Valeriano Giunio is the new Minister Secretary of State: the government of liberal change is underway

The new executive born from the agreement between PNL, UOD and PRL, with the additional external support of D&L, aims to promote the role of private enterprise, rationalize welfare and reform regional autonomy

ROMULA - Just a few weeks before the vote, the new executive has seen the light. As widely expected in light of the broad electoral success, Valeriano Giunio has obtained the confidence of Parliament and officially takes on the role of Minister Secretary of State, after receiving a mandate from Emperor Alessandro V to form the government.

The new executive is born from an agreement between the National Liberal Party, the Hosian Democratic Party and the Liberal Republican Party. To these is added the external support of Democracy & Freedom, which has clarified its desire to support the executive's measures on a case-by-case basis, in particular those related to the economic sphere and the promotion of enterprise. External support is not necessary to have a majority but it certainly strengthens the position of the executive.

The Giunio government presents itself with a platform clearly oriented towards a change of direction compared to the fifteen years of left-wing governments, accused of excessive statist dirigism and of systematically favoring public companies. At the heart of the new executive's action is the desire to restore centrality to private initiative and the free market.

Among the main points of the program, there are:

A profound rationalization of welfare, considered elephantine and inefficient, with a greater focus on family policies, public-private partnerships and the strengthening of the role of private actors in the assistance and healthcare sectors.

Measures for the management of public debt with the introduction of fiscal budget rules to ensure a prudent and sustainable budget policy in the medium-long term, the control and containment of non-strategic public spending (of which the rationalization of welfare and the reduction of state dirigism will be functional), and above all the establishment of the "National Agency for Debt Stabilization and Amortization", an independent state body that collects resources dedicated exclusively to the repayment of public debt, with the aim of ensuring transparent and planned management of the resources intended for the amortization of government bonds, avoiding their use for current expenditure. It will also allow for the accumulation of long-term funds, stabilizing the financial needs of the State, and will strengthen investor confidence by demonstrating prudent and structured management of debt.

The reduction of tax rates on company funds intended for reserves, investments, amortization and guarantees, with the aim of stimulating self-financing and the reinvestment of profits and streamlining bureaucracy in production areas.

Equal access to public funding for private actors in education and health and social assistance, with particular attention to educational institutions linked to the Aurorian Church, which will be able to benefit from an almost total tax exemption. The measure reflects a historic claim of the Hosian Democratic Party, in favor of an increase in the role of the Church, especially in the sectors of education and assistance.

Among the announced reforms, there is also a reorganization of regional powers inspired by the principle of subsidiarity. The government also intends to guarantee the regions the possibility of equipping themselves with autonomous statutes and deciding the methods of electing their own bodies, thus strengthening territorial autonomy.

Giunio has therefore already confirmed the will to continue the main programs launched by the Moretti technical government, supported in the front line by the PNL, including the national residential building plan and the measures for the housing emergency. However, he has announced possible revisions, in particular to encourage greater involvement of private entities, also in the sectors of strategic resources.

On the sensitive issue of civil rights, internal sources within the PNL report that the party is ready for a confrontation with the Hosian Democratic Party to initiate a reorganization of the matter. The popular mobilization of recent years, the pressure from the progressive wing and the youth organization of the party, as well as the solicitations from D&L, in favor of a strongly libertarian system, make it impossible for the PNL to ignore the issue.

With the start of the new five-year legislature, the Giunio government presents itself as a turning point executive, determined to redefine the relationship between the State and the market, to strengthen the role of autonomies and to restore centrality to the value of private initiative. It remains to be seen whether it will be able to maintain the cohesion of a complex majority, and whether it will be able to translate such an ambitious agenda into concrete actions.
