Beginning of the Ore Industry; REMs exploited alongside foreign ventures and SOEs.

The biggest aspect of the NEP has been exploration of our natural resources. The most valuable is REMs. With how valuable they are, it can be a major boom to the economy and stabilize it. Alongside that, it can provide solid stable jobs for all oblasts. As such, efforts have begun on creating the Ore Industry for Utari Mosir, which will undoubtedly provide mass income for the state. The first aspect is organizing the Ore Industry under an SOE. Or rather, a majority of the Ore Industry. 80% of the Ore Industry will operate under state control, with an SOE having control, that SOE in question being the Utari State Mining Corporation (USMC). The remaining 20% will be open to the private market, both foreign and domestic. And two nations in particular have taken an interest and have been willing to support the Ore Industry.
First, the Dual Republic. A major economic power, their laissez-faire approach can be learn from, sure. But they can also be helpful. Their plethora of corporations are always eager to be somewhere and make a profit, and it seems Utari Mosir will be no different. Despite initial misgivings towards the West, it's quite clear that they can and are willing to help Utari Mosir in the terms of Utari Mosir. As such, their private corporations will have the opportunity to begin mining efforts in Utari Mosir, particularly for REMs. They will be given a guarantee on safety from nationalizations, and receive tariff free protections.
The second nation is Kundrati. A more.. unique nation, they have shown interest in the economic development of Utari Mosir. As such, a similar agreement has been signed but with a few caveats. One, their private/state corporations will assist in mining REMs. Alongside this, they will also receive a guarantee on safety from nationalizations, and tariff free protections. However, a majority of their shares will be under Utari ownership, in exchange, about half of the REMs produced will be supplied to Utari Mosir. To compensate, it is likely that Utari Mosir will make more money from the move.
In any case, both nations have shown interest in the economic development of Utari Mosir and are likely to be strong economic partners as Utari Mosir continues an economic recovery. As the USMC begins mining and employing Utari, and as private interests take a slice of the pie, stable jobs are being rolled out and productivity can rise. The economy is likely to stabilize and efforts can begin at a full scale economic recovery as Stage 1 of Phase 1 of the NEP has focused on economic stabilization. However, infrastructure efforts will be vital to Stage 2 of Phase 1.
