 Presidential Decision on the Implementation of the Kalopian Electric Vehicles (KEV) Plan 
 
Recognizing the strategic importance of diversifying Kalopia’s economy and transitioning to green technology, 
Acknowledging the Kalopian Development Agency’s (KDA) comprehensive plan for the establishment of Kalopian Electric Vehicles (KEV), 
Declaring KEV a National Priority Project to ensure its timely implementation and alignment with Kalopia’s economic and environmental goals, 
Affirming Kalopia’s intention to promote international partnerships to attract investment, secure export markets, and bring expertise to the development of KEV, 
 
I, the President of Kalopia, hereby decide as follows: 
 
 Article 1: Establishment of Kalopian Electric Vehicles (KEV) 
1. The company Kalopian Electric Vehicles (KEV) is hereby established as a state-supported enterprise to produce electric vehicles (EVs) and related components. 
2. KEV will consist of the following integrated production units: 
   - Alumina Refinery to process bauxite into alumina. 
   - Aluminum Smelting Plant to produce aluminum from alumina. 
   - Lithium Refining Plant to process raw lithium into battery-grade materials. 
   - Battery Manufacturing Plant to produce lithium-ion batteries. 
   - EV Assembly Plant to manufacture electric vehicles. 
 
 
 Article 2: Timeline for Implementation 
1. Phase 1: Planning 
   - Feasibility studies, site selection, and permitting shall be completed by July 15, 5591. 
2. Phase 2: Construction 
   - Construction of all production facilities shall commence by August 1, 5591, and conclude by December 31, 5592. 
3. Phase 3: Operations 
   - KEV shall begin production of alumina, aluminum, batteries, and EVs by January 1, 5593. 
 
 
 Article 3: Responsibilities of Relevant Ministries 
 
 3.1. Ministry of Finance 
1. Allocate funding for the construction and operationalization of KEV’s facilities. 
2. Provide financial incentives, including tax breaks, subsidies, and low-interest loans, to support KEV’s development. 
3. Establish a Green Fund to finance renewable energy and green technology projects, including KEV. 
 
 3.2. Ministry of Energy 
1. Ensure the development of renewable energy infrastructure (e.g., solar and wind farms) to sustainably power KEV’s production facilities. 
2. Guarantee uninterrupted energy supply to all KEV units. 
 
 3.3. Ministry of Trade and Industry 
1. Secure long-term supply agreements with the Republic of Zardujo, the Communauté de Kanjor, and Jelbék H’ánknstat for the import of bauxite and lithium. 
2. Facilitate partnerships with international companies specializing in aluminum and lithium processing to bring expertise and investment to KEV. 
 
 
 Article 4: Monitoring and Reporting 
1. The Kalopian Development Agency (KDA) shall oversee the implementation of the KEV plan and provide quarterly progress reports to the Office of the President. 
2. A Presidential Task Force on Green Technology shall be established to monitor KEV’s progress and ensure alignment with national economic and environmental goals. 
 
 Article 5: Expected Outcomes 
1. KEV is expected to produce 106,250 electric vehicles annually by leveraging Kalopia’s imports of 960,000 tons of bauxite and 1,000 tons of lithium. 
2. The project will create thousands of direct and indirect jobs, diversify Kalopia’s economy, and position the country as a leader in the global EV industry. 
3. KEV will contribute to Kalopia’s transition to a green economy and support global efforts to combat climate change. 
 
 Article 6: Entry into Force 
This decision shall enter into force immediately upon its issuance.
