It's quite clear that Xsampan welfare is in need of reform. While it is generous, there are holes that allow for Xsampans to slip through the cracks. And the Bargas Chenpo only made those holes bigger. As such, Comrade Bhutia has looked to not just fix these holes but reform welfare entirely, and transition Xsampa into a proper Proletarian Welfare State.
As such, the first reform is addressing the survivors of the Bargas Chenpo. A special form of welfare will be provided, the Bargas Chenpo Aid Package, which will focus on providing immediate care for survivors. Immediate housing, medical support, mental health care and most importantly, psychological aid. This package will focus on ensuring that not only are survivors supported financially (in which the state will provide a sum of money for the duration of their life), but also mentally and psychologically. As PTSD and survivors guilt remains widespread amongst survivors, mental care will be absolutely vital. As such, counseling and rehab will be available for not just all Xsampans, but especially for survivors.
However, support for survivors also extends to physical conditions and as such, physical rehabilitation will also be at the ready to ensure that those who have been crippled by the Bargas Chenpo are supported adequately and can recover. If they cannot recover, then disability benefits can kick in and ensure they live a life of dignity, respect and comfort. As stated earlier, survivors will receive financial aid indefinitely from the state for as long as they breathe, to ensure that their needs are met and that they can life a decent life. Whether it be ensuring specialized care, adequate access to healthcare, or adequate housing for their needs, survivors will be supported.
However, what about for those who aren't survivors but need welfare? They will be covered too. Disability benefits will receive higher support, with the state ensuring both short term, and long term support for individuals and families with disabilities. Whether it be temporal or life time, the state will provide adequate care for those who are disabled and ensure they live a happy, independent, comforting life. Alongside that, reforms to requirements. Bureaucracy will be cut down. Any Xsampan that can show they have a medical recognized disability will be eligible for disability benefits, and the People's Committee of Human Development will get to work on providing care. For Xsampans with disabilities, the state will still provide financial support, and help in home modifications to ensure that they can live adequately. Alongside this, employment programs. While not every disabled Xsampan is capable of working, and will still be cared for, those who want to assert independence in their lives will be offered employment programs, where they can make their own living. Of course, it will be limited to ensure flexible hours but it will ensure that disabled Xsampans who want to work, and are capable of working can do so without losing benefits.
Alongside this, unemployment benefits will be drastically reshifted. Every Xsampan, irregardless of their previous work history will have full coverage. The financial benefits will be expanded, with around 70% of their former salary being covered to ensure that while they are searching for employment, they can adequately thrive. A guaranteed minimum will be placed however to ensure that no Xsampan falls below the poverty line. Alongside this, there will be a concentrated effort on supporting these Xsampans in finding employment, such as public employment programs and skill training. As well as this, there will be no time limit on unemployment benefits.
What about for families? They too will be covered! Every child will have the opportunity to live the best life they possibly can. First and foremost, childcare. Childcare centres will be subsidized by the state to ensure that they are free, and available to the public. This will allow for children to be cared for whilst parents work. Alongside this, universal parental leave. Parents will be fully paid, and have full job protections upon their return to work. Family counseling will also be provided to ensure that no family is torn apart by the stresses of life. And, to ensure that even if childcare centres are unavailable for parents, protections will be given to ensure that family friendly work hours are provided.
And speaking of the general workforce, illness benefits will also be reformed. Each and every Xsampan will be guaranteed fully paid sick leave. It won't matter what their employment status is, or how long they've been employed, they will be guaranteed fully paid sick leave. And for serious injuries, illnesses or even surgical operations, they will receive long term medical leave, paid for by the state. Furthermore, Xsampans who have dependents on them will also receive caregiver leave. While it could go into disability benefits, caregiver leave will ensure that individual Xsampans can care for dependents. And in this day and age, especially after the Bargas Chenpo, mental health is incredibly valuable. As such, mental health leave. They will be fully covered under the policies of sick leave to ensure that every Xsampan is adequately cared for.
The next piece also ties into the Survivors Aid Package but looks at survivors of general disasters or orphans. In the event that a primary income giver dies, the state will ensure monthly financial support to make sure that household income continues. Survivor Benefits will also see support for orphans, ensuring direct support for living costs, and their guardians. Furthermore, Xsampan children who have lost parents will be guaranteed fully tuition coverage (even if it already is incredibly cheap).
In a post Bargas Chenpo Xsampa, welfare and healthcare are going to be vital. While healthcare was expanded upon and supported, it's now welfares turn and Comrade Bhutia has looked to support the creation of a Proletarian Welfare State, and ensure every Xsampan can live a life free of want.
