2. Be accessible to anyone, without depending on a subjective determination about the RP lead up to their procurement.
I know that my second recommendation is likely to be the more controversial so let me explain:
- Allowing self-selecting players to determine what RP they deem to meet the standard for nuclear procurement is, and has been, problematic.
- All military RP in the game must be planned and agreed to out of character. If I don’t accept that your country could use nuclear weapons against mine, then that’s the end of it. This is the case even if the mods/community/whoever else has affirmed you as having nuclear weapons. Thus, making a determination about whether or not a state has nuclear arms is relatively moot.
- Countries always seem to be able to build massive infrastructure projects (high speed rail, hydroelectric dams, advanced power plants, skyscrapers, and so on) without ever having to explain how they've acquired the technical know-how, materials and resources to do so. To force some RP to meet a certain standard of realism, and not other forms, privileges one form over the other.
If nuclear weapons are to be permitted, under a system where they can only be developed and possessed by a player whose RP has met a certain standard, then I think it is incumbent on those who will be making that determination to provide, in very clear, explicit terms, what steps a player must take to meet that standard, without any room for ambiguity.
What follows is my personal opinion, not the opinion of the mod team or the administrators.
I find myself in great agreement with what Wu wrote here. Especially the first paragraph also resonated with me as someone who has very limited interest or rather just episodic interest for military matters.
Personally as most of you know I adhere to a very free-spirited philosophy of this game, where the RP you do will reflect onto you and then others may judge if they want to engage or not. I think this is a proven concept but certainly not without its faults hence I agree with the latter of Wu's proposals, I personally disagree with banning things outright, I dont think it sets a good precedent nor does it help the game or the community in a meaningful way.
What I personally could agree to, similar to what Wu said is a clear rule on what standards have to be fulfilled to acquire 'nuclear' or for that matter any weapon of mass destruction. I dont see the absolute necessity for it since the principle of consent-based rp holds true regardless but if it has to be, so be it.
