Guide to the SODOC Charter
This guide is intended to provide an out-of-character overview of the SODOC Charter, and by extension, the structure of the Southern Dovani Community (SODOC) to help inform players on how to interact with the Community.
Who is, and can be, in SODOC?
Membership in SODOC is open to all countries located geographically in Southern Dovani. Prospective countries must apply for membership (by reaching out to the player in control of the Secretary-General). Any membership application to SODOC must receive unanimous approval by the existing Member States.

How does SODOC work?
All important decisions within SODOC are reached by consensus at a SODOC Summit (Article 7). The Summit is a temporary meeting of all the heads of state/government of the SODOC Member States, and is hosted at a specific time and place.
All SODOC Member States appoint delegations to the SODOC Inter-Governmental Council, which is a permanent advisory body of SODOC where most discussions and debates occur (Article 8). The Inter-Governmental Council may make proposals or recommendations to be decided by the Summit, but it has no decision-making power of its own.
The Secretary-General is appointed at a SODOC Summit to serve a term of 10 in-game years, unless they resign or are removed by a Summit (Article 10). The role of "Secretary-General" is rotated according to the alphabetical list of Member States.
Is SODOC basically the EU?
No. SODOC is directly inspired by the Association of Southeast Asian Nations (ASEAN) and its decision-making and organizational structure. An important difference is that, unlike the EU, SODOC does not have a parliamentary body or any regulatory power. Each new decision or policy of SODOC is made through a new agreement or treaty within the framework of SODOC, unless it is an amendment to the SODOC Charter.
Moreover, at this stage, SODOC does not have a single market or shared currency, unlike the EU. It is primarily a diplomatic organization.
