edit: atm, FBCs are around 25 I think - game nations 58? somewhere in that vicinity. removing the distinction between them means that there are 85 slots for 85 primaries/players. that's quite the number we don't have at the moment. (in reference to question 1)

edit2: also, technically speaking, primaries will be the mods of nations. aka, excluding a few cases (i.e. changes to cultural protocols which will still require mod approval), they will be able to directly edit stuff and approve edit suggestions from secondaries.

in case of no primaries, edit suggestions from secondaries will have to be approved by mods.

basically:

- Mods are mods of all nations
- Primaries replace mods in a nation - excl. a few cases such as Cultural Protocols
- Secondaries need approval on edit actions from primaries or mods if there are no primaries?

or there are no secondaries at all if there are no primaries?

wouldn't that lead to a lot of nations remaining empty atm?

edit3: Legacy will introduce a concept of empires btw - if 2 primaries agree to an RP that is (i.e. Beiteynu becomes part of N&D). that will remain even if the primary from Beiteynu leaves, but Beiteynu will still remain as a slot.

1)+Edit: That is currently not planned apart from the fundametal possibility of allowing two secondaries in some special cases; the idea was to spread the playerbase since we will have this higher number of slots as you said; on the other hand we want to balance this "need" with the "wants" of the players to play in specific nations they are interested in, some nations are plain boring for some and thats fine, we have to respect that.

2) We're gonna try to keep it simple and comprehensive like this, I took some inspiration from your ProNat draft; This has not been voted or talked about in the general team though. 

To Edit 2) Well, we don't really describe them as Mods, we just said that the
nation slot is "theirs" and they have control over the nation. Secondaries are just people who take part in an arc organized by the Primary. The privileges of the Primaries you described are what we meant yes; And on Secondaries: There will be no Secondaries if there is no Primary as the logical consequence of needing the approval of one.

Yes; But with the large amount of slots and some nations being more inaccessible thats not avoidable.

Well yes, to Edit 3) that fits into the system proposed here; Primaries leaving doesnt mean that the RP/State of the Nation suddenly changes, only a new Primary can do that.
