the next ILN base in the area being in Amudim in the south and Luthori in the north. [...] Working with Valruzia will be a great benefit for our naval forces located in this area.”
According to some specialists, Valruzia is also likely to benefit from an extended relationship with Luthori, being granted access to some world-class military equipment and expanding her influence in the Artanian Sea, if working alongside Luthori on regular patrols. Former diplomat and librarian-historian at the Diplomatic Center, and Valruzian-Luthorian, Joseph Kirakinczky said that: “In current times, the most obvious beneficiary from this state of affairs would be Valruzia.”
