Istalia surrenders: "This war was a mistake from the beginning"

Back in September 5579, Istalia suffered a great loss: the General Secretary Nevio Russo was captured by Pontesi. Ever since then, Istalia had been underpeforming greatly in the war, seeing how Kafuristan and Pontesi, as well as their allies, started to eat all of Istalia slowly. Since 5589, Istalia has lots all of its territories in the Majatran peninsula: the western half occupied by Kafuristan, and the eastern half occupied by Pontesi. The PCI only has the island of Alaria left, and they know they can't launch a strike back at them to recover territories. As a result, the war has been certainly peaceful since then: no more attacks have been launched from either side and both have been focusing on recovering and preparing for future attacks - or, in the case of Istalia, for defense.
Now, in September 5591, the Secretary of the General Congress, Publio Carvelli, has realised Istalia has no chance to win and held a speech in public, which made sure to be broadcast in the rest of Istalian territories, occupied or not: "Citizens of Istalia, today is surely a sad day for us. I have to announce that Istalia officially surrenders to Pontesi and Kafuristan, accepting our defeat and their victory on a war that we started and backfired us. I have always been very keen on supporting war and destroying the nations of Pontesi and Kafuristan... but this war... it has taught me that wars are not as beneficial and positive as I used to believe, and it has taught me that we were, in some ways, the villains too... without excusing some of the behaviours from our enemies. Nonetheless, I want to ask the governments of Pontesi and Kafuristan to cease fire and discuss peace with us, and I'd like to apologise, in behalf of the government of Istalia, for our unexcusable actions. I'd as well like to ask our people, our soldiers, to cease fire as well. Istalia has lost, let us mitigate the damages now..."
When interviewed moments after the speech, Carvelli told the media that "this war is one of my biggest regrets. It was a mistake from the beginning." And with disappointment and sadness in his face, Carvelli fled to his office.
