2 quick questions
edit: atm, FBCs are around 25 I think - game nations 58? somewhere in that vicinity. removing the distinction between them means that there are 85 slots for 85 primaries/players. that's quite the number we don't have at the moment. (in reference to question 1)

edit2: also, technically speaking, primaries will be the mods of nations. aka, excluding a few cases (i.e. changes to cultural protocols which will still require mod approval), they will be able to directly edit stuff and approve edit suggestions from secondaries.
in case of no primaries, edit suggestions from secondaries will have to be approved by mods.
basically:
- Mods are mods of all nations
- Primaries replace mods in a nation - excl. a few cases such as Cultural Protocols
- Secondaries need approval on edit actions from primaries or mods if there are no primaries?
or there are no secondaries at all if there are no primaries?
wouldn't that lead to a lot of nations remaining empty atm?

edit3: Legacy will introduce a concept of empires btw - if 2 primaries agree to an RP that is (i.e. Beiteynu becomes part of N&D). that will remain even if the primary from Beiteynu leaves, but Beiteynu will still remain as a slot.
- Will there ever be a possibility that multiple primaries and secondaries will be allowed for a single player?
- In the grand scheme of reforming the game rules - or rather splitting classic vs legacy - will the game rules follow a specific format like the one presented with this particular one?
