Reinforcing the regional government; Reforming and rebuilding civil service.

While the NEP continues on and the economic situation is gradually continuing to improve, we cannot neglect other aspects of governing. In this case, the regional government. While still ultimately beholden to Chukyo, an efficient regional government will be able to assist in creating a stronger Gishoto compared to a sluggish incompetent regional government. As such, efforts have begun on creating a competent civil service and competent bureaucracy.
The first step, is to train civil servants. Without them, we have no means of running Utari Mosir. Dedicated programs will be established to focus on teaching and training civil servants. Whether it be in governance, budgeting, policy development or project management, they will be invaluable to the future growth of the region. However, the biggest threat is not only incompetence but corruption. Bribes and corruption are ideals fundamentally opposed to the ideals Gishoto upholds. As such, a strong hand is needed to curb it before it emerges. For new civil servants, a focus will be placed on ethics, and accountability. This will be a starting point for creating a robust uncorruptible regional government.
To further clamp down on corruption and nepotism, a merit based system will be adopted. Civil servants must rise based on their own talents, not on their connections. Not only is this practical and efficient, but it will also help remove the old influence that Hulstrians may have maintained after the National Revolution. And with our region proudly being apart of Gishoto, we must ensure that the Hulstrian Menace never again threatens the unity of the Gaoic people. While the NEP will focus on reviving the economy, this effort will focus on reviving the regional government, and restoring faith, public trust and support in governance.

The Utari Regional Ministry of Information is a state owned media outlet, controlled by regional authorities within the autonomy of Utari Mosir. It is dedicated to ensuring a strong proud society for Utari Mosir, and supporting Gishoto in its entirety.
