White Paper of Defense: Armed Forces structure reorganization

ROMULA - Minister of Defense and National Security Army's Corps General Bettino Della Passera, meet the press this Morning with the Chief of Defense Staff General Enrico Auriemma and Squardon Admiral with special assignements Luciana Tonietti, General Secretary of Defense and National Armements Director, to expose to the press the new plans deligned into the new White Paper of Defense for the reorganization of the Defense which will lay the foundation of the national security of the next decades.
The White Paper provides for an organic reorganization program of the structure and operations of the Armed Forces which will provide the future strategies, operations and capabilities of the Istalian Defense.
The program is aimed to definetively put aside the organizzative structure and the operational framework essentially inherited by the Socialist Republic. A part the need of a renovation and a projection towards the future of the capabilities of the National Defense, the program provides for the overcoming of the excessively rigid and administratively complex and often not well organized and thus redunant staff.
It includes reforms and changes that will involve almost at 360° the armed forces: from the recruitment to careers, from the staff structure to the organizational structure of the various units of each component, training, equipment, the national reserve and the territorial defense, therefore new operational paradigms to meet the modern needs of the so-called "multi-domain" operations, up to a reorganization of the structure from he bottom up to the top and of the the join operability of the Armed Forces.
Among the factors that most interest the Government and the Armed Forces there is the rationalization of resources aimed at a reduction in administrative personnel expenses so that more resources can be placed in training, specialization, in programs for the military, to the modernization of vehicles and equipment, finally for education of the treener and the enlisted in the three years volunter service. Another objective is to deal with a problem that has emerged for several years now, that is a too high average age of the personnel, the overabundance of officers and non-commissioned officers compared to the treener and the voluntarily enlisted personnel, being in fact them veterans of the Patriotic War of Liberation.
The White Paper provides for a five-year retirement plan for most veterans, guaranteeing them adequate pensions and, for those who have not yet reached retirement age, placement in administrative roles in the public administration. At the same time, military service continues to attract a growing number of young people, driven both by the desire to obtain the electoral rights and by the desire to serve the nation through the Armed Forces rather than the National Civil Service. The State welcomes and encourages this honorable desire. The centrality of the Armed Forces at the institutional level requires careful and rational management of resources, avoiding the maintenance of a costly and few productive veterans. The strategy adopted aims to give space to young career soldiers and voluntary recruits, cheaper compared to the veterans and trainable to high standards in line with modern operational needs.
Military spending in this new Istalia have to be high to follow the paradigm of "One People-One Army", with the state on the way to be able soon to count on the largest military apparatus of Majatra, and it is alreadey among the largest just counting the workforce, thus, rationalization of costs and attentive resource management are essential.
In this context, another key measure is the outsourcing of administrative and bureaucratic tasks, with greater involvement of civilian personnel to gradually replace veterans of the Patriotic War, thus reducing the economic burden on the military budget.
Regarding the skills and specialization of the personnel, for those who enlist for the three years voluntery service, the reform provides study careers and technical formations that surely will see a lot of enlisted finishing their service with skills and qualifications, ready to work prepared like their colleagues from university or vocational schools.
The specializations and diversifications of the capabilities of the Armed Forces will be persued with the creation of additional contingents of about 17,000 in total highly specialized units and in particular doctors, health workers, laboratory technicians, engineers, technicians, transport/materials logisticians, computer scientists and commissioners all on permanent service, personnel to be employed with specific tasks in circumstances of public calamity, peacekeeping missions and in situations of extraordinary need and urgency in light of multiple missions outside the war theaters the Armed Forces can be called to carry out.
The aforementioned personnel reforms will first of all lead to a reorganization of the organizational structure of the various components of the armed forces, with the creation of operational units that tend to be less substantial but more modular and elastic with greater diversification of operational capabilities, employment and responsiveness.
The remodeling and relocation of resources will therefore be redirected, as already mentioned, towards an increase in the quality of training and in the training and formation structures (increase in the number of schools and academies, courses, specializations and therefore training facilities such as firing ranges, training areas and structures) able to train more skilled and specialized career and enlisted personnel, focusing especially in increasing the quality of the voluntary enlisted personnel, with benefits in terms of quality, efficiency, capacity and obviously costs.
Among the innovations that will be introduced in the restructuring and multi-specialization of the operational structure, there will be the formation of highly specialized personnel focused to territorial defense in the event of threats of a military nature to national sovereignty and territorial integrity, to be put at the head of the new novelty introduced by the White Book, the National Homeland Corps, formed by the personnel of the national reserve consisting essentially of all civilians once serving in the Armed Forces, those professionist that have left the Armed Forces and all the personnel who will be obliged to leave them at the limit of reaching the compulsory age. This highly specialized staff will join the citizens who served to create a further pillar of the National Defense.
The reorganization of the organizational structure of the Armed Forces, instead, has been designed to cope with the objective of "multi-domain" operational capacity, defined by the Ministry and by analysts and experts in the sector as an overcoming of the traditional concept of joint-operativity between the components of the Armed Forces in favor of a much more flexible approach, based on the perfect knowledge of one's own possibilities and on the creation of numerous alternatives for action. The aim is to have more options, freedom of action, a broader synchronization of objectives and tools capable of ensuring their own forces the freedom of action always and everywhere (even in the outer-atmospheric space and immaterial cyber space). The main objective to be achieved, therefore, is that of freedom of action, rather than the traditional one of superiority in one's own domain. Commanders and strategic planners must understand and know how to act even in domains that are not those of their traditional competence and understand that an action in their domain can have a direct and effective effect in another. It is necessary to think in an innovative way of multiple domains that operate in concert and simultaneously to achieve specific objectives, rather than to guarantee collaboration and cooperation between the components, which involves, among other things, not only the traditional three or four components of the Armed Forces, but even going beyond the purely military dimension to involve the entire national security system at an interdepartmental level, guaranteeing an indispensable interaction between the Armed Forces, the population, the scientific community and the national industrial world. As for the tools, they are represented by mobile and flexible capacities, by distributed and constantly communicating systems interconnected within a National Defense Framework, able to act towards the assigned objectives in a rapid and self-sufficient way.
Despite the country is just in its first phases of its reprisal, the Armed Forces have great ambition and the State is determined to grant the most effective and modern defense to its citizens, aiming to come back to master the demains of new information technologies, cybernetic and space technologies. The cyber domain and the space domain must necessarily be understood, explored and mastered by the Armed Forces, so as to be able to operate syncronized at the different levels of defense, penetration and offense, therefore on the strategic, operational and tactical level.
This new operational paradigm will be supported by additional resources that will be redirected to the research and development sector, clearly in strong partnership with the scientific and industrial sectors.
Obviously, to cope with this new operational paradigm, the reorganization program also provides for the restructuring of the Join Supreme Operative Command (Comando Supremo Operativo Interforze), the body employed by the Chief of the Defense Staff in charge of planning, coordinating and directing the military operations of the Istalian Armed Forces. This will be reformed into Joint Operations General Command (Comando Generale Operazioni Interforze - COGOIN). The new CoCOI will go beyond the concept of joint operations to embrace that of multi-domain in the identified strategic five domains (land, sea, sky, space and cyberspace) and will bring under its supervision new Joint Operational Commands: Space Operations Joint Command (COISP), Cybernetic Operations Joint Command (COICY) and the Joint Special Operations and Intelligence Joint Command (COISIN).
Regarding to special operations and intelligence, the Ministry has announced a reorganization also for these departments aimed in effectively responding to different profiles of missions generically defined "unconventional with a strategic effect" such as: Direct Action, Combating Terrorism, Foreign Internal Defense, Unconventional Warfare, Special Reconnaissance, Psychological Operations, Civil Affairs, Information Operations, Counter-proliferation of Weapons of Mass Destruction, and not only. The special departments, as announced, will pass under the control of the new Special Operations and Intelligence Join Command that will work closely to the National Intelligece, also soon to be deeply reformed.
The special units will see the enhancement and integration of new components and the flanking of new ad hoc support units, creating a three-level system consisting of the "Special Forces Units" (1st level), "Combat and Operational Support Units" (2nd second level - departments specialized in combat and operational support to provide highly specialized fixed and rotating wing flying units for tactical transport as well as specific resources for transmissions and for "Psy Ops" operations) and therefore the "Side Support Units", also designated in any case to give direct support to the 1st level Special Forces Departments (units specialized in reconnaissance behind enemy lines and equipped with avant-garde systems and which can be used in the absence, even partial, in the operating theater of the Support Departments).
Specifically, the Departments designated as Special Forces, of Support and as Side Support Units will be:

--- 3° Airborne Nayari (the Istalian specialist mountain infantry) Regiment "Monte Tonante" (Ranger)
--- 8° Airborne Reconnaissance Regiment "Saetta" (Acquisition of Objectives)
-- Navy
--- 11° Assault Raiders Groups (from the renowed Navy Infantery Brigade "Ingrisiani")
-- Air Force
--- 7th Raiders Wing "Nembi" (part of the 3rd Air Brigade "Sensitive Operations"), Raiders specialized in the function of "Combat Controller" and "Combat SAR"
-- Imperial Gendarmerie (in reorganization too)
--- Special Raid Group (it will be part of the re-established 5th Mobile Brigade, a Gendarmerie Brigade specializing in warfare, national security and special operations, part of the Mobile Units' Sub-Division itself part of the Specialized Units Command) set up as an elite unit of the Gendarmerie (SWAT), it will be specializing in Counter-terrorism functions and therefore it will be further specialized and prepared for any type of special high-risk operation in international theaters. They were also chosen for the protection of Istalian embassies, bases, citizens or interests in high-risk foreign theaters. They are the only ones among the special forces to have both the qualification of Raiders and of public security and judicial officer.

--- Tactical Operation Specialists Team (highly trained specialist Team depending from the Special Activity Operative Direction of the General Directorate for Intelligence and Survey, the external intelligence branch of the national intelligence, in reorganization too).
- Combat and Operational Support Units:
--- 4° special Operation Army's Helycopter Regiment "Mamerte", composed of personnel specifically trained to ensure adequate maneuvering capacity in the context of special operations in order to support the military activities of the terrestrial and/or inter-force component and contribute to achieving military objectives of political-military, strategic-military or operational level for the protection of national interests, in every operational context.
--- 6° Wings "Alsamet" (part of the Air Force's 3st Air Brigade "Sensitive Operations"), its mission is to ensure air and ground support to the Special Forces Units for both the deployment and folding phases in the various operational theaters. It also ensures the necessary support for SAR and Combat SAR operations.
--- 1° Assault Helicopter Group "Mantis" (Navy's Aviation) operates from the ground or from the LHDs of the Navy, whose flight services are assigned for special operations for which they cooperate closely with the 11° Assault Raiders Group of the "Ingrisiani" Brigade.
--- 4° Air Transport Platoon of the Gendarmerie's 5th Mobile Brigate
--- 8° Signal Regiment (Army) provides C4i operational support to the special forces.
--- 3° "Psy Ops" Regiment (Army) it will be reorganized with operational communications and psychological warfare tasks, which it will carry out through its battalion divided into three companies specialized in the production of print and electronic, television and radio materials and in their dissemination.
