Reforming the Supreme Council; Creating a better Xsampan legislature.

The Supreme Council has long been responsible for passing laws in Xsampa. Yet it always has been overshadowed by the General-Secretary. Past reforms gave the Supreme Council the capacity and means to impeach a General-Secretary and elect one but never beyond that. Comrade Aurousseau has looked to empower the Supreme Council. As it stands, worker councils during election year (or in the event of a resignation or incapacitation) vote for a candidate the CPX or an independent should that worker council feel the CPX candidate is inadequate. However such a system has had some complications on a Canton and national level and it seems Comrade Aurousseau is looking to remedy that.

As such, worker councils will be responsible for electing representatives to their Local Committee (for foreign readers, this equates to city council). However for Cantons, the representatives will be voted upon by Local Committee's within that Canton. Each representative elected from said Canton will then be assigned a seat in the Supreme Council, and have a say there. By empowering Local Committee's, this will help ensure that a representative represents all in their Canton, not just a specific city or worker's council.

Alongside this, the Supreme Council will have the power to determine Commissars of a People's Committee. These efforts will ideally reduce bureaucracy and strengthen the Supreme Council to safeguard the Proletarian Revolution from any potential threats. By empowering the Supreme Council, a proper balance of power can be maintained and ensure a healthy government relationship between the executive and legislature.
