Competences:

The Monarch of the Dual Monarchy has the privileges of appointing the cabinet, which as no constitutionally guaranteed or fixed organs except for the HoG, including the chancellor without parliamentary oversight and has the ability to directly order the government as well as its individual officials to act in a specific way. While the Monarch does not run the day-to-day business of Narikaton & Darnussia the cabinet has to answer to the Monarch and can be dismissed without any further-ado in case of discontent with their work. As an usance, the monarch will try to appoint the cabinet in a matter that respects the current power-dynamics of the Senate but not necessarily proportional. It is not forbidden for the Monarch to appoint themselves as Chancellor.

The Monarch also posses oversight and is the commander-in-chief over all branches of the Dual Monarchist Armed Forces. The monarch can freely delegate the task of running the military to any ministry of their desire. 

The Monarch has to co-sign declarations of war with the Chancellor and the three eldest members of the Senate.

While the Constitution establishes the Courts and Judgedom, the Monarch is in theory the highest judge in the land and can unilaterally overturn all decisions except those of state-constitutional nature.
