Continuing infrastructure reforms; A focus on roads.

As ports receive care and attention, ports alone won't be able to carry Utari Mosir. As such, efforts will need to begin on roads. While normally it would be best to try a national railway system, or a national highway system, that is easier said then done due to a lack of trains, and car ownership being low enough to make a national highway system more of a negative then a boost. But this doesn't mean that the state can't focus on modernizing existing roads and focusing on roads between key industries (such as ore and agriculture) towards the ports.

As such, that is exactly what will happen. The UCC will be mobilized to work on modernizing roads across the country to at least ensure properly paved roads. Alongside that, they will focus on roads from our key industry areas to ensure smooth transportation of goods to ports. This will also be helpful for foreign ventures as they'll have paved roads to actually use. In any case, the UCC will continue improving employment and provide support as the economy continues to gradually stabilize.

While a national highway system would be ideal, it's quite clear that with how little Utari actually own a car, it wouldn't be quite cost effective. So until that can change, other alternatives are going to be needed to ensure that such a system can be viable and worth the hassle. In any case, modernized roads will be viable for civilian and commercial usage, and the major industries will receive road upgrades to ensure smoother traffic, both to and from the ports.
