Well, gonna throw two things.
Due to Beluzia's history of being a part of the Luthorian Empire (directly annexed), I think that Luthorian should be (at least) the dominant language of the nation.
But, culturally, there are a lot of celtic people such as the Manx who badly need a nation-state.
So, Luthorian-dominated (lingustially) nation, but much more diverse in terms of cultures (Manx, Luthorians, Scottish, Welsh), the latter two being in Rutania and even Dundorfians. There can even be a representation for the Channel Islands folks.
