Reforming the Xsampan Democratic Army; Reforms for a Post Custodian Crisis.

What does a soldier do, when the very shield he holds has rotted? He gets a new one? He cleans his current one? There are many things he can do, but one thing he cannot do, is keep the shield as it is. The Xsampan Democratic Army must be reformed. While the Internal Security Committee has successfully rooted out red reactionaries and social fascists, this has, of course, weakened the XDA. And foreign states will always look to that with opportunism. As such, the People's Committee of Revolutionary Defense has announced a series of reforms to the military.
First things first, it's time to redefine the entire purpose of the XDA. The goal, and reason for the XDA existing is to protect the Democratic Republic of Xsampa, protect the interests of Xsampa, domestic and abroad, deter foreign powers, and if necessary, conduct overseas/abroad operations. To begin rebuilding the XDA's efficiency, the officer corps must be reformed. Radically. Officers will have new expectations of them. Officers are to be highly educated, technocratic, vetted, and strategically trained. The Revolutionary Officers Academy will focus it's curriculum on operational warfare, strategic planning, aerospace integration, cyber warfare, logistics, intelligence, naval doctrines, mountain warfare, industrial warfare, drone warfare, and study foreign militaries. Political education will remain, but ideological dogmatism will be countered. Never again a Custodian Crisis.
To prevent that, and ensure that the XDA is loyal to the Constitution and the Democratic Republic, political commissars will be done away with. Officers must learn to fear military failure above all, not political embarrassment. As such, the Internal Security Committee will be involved in the creation of Internal Security Defense Agents (ISDA), who's job shall be to investigate conspiracies, monitor loyalties, detect corruption, track factionalism, oversee constitutional compliance and maintain ideological boundaries. ISDAs will not command units, manage tactics or override battlefield officers. Alongside this, a new requirement to join the XDA. An oath of loyalty to the civilian elected government of PAX, the Democratic Republic and the socialist Constitution.
In the past, the XDA was certainly capable of fighting. After all, it fought in the Red Bass War a century ago. But after the Red Bass War? There wasn't anything until Operation Eastern Deterrence. And a military that does nothing becomes bloated. Complacent. Inefficient. Only good for parades and while parades are helpful in keeping public support, parades don't win in geopolitics. Or wars. As an old proverb goes; "if you wish for peace, prepare for war!" This doesn't mean rapidly militarizing like some military industrial complex you'd see in a bourgeois state. But this does mean that the XDA must be changed. The XDA must be defined by logistics first. A gun may win a battle, but soldiers win the war, and they win the war when they don't have empty stomachs and no ammo. Armies slow down drastically or even collapse without logistics. Fuel reserves, depots, military rail (especially utilizing the Xsampan Rail Network), ammunition depots, drone resupplying, all of these will be vital to the logistics of the XDA. The military must always be supplied and have the necessary logistics. Manpower is expensive, but ammo is cheap.
Furthermore, the Non-Comissioned Officer System must be expanded. NCOs must be tactically empowered, career professionals and respected specialists. And because equipment and ammo is cheaper than manpower, we must embrace a modern revolution. The drone revolution. Xsampa has been a producer of drones for a solid way thanks to licensing from Lodamun a handful of decades ago. Drones are cheaper than normal forms of air control (this doesn't mean combat jets are obsolete, and they will continue to hold a place in the Xsampan Democratic Army Air Force), they favour technological advancement (something that is powerful against specific foes, and something important in equal foes), and they're cheap. It's easy to replace 20 cheap drones than 20 dead pilots. Whether it be drones capable of drone strikes, surveillance or the like, they'll be invaluable to the new XDA.
And, to ensure the continuing stability in Dovani, Xsampa must come to a realization. Sitting idly by and hoping for foreign goodwill is not going to keep the peace. That is why the Xsampan Expeditionary Force must be created to ensure stability abroad, and the ability for Xsampa to support peace abroad. These reforms to the XDA will not be immediate, or cheap, but necessary for the wider success of Xsampa, and the Xsampan Revolution.
