I'd like Baltusia then. 

and if it has a cultural lock, an advice on proper changes. 
Also, if the history in the wikia is locked in any way or form.

This request is approved, keep in mind that Baltusia is culturally protected and 'proper changes' to the culture are acceptable only in a minimal part, any other major change should be consequence to  a long-term RP. Feel free to contact any moderator for further inquiries on this issue.

Ah, I was warned about it having a protocol quite into it, but I only realized now that the protection is beyond the region I could RP as. 
(Aka: Southern Cone). 

So, I'm afraid I'll drop Baltusia considering I have no "ability to maniobrate" through the protocol.
