The Emperor entrusts Gian Maria Moretti with the task of forming a technical government

Since the political solution is not viable, a transitional executive led by technicians is born: priorities are economic development, social justice and national cohesion

ROMULA – In a climate of great expectation and cautious hope, His Imperial Majesty Alessandro V has officially entrusted Gian Maria Moretti with the task of forming a technical government. The announcement came yesterday evening from Quattroregni Palace in the presence of representatives of the main political forces of the National Congress, at the end of more than four long and tiring months of consultations during which the hypothesis of new elections emerged several times.

Gian Maria Moretti, an esteemed economist and former director of the National Institute of Statistics, will lead an executive formed by high-profile technical and administrative personalities, with the declared objective of leading the country out of the political stalemate and addressing the priority challenges on the economic, social and infrastructural level with competence and impartiality.

The choice of a political outsider like Moretti comes at the end of complex consultations, during which there was no shortage of heated debate between the parliamentary forces. The situation in Congress is far from simple: with no bloc capable of reaching an absolute majority of the 238 seats, attempts to form a traditional political coalition quickly ran aground.

The Democratic Socialist Party and the New Communists have not been able to fully remedy the break with the Greens, making the renewal of the previous left-wing coalition with the entry of a fourth party or its external support impracticable. On the opposite front, the National Liberal Party and the Hosian Democratic Union, now with converging interests, have not found sufficient numbers when confronted with the other parties.

Even the option of a grand coalition between the largest parties proved to be ineffectual due to the excessive distance between their respective programs and the opposition to having a representative of one of the other party appointed as head of government. Even the option to take on board the Hosian Democrats and appoint one of them failed on the strong opposition of the PSD far-left wing which, with the resignation of Annalisa Saragat as party's Secretary, is increasing its influence within the party.

In this context, the hypothesis of entrusting the government to a military figure, in particular to a high-ranking officer active in the field of international diplomacy, has also emerged in recent months. However, this proposal, which would have guaranteed firmness and authority in the short term, was firmly rejected by a significant part of Congress. The strongest opponents were the PNC and the Greens, but the PSD too raised deep doubts, evoking the risks of creating a precedent and underlining the need to maintain the principle of the civil direction of the State, a principle respected during the last 15 years of PSD-leading government.

In light of this impasse, the Emperor therefore decided to follow the path of political neutrality, opting for a transitional government based on technical competence. The speech given in the evening by Alessandro V in front of the state authorities, the political forces and the press, underlined the urgency of joining forces and overcoming divisions in the name of the common good, also remembering with emotion the figure of Floria Monaldi, recently deceased, as an example of service to the nation.

Among the key points of the mandate entrusted to Moretti are:

• The development and growth of the new strategic material extraction and refining, treatment and processing industry, with a particular commitment to the island of Alaria, which has long been reporting territorial imbalances in economic development.
  

• The launch of the “Program Sea”, an ambitious ports and logistics infrastructure plan also dedicated to the island.
  

• An extraordinary plan for public residential construction, to address the emerging housing emergency, particularly for low and medium-low incomes, and which has seen the first signs of the crisis in recent months, with prices skyrocketing and blatant cases of occupations that have begun to affect large and small centers, especially on the peninsula.
  

• Active policies for the creation of new jobs, linked to new emerging sectors, and the valorization of youth skills, in light of a growing discontent among young people that has also emerged forcefully during these last elections.
  

• Another priority objective of the new government will be the continuation of diplomatic action aimed at the stipulation of new economic and trade agreements. At the top of the agenda is the organization of the long-awaited state visit to Mordusia, a strategic stage to strengthen ties with one of the main possible regional partners. This will be followed by the start of dialogue with Baltusia and with the new emerging protagonists of the Dovanian continent, in particular Bianje and Liore, with a view to building a multilateral network to support economic growth and the international projection of Istalia.
  

• Finally, the preparation of new elections, once the minimum stabilization objectives have been achieved.
  

Gian Maria Moretti has accepted and already met the press to expose his plans and in the next few days he will begin informal consultations with political and social forces, to form the team of ministers. The first names are already circulating, there will be a lot of expertises but also names from the largest parties will be lickely included, and a meeting with the President of the National Congress and the parliamentary groups is expected already this week to define the timing of the confidence vote.

On the parliamentary level, the new technical government will be able to count on a very large majority, thanks to the availability of the main parties, PSD, PNL and UOD, who have welcomed the Emperor's proposal with a sense of responsibility and have said they are ready to support such an executive that guarantees stability and institutional continuity. On the other hand, the positions of the Greens and the Citizens' Movement are of the opposite nature, having announced a clear opposition, denouncing a "suspension of the popular will" and a distancing from social issues. The New Communists, while expressing strong reservations, have not ruled out external support, but have asked that the government program include concrete measures in favor of workers and young generations. Finally, the Alliance of Autonomies has welcomed the attention given to Alaria, particularly on the economic and infrastructural level, but has underlined that it will be essential to also address the unresolved political issues of the island, starting with forms of protected and guaranteed institutional autonomy.

In the meantime, however, public opinion appears divided: while on the one hand many citizens welcome the choice of a third and competent figure, others fear that the absence of a direct political mandate could limit the new government's ability to carry out profound reforms.
