Istalia between principles and reality: Sergio Canestrelli's reflections on the country's international position

ROMULA - In an international context increasingly marked by geopolitical fluidity and a non-linear evolution of forms of government, Professor Sergio Canestrelli's contribution comes as a milestone to help clarify some of the dynamics that currently define the diplomatic and political identity of the Imperial State of Istalia. At 78, the constitutionalist, prominent figure in Istalian academia, professor emeritus of Constitutional Law at the "Enrico Bergson" University of Romula, a combattant veteran of the Resistance, a former member of the National Convention, a member of parliament in the first two legislatures of the Imperial State, and finally a judge and then President of the Constitutional Court, Canestrelli offers a detailed and uncomplacent reflection on Istalia's relationship with the world, and what this attitude reveals about the country's transformation.

Canestrelli's observation concerns the growing heterogeneity of Istalia's international partners: absolute monarchies, liberal democracies, socialist republics, and parliamentary regimes of various ideological orientations. This broad and diverse diplomatic network has raised questions about the coherence of Istalia's external action with its profound democratic and pluralist tradition, forged through centuries of political evolution and consolidated in the struggle, at times harsh and uncompromising, against forms of authoritarianism and totalitarianism. This tradition once led Istalia to write some of the most significant chapters in global history and to be on the front lines of the global fight against fascism, supremacism, communist regimes, and totalitarianism of various kinds.

Canestrelli's response is clear:

We are not witnessing a renunciation of the founding values of democracy, but rather their reworking in light of political and institutional maturation. The defense of democratic principles is no longer exercised through formal and unilateral judgment, but through a complex, contextualized, and substantive assessment.

In this context, Canestrelli identifies a profound shift in Istalian political culture, marked by a growing disillusionment with the form of "peacemaking and humanitarian interventionism" that had inspired many of its foreign adventures in past centuries.

Too often, Istalia has acted out of idealism, only to witness the failure of its efforts or their distortion and exploitation. However, what has most deeply affected the national spirit has been the reaction of the international community: often perceived at hom, not without reason some says, as complacent, disinterested, even arrogant, and in some quarters even as envious of the strength and courage of Istalian action.

This experience has led, over time, to a profound revision of the external approach, now oriented toward a form of pragmatic diplomacy, respectful of local cultures and founded on the principle of non-imposition, without, however, renouncing critical judgment.

In Canestrelli's interpretation, the real change lies not in "with whom" Istalia interacts, but in "how" and "why".

It is no longer sufficient to question the form of the state or its ideological self-definition. We must ask what effects this order has on the population: the level of well-being, the quality of life, the protection of fundamental rights, the effectiveness of the rule of law.

This gives rise to the possibility of relations with states that, while formally autocratic, are not oppressive or repressive, but rather guarantee a certain level of stability and freedom compatible with their cultural and historical structure. The case of Egelion, an absolute monarchy with which Istalia maintains constant and constructive relations, is emblematic:

A regime that is not formally democratic, can nevertheless respect the autonomy of the judiciary, freedom of expression, and political debate, as evidenced by well-known and documented episodes.

Conversely, Canestrelli devotes a large section to the ongoing institutional and social crisis in Rildanor, evoking disturbing historical analogies.

The measures adopted by the Vasseur government, formally justified by the need to ensure public order and the defense of the state, are part of a dynamic typical of authoritarian involutions: the use of the emergency to undermine constitutional guarantees, reduce the scope for opposition, and transform the police force into a political instrument.

Canestrelli is not unaware of the complexity and ambiguity of the historical moment Rildanor is experiencing. He is aware that the uprising on the island of Meriath is not limited to spontaneous civil demonstrations, but also involves segments of the armed forces, in a context that makes a clear, linear, and unambiguous interpretation difficult. The constitutionalist himself does not deny the problematic nature of the judgment:

Where a section of the institutions, such as the armed forces, becomes the protagonist of an insurrection, we enter a gray area of law and politics, which requires more reflection than reaction.

While reiterating the risk inherent in confusing electoral legitimacy with the substantive legitimacy of government action, Canestrelli shifts the discussion to deeper ground, questioning how far legitimate protest can go, where it must stop to avoid slipping into subversion of the established order, and whether, when, even an armed insurrection can be included among historically understandable, if not justifiable, reactions.

It is one of the oldest dilemmas in politics: the tension between popular legitimacy and the right to dissent. A majority resulting from the ballot box can, in effect, restrict rights, curtail freedoms, and alter institutional balances. In such cases, civil protest, even radical protest, can take disruptive forms. But where the limit lies, there are no universal formulas, nor democratic dogmas to be mechanically applied.

According to Canestrelli, this reflection also underpins Istalia's current foreign stance:

Istalia's international posture reflects the awareness that in contexts like Rildanor, there are no absolute truths, and that the balance between order, freedom, and justice is redefined on a case-by-case basis, in light of history, intentions, and consequences. Condemnation cannot be hasty but at the same time understanding cannot equate to complicity.

A perspective that invites us to recognize the dramatic nature of the constitutional and political dilemmas at stake, and that rejects any ideological reductionism, in favor of an ethic of responsibility anchored in complexity.

Istalia's position, in Canestrelli's opinion, must be clear in condemning repressive tendencies, without however abandoning the attempt to promote negotiated paths.

Diplomacy must remain the primary instrument, but it cannot be blind. Peace is not based on indifference, but on responsibility.

Ultimately, Professor Canestrelli's reflection offers a coherent and complex picture of the transformation underway, in which fidelity to democratic values translates into a more lucid, less dogmatic, and more attentive to concrete reality.

Istalia has reached full democratic, legal and cultural maturity. It is capable of viewing the world with a critical and rational spirit, evaluating every relationship according to objective, non-ideological criteria. We no longer judge states solely by the title of their leader, but by what that power generates: freedom or fear, well-being or poverty, justice or arbitrariness. This does not mean relativism: it means responsibility.

And precisely for this reason, Canestrelli concludes, Istalia still has much to teach, but perhaps even more to learn, observing the world with a critical eye, but without ever abandoning its founding principles.
