Moretti Government presents the long-awaited national public housing plan

10 million new units between public and social housing: decentralized implementation and architectural innovation at the heart of the project

ROMULA - With an ambitious plan for 10 million new housing units, the Moretti Government today, one year after coming into office, announced the launch of its public and social housing plan, one of the programmatic points to be realized by the technical government, and which is already expected to be the most important and extensive program of its kind in the recent history of the country. The plan, which aims to respond to the now persistent housing emergencies and the growing demand for accessible housing, represents a turning point both on a social and urban level, to be implemented throughout the country with an innovative, multilevel and collaborative approach.

The "National Plan for Accessible and Sustainable Housing", as it has been named, provides for a dual structure designed according to flexible, inclusive and community housing models: on the one hand, the construction of new public housing, mainly intended for low-income groups, vulnerable families, low-income elderly people and those living in conditions of clear housing precariousness.
On the other hand, the plan dedicates a large share to social housing, a segment designed for those who today cannot access the private real estate market but do not fall within the criteria for the assignment of social housing: young couples, low-to-medium income workers, out-of-town students, separated parents, self-sufficient pensioners, precarious professionals. In this area, the involvement of third sector entities, foundations, cooperative consortia and private investors will be central, through public-private partnerships and social housing tools already successfully tested in other nations. The projects will be developed in synergy with Municipalities and Regions, on the basis of territorial calls for proposals and framework agreements.

The construction of housing will be devolved to the Regions for the municipalities of the provinces, while the large metropolitan cities will directly manage the interventions in the largest urban conglomerates. This multilevel model aims to ensure greater adherence to territorial contexts, encouraging the participation of local administrations, the reuse of abandoned areas and integration with urban regeneration plans.
Each administration will be able to choose executive methods suited to its own urban fabric: from new construction to the reconversion of existing building stock, with a view to environmental sustainability and land saving.

The National Plan will adopt the most advanced architectural and environmental solutions in the field of housing:

• Modular and prefabricated architecture, to reduce construction times and guarantee a high quality of living, which integrates principles of beauty and urban decorum so that they are enjoyable spaces (so as to avert the concerns of those who feared concrete enormous barracks destined to decay, a common dynamic in the past).
  

• Multi-purpose common spaces, such as shared kitchens, co-working, urban gardens, collective laundries, condominium libraries and recreational rooms, to promote social cohesion.
  

• Integrated digital technologies (home automation, smart metering, predictive maintenance) to make buildings connected, safe and efficient.
  

• Bioclimatic criteria and eco-friendly materials, with particular attention to structural wood, recycled insulating panels and green roofs.
  

• The application of standards for minimizing energy requirements and self-production systems (photovoltaic, solar thermal), to ensure energy efficiency and reduce utility costs (which aims to become a national standard and a model for abroad).
  

• Integrated urban planning, with transport, public green areas and related services.
  

According to INSTAT, the National Institute of Statistics, over 7 million people in Istalia are currently in a condition of chronic housing hardship, more than 12 million are currently on the waiting list for public or social housing while the rented population has increased by 43% in the last decade. The Moretti government's plan aims to reverse this trend, also supporting the revitalization of peripheral neighborhoods and the containment of gentrification processes in urban centers. To avoid phenomena of ghettoization and urban marginalization, the plan will aim to encourage social mixing, providing for residential settlements composed of heterogeneous residential nuclei in terms of class and income, so as to promote inclusive dynamics, relationships of proximity and forms of spontaneous solidarity within cohesive and vital communities.

The National Plan for Accessible and Sustainable Housing foresees the construction of 10 million new homes by the year 5659, with a staggered and coordinated implementation between public bodies and private entities. According to the Ministry of Infrastructure, the plan will follow a progressive rhythm, with an initial phase, between 5647 and 5648, dedicated to the activation of the first construction sites and the construction of approximately 1.5 million housing units, located primarily in large urban areas and in territories in a state of declared emergency.

Between 5649 and 5653, the plan will come into full swing, with the construction of approximately 5 million homes, thanks to the consolidation of public-private partnerships and the expansion of construction capacity on a national scale. This fase will see the full involvement of Regions, Municipalities, foundations, cooperative consortia and private social housing operators, and it will also be crucial for starting the first urban regeneration and integrated building redevelopment programs.

The final phase, from 5654 to 5656, will allow the completion of another 2.5 million homes, with particular attention to medium and small municipalities, internal areas and territories subject to depopulation, where public housing will also represent a driving force for territorial cohesion and demographic recovery.

Finally, in the two-year period 5657–5659, the last 1 million homes will be completed, to be allocated in part to temporary housing, flexible housing and reserves for rapid responses to new emergencies.

On average, over 830,000 homes will be built per year, a veritable unprecedented undertaking in the history of the country, which represents not only a colossal investment in quantitative terms, but also a transformative intervention in social, environmental and urban terms. The plan, however, does not limit itself to filling a housing gap: it is configured as a powerful driver of economic development.

With the construction sector directly involved, from large national consortia to small artisan businesses, the project will generate millions of new jobs, relaunching strategic sectors such as construction, prefabrication, logistics, innovative materials and sustainable plant engineering. Government estimates indicate that the entire plan will have a total cost of approximately 2,400 billion Istalian Lire spread over twelve years, equal to an annual average of 200 billion. The implementation of the project will be made possible thanks to a solid mixed financial system, in which public finances will be supported by contributions from the Strategic Investment Fund, by contributions from Deposit and Consignment Fund and by the direct intervention of IMERIN, which has become, from a reconstruction agency, a colossal public holding that, through a dense network of subsidiaries, today holds almost 20% of the entire national economy. The patrimonial and operational strength of IMERIN will represent an additional source of significant resources and industrial capacity, capable of supporting the plan even in its most complex phases.
In relation to the Gross Domestic Product, this is an investment of approximately 4.2% per year, fully compatible with the phase of economic expansion that Istalia is going through. It is also expected that each public lira spent will generate at least 1.5 in direct and indirect economic return, through multiplier effects on employment, tax revenue, innovation and urban redevelopment.

With its systemic, participatory and technologically advanced approach, the Moretti Government's public housing plan represents a concrete and far-sighted response to the challenges of housing in the sixth millennium, in particular to the social and economic transformations that are redefining cities and people's needs.
But the plan goes beyond housing policy alone: it is proof that the current technical government, contrary to its critics, is anything but a mere transitional executive. By following up on the programs and structural reforms identified at the time of its creation, the Moretti Government is proving to be a true government of national responsibility, capable of addressing emergencies with long-lasting tools and strategic vision.
The support of the very large parliamentary majority that supports this plan demonstrates that politics, beyond the recent electoral and parliamentary dynamics, is still capable of listening to the country, reading its deepest questions and putting aside ideological differences for the collective good.
