Support for Parents; Support for parents is increased as childcare is improved.

Parents love their kids. Other people's kids is an entirely different matter, but everyone loves their kids. Often times however, a family is difficult to manage. While the state can't handle everything such as emotional issues and unexpected issues, it can make things easier financially and provide support for those with an interest in parenthood. The People's Committee of Human Development has begun a program looking to make life easier for aspiring parents and current parents with a series of efforts.
The first step is simple. Reduce taxes on parents and aspiring parents. This reduces the financial burden that is placed on parents and ensures they can focus on preparing for children, or focus on their child without having to worry about financial woes. In the event this is insufficient, the state will provide more support to nurseries, allowing the child to receive care and support without being neglected, and allow the parents to do what they must. While this should ideally be rare, it is better to be safe than sorry. Tax benefits will be applied to families with children as apart of general childcare welfare, and couples looking to have it adopt children will also receive tax benefits.
The second step is providing direct support. Abuse is an awful thing. No child should ever experience such an event. Unfortunately preventing it is easier said that done. While efforts can be done to crack down on abuse, it's often already occured by then. So the best solution is trying to prevent it from occuring all together. To that end, soon to be parents will be granted more financial support should they attend classes that will focus on how to manage a child, how to maintain a healthy mental and emotional state, and ensure that new parents are adequately prepared to give all their love instead of abuse. While it won't stop children from crying, it will show parents how to handle it in a manner they is non abusive, and ensure healthy development.
The third step is providing support for adoption and other alternatives. Not everyone can give birth. Or wants to give birth for that manner. The state recognizes that, and will provide alternatives for parents who refuse or are unable to do so via birth. This leads to adoption and surrogacy. As such, adoption centres will be given more support to ensure ideal conditions, the bureaucratic paperwork for adoption will be eased. The only restrictions have largely only been basic screening for a history of abuse and it shall remain that way. But the more tedious aspects will be cut down significantly. Making it easier is ultimately a net positive as orphans will find themselves in loving caring families.
These efforts are largely focused on simply making a family more economically viable for Xsampans, and bettering the quality of living for orphans and such. Irregardless of it it does see an increase in families, it certainly will reassure many parents and soon to be parents that the state will support them and help them in any way possible.
