TITLE II POLITICAL REGULATIONS

Section 1-  Election Regulations
II.1.a  The length of time between regular General Legislative Elections-  72

II.1.b  Public financing of political campaigns-  All candidates receive public funds but are not allowed to accept donations.

II.1.c  Private funding of political campaigns (if private funding is allowed)-  Private donations are not permitted for public campaigns.

II.1.d  Policy on political advertisements-  Political advertisements are illegal in any form.

II.1.a  Policy on Quantity of political advertisements-  No Political advertisements are permitted.

II.1.e  Policy on Content of political advertisements-  No Political Advertisements are permitted.

Section 2 Legislative Statutes
II.2.a  Titles of nobility-  Peerages are granted by Head of State.  All Ducal titles are Hereditary with Heirs named by current title owners, though they may be removed by Head of State.  County and Barony Titles are nominated by Duke/Duchess and conferred by Head of State.

II.2.b  Privileges of nobility-  Nobility confers major rights, and can be hereditary.

II.2.c  The method used to determine the number of seats each region receives in the national legislature-  The National Assembly of Deputies is divided as follows:  A quasi-proportional algorithm grants two Deputies to each of 5 Free Cities (10 Total), and divides the remaining 69 Representatives along the following parameters:  Ananto -15 Deputies; Suldanor- 15 Deputies; Vrassa- 14 Deputies; Odufaray - 12 Deputies, Nevaras- 12 Deputies.

II.2.d  The Composition of the Peerage Council (Upper House)-  The Peerage Council is composed of the following of all members of the Peerage, including all Princes and Princesses, Dukes/Duchesses, Marquis/Marquise, Counts/Countesses, Viscounts/Viscountesses, Barons/Baronesses, Baronets/Baronettes, Knights of the Empire/Dames of the Empire, Lords Mayor/Ladies Mayor, Land Baronets/Land Baronettes, and Land Knights/Land Dames, all of whom receive seats by virtue of their title.  Additionally, the Sovereign and the Chancellor of the Empire hold seats in the Peerage Council.  As this number is variable, the smallest possible composition of the Peerage Council is eleven (Sovereign, Chancellor, Dukes/Duchesses, Lords Mayor/Ladies Mayor.)  But the top limit is undefined.

II.2.e  The constitutional right and responsibility to propose a cabinet to the legislature-  Only the largest party can propose a cabinet.

II.2.f  Policy on national government funding to subnational governments-  The national government provides partial funding to subnational governments.  Duchies, Counties, Baronies and Free City can collect additional general taxes to fund jurisdiction specific projects.

II.2.g  Policy on the funding of mandates/non-legislative policy by the government-  The government must provide funding for mandates.
