Economic Mobilization to outproduce the debt; Phase 2 of Fortiers Big Beautiful Plan begins.

Comrade Fortiers administration has so far been defined by two things. Eccentricity and countering the debt. Often intertwined. The so called, "Big Beautiful Plan" has been described as a multi phased plan designed to outproduce and outspend the debt. For the past year, the Fortier Administration has begun enacting a full audit of the entire economy. Today, phase 2 begins. It consists of economic mobilization, and expansion.
As such, it starts with the Industrial Revitalization Program, which will involve targeted investments into underperforming, and high potential industries. Such efforts within the IRP will involve technical upgrades, such as modernizing equipment and ensuring aging industries are brought to national standards (such as modern technology and green infrastructure), hiring and training surplus workers from overtrained sectors, and expanding local supply chains. Involved industries will be algae based bioplastic industries (with the algae industry still developing), textiles (an industry that's been an economic pillar, but often neglected and a personal interest of Comrade Fortier), green steel (that is, steel produced without or minimizing dirty energy usage), and construction materials for urban communes such as housing, rails, building materials, etc.
But, this isn't all. This phase is expected to be longer, but still achievable within the administrations term. Alongside the IRP, reviving the Xsampan Job Corps. A relic of an older Xsampa, it got Xsampa to new heights before, and it'll do it again. The XJC (pending review for a potential rename) will begin rolling out programs to roar back to life, such as the "Comrade Builder" program, looking to tie in SCCs and money to encourage volunteers or reward currently employed workers in the XJC to begin building rails for supply chains, infrastructure and housing. Alongside that, guaranteed industrial retraining for new workers joining the XJC, looking to ensure they are trained for green jobs and quality jobs. As Comrade Fortier has put it, "There will be so many beautiful jobs, you won't even know what to apply for. It'll be amazing." The XJC will also have the goal of assisting green energy sectors to help produce a surplus to export green technology abroad for more revenue.
But what economy isn't organized from the bottom up? Local Committees, Worker Councils and Co-Ops determine an economy. As such, Local Committees and Worker Co-Ops will work together in ensuring the economy remains functional for the proletariat. Worker Co-Ops will be able to, and are encouraged to pitch ideas to their Local Committee. Such ideas can range from how to tackle infrastructure or expansions to industrial sectors. If the Local Committee approves it, the Worker Co-Ops gets access to more state resources, and innovations are horizontally shared with the rest of the economy.
Looping back for XJC, they will also have another task. A grand task. Infrastructure projects. Infrastructure got Xsampa on track (pun not intended comrades) in the past, and it can do it again. Such projects include expanding the Xsampan Rail Network into rural communities, with a special focus on the coast to ensure cities such as Gramdkarpo can quickly reach Bajoum without issues (even if both cities are already connected to the XNR). Alongside that, a unique idea. Ever the eccentric, Comrade Fortier has proposed that the XJC support construction of vertical city farms. While eccentric by Xsampan standards, the idea has some merit. It would provide jobs and ensure local production of food such as the much beloved Xsampan Strawberry. However, the People's Committee of Infrastructure and Development has countered, questioning the feasibility of such an effort. As a compromise, People's Commissar, Yungdrung Gyaktsen has proposed a small scale adaption of the proposal, which was quickly accepted.
Keen eyed comrades will notice that there is a lot of spending in this phase and Comrade Fortier hasn't forgotten that fact either. As such, the Debt to Output Index (DOI) will be updated to include new factors, such as a Resource Efficiency Ratio, which will measure how well resourced are distributed and used. Alongside this, Comrade Fortier has made a point to include weekly updates to the public, looking to ensure the public and the state are on the same page at all times.
Phase 2 of the Big Beautiful Plan will take more time, but it's expected to be doable within time. At the very least, progress will be made.
