Health Transfer Agreements—Five In, One Out

Five of Hutori’s six provinces have now finalized their Health Transfer Agreements with the federal government. Adelia, Kenai, Falristan, Lagard, and the Isle of Sutton have all signed on to the federal plan—unlocking billions in long-term healthcare support. The sole remaining holdout, Roccato, is still refusing to sign the deal until the federal government reimburses the provinces for the past five years of past funding increases. This hold up ending up spilling into Question Period earlier this week with a sharp exchange between Opposition Leader Rachel McKenna & Prime Minister Rosalyn Woodbury.

Mr. Speaker, the Prime Minister continues to pat herself on the back while provinces like mine are still waiting for a fair deal on healthcare. Five percent per year might sound generous in a press release, but it doesn't even begin to cover the lost years under the previous Liberal government. Why is the Prime Minister refusing to make up for the underfunding of the Kensington era? Why is this government content to shirk its responsibilities to Roccato families, nurses, and patients?

Mr. Speaker, with all due respect to the Leader of the Opposition, five out of six provinces have signed on to our Health Transfer Agreement—including a Green government in Lagard, a Liberal government in Kenai, and yes, even Conservative governments in Adelia and Falristan. They all agree: this deal is stable, predictable, and responsible. So the question, Mr. Speaker, isn't what the federal government is refusing to do—it's why Roccato is refusing to help its own citizens. Perhaps the real issue here is that the Honourable Member is more interested in picking a fight than encouraging Roccato to pick up a pen and sign the deal that 90% of the rest of the country has supported.
MCKENNA:
Mr. Speaker, I will remind the Prime Minister that it is this Parliament’s duty to correct the underinvestment made by the previous government. This isn’t about a “fight,” this is about Roccato doctors being forced to turn away patients, this is about emergency rooms stretched beyond capacity. If five percent is good enough, why are we still cutting corners? Will the Prime Minister admit her deal is a patchwork plan that ignores the real need for equitable, retroactive funding?
WOODBURY:
Mr. Speaker, what the Honourable Member calls a “patchwork plan,” the rest of the country calls “progress.” We’ve made historic commitments: guaranteed 5% increases annually for the next five years, funding tied directly to outcomes in mental health, home care, and rural access. Let’s not forget, Mr. Speaker, the only province holding out is Roccato—and it just so happens that the Opposition Leader’s party controls that government. Maybe this isn’t about what’s best for Hutorians. Maybe, just maybe, it’s about what’s best for National Labour.
VANESSA TAYLOR:
The impasse has become increasingly political. Sources inside the Roccato government say federal Labour leader Rachel McKenna is applying pressure behind the scenes, urging the province to dig in while the Premiers in the rest of the country have become increasingly hostile towards the government in Kincardine, as the money for the health transfers won't begin to flow until all six provinces have signed on.

As the Kundrati blockade tightens, Hutorian corporations are setting their sights on Davostag as a new frontier for trade and investment. Multiple major Hutorian companies like Ross Motor, the Carter Energy Group, Lexington Entertainment, Gold Lion Capital and Horizon Technology have all turned their focus and in recent shareholder meeting announced what amounts to a united plan for heavy investment in Hutori's western neighbor.
This plan for investment comes on the heels of a recent announcement by the Woodbury Government. Minister of Immigration Jacob Akande has announced that Davostag is being added to the Hutorian Gold List, a list of nations that do not require visas to travel and work in Hutori. Davostag will now be joining Dorvik, Lourenne, Dolgava and Kalistan that have an official Visas Exemption Status. Minister of International Trade and Economic Development, Calvin Wu, stated this was a natural progression of expanding the Macon marketplace. This is believed by analysts as a move by Bekenial to shore up Hutorian support in Davostag and move their focus away from the Kundrati Legionary State back towards Macon and Hutori.

The Carter Energy Group, the Mashacara-owned giant and the country’s largest energy company, is making headlines tonight with the announcement of a new green energy subsidary; the Carter Future Energy Group. Carter Energy CEO, David Blackthorn, stated that this was a long term strategic move to diverisfy both the energy companies portfolio, but to aid in diversifying the Hutorian energy grid.

Oil and gas got us here and sustain us. But clean energy is where we’re going. We’re proud to invest in the future of Hutori’s power grid.
VANESSA TAYLOR:
Federal Minister of the Environment and Climate Change Eloise Grant, and Minister of Innovation, Science and Industry Julia Serrano, made a joint announcement that Carter Future Energy would be the first company able to tap into the federal government's Green Future Innovation Fund. Blackthorn also stated they were looking for international partners that have experience in Green energy to aid their efforts.
The move, while pragmatic, is also political. The Carter Group’s announcement comes amid mounting pressure on energy companies to clean up their portfolios. But if the early reactions are any indicator—this might just be a win for everyone.

It’s official: Axminister Ironworks has secured the contract for the Frigate 5640 Project—a next-gen Anti-Submarine Warfare vessel set to become the new crown jewel of the Royal Hutorian Navy.
The vessel will be jointly developed with Kalistan’s KalMilInCo, marking the second major collaboration between the two allies. Their last joint venture produced the formidable Newport-class guided missile cruiser, still a mainstay of both navies.
ADMIRAL DAVID SEATON, CHIEF OF NAVAL OPERATIONS, RHN:
This isn’t just about steel and sonar—it’s about deepening military and technological trust between our nations. Exercise Leviathan Tide earlier this year provided Kalistan and Hutori have formidable Navies apart, and even more impressive naval strength together. This is a natural progression of our relationship at fighting new and emerging threats and strengthing the relationship between the Kingdom and the Empire.

There is currently no timeline on the completion of the project, but it's said that Hutori has diverted a significant portion of it's Navy's R&D budget to fund the program for the new Frigate.
