Reforming National Service; Creating a viable system for everyone, not just the few.
Yet another campaign promise by Garcia was the reformation of the National Service Program, and how it works. As it stands, National Service is simply mandatory for every Gaduri upon the completion of high school, in which they can either join the Civilian National Service or join the Defense National Service for a select amount of time. While the system does work, there are rooms for improvements. As such, the Garcia Administration has looked to begin reforms to National Service, and make it a more equitable system for every Gaduri.
As such, upon the completion of high school, instead of mandating every Gaduri pick either form of National Service, there will be a 6 month period of grace. Ideally, this will ensure Gaduri seeking higher education can enter without any distractions. Afterwards, the choice will be presented once again. The goal will be to ensure that higher education is possible without distractions and ensure that every Gaduri aspiring for higher education can do so.
While Defense Service is often viewed as more lucrative due to the better benefits, it is still risky, even as a neutral country and this leads to the lesser Civilian Service. As such, efforts will be made to equalize them both. Better benefits will be provided, such as federal support for higher education. The goal is to ideally ensure that Civilian Service is viewed as a viable alternative to Defense Service.
While Defense and Civilian Service are still adjusting to the realities of a rather pacifist neutral nation, they are slowly finding their roles in fighting unemployment and creating prosperity at home. And by giving Civilian Service a boost, it will help ensure that both programs are equally viable for every Gaduri (those who are applicable to either program that is, exempting obviously the disabled, whether it be mental, emotional or physical) and pave the road for employment to be viable at all times.
