Enacting Laws of the Empire of Ananto and Kalistan

Party Militia Act, Amended 5662

In an effort to streamline the process for activating, developing, training, and mobilizing Party Militias, the Government of Kalistan seeks to enact the Kalistan Rule on Party Militias.

The law currently states that:

Pursuant to Kalistani Statutory Law Title XIII The Regular Forces of Kalistan, Section XIII.1.g the Institutional Party of Kalistan shall maintain a militia, or "private security agency." This militia can legally own and conceal military grade weapons, but do not themselves have any special police powers or anything of that nature.

The State may, at any point order the Party's Militia to stand down and disband.

The new bill has the following Articles:

Article 1

Article 3
The provisions of this act shall be binding for the purposes of the roleplaying of Party militias within Kalistan. Activation of any Party militia is contingent upon compliance with the articles of this act.

Each Legal Party shall be entitled to form a "Party militia", which is defined as a paramilitary force under complete and absolute Party control, for the purpose of Roleplay.

Article 6
The formation of a Party militia can be for any purpose, and does not automatically trigger a state of emergency.

Article 7
Each Legal Party is entitled to designate the rank structure, the hierarchy, the organizational structure, and whatever else is organic to development and organization of military forces, at its own discretion, and without the input of any other Party. The militia is completely and absolutely under the control of the player, to dispose of as that player pleases.

Article 8
In a national emergency, such as an invasion, natural disaster, or widespread civil disturbance (as defined by the Conflict Law), militias that exist may be nationalized by decree of the Minister of Internal Affairs and will serve under Regular Military High Command.

Article 9
No Legal Party is, at any time, under any obligation to form a Militia. This Act is not to be construed to suggest that Party militias are a necessity of any other Party activity.

To register a Militia, Legal Parties are expected to provide an overview of:
a) the skeletal organizational structure
b) short and long term recruitment targets
c) anticipated mobilization schedule

Militia strength must never exceed ----- percent of the total Party voters NATIONWIDE, as determined AT THE TIME OF ACTIVATION. The militia can be distributed throughout the Duchies as the Party sees fit.

Article 13
A Party must explicitly deactivate their militia when they determine there is no longer a need for the Party militia. When a Party's militia is deactivated, all weaponry it accrued still remains in the hands of the Party, but should be disposed of, either by selling it to the government, or decommissioning through soldering shut the barrels and openly displaying it at the Party's various headquarters. Dispossession of weaponry is at the discretion of the Party.

Article 14
Militias can not use weaponry which is not available in Kalistan. This means, primarily, to NBC technology, which has, by treaty and Act of government, been completely outlawed in Kalistan.

The Institutionalist Party, in accord with this act hereby activates its Party Militia, to serve in conjunction with the Regular Force of Kalistan

Order of March for the Militia of Kalistani Institutionalism (MKI)

The MKI follows along a similar strategic mission of Militias of the Past: We are a highly mobile, lightly armed irregular force designed to hold territory, harass enemy forces, attack military command and communications infrastructure and decrease morale through attrition and strategic insecurity to reduce the willingness to fight and to introduce mutiny and desertion into the ranks of the enemy. The militia will be trained in accordance with the strategic doctrine of the Empire of Ananto and Kalistan, and will work closely with the Kalistani Regular Force to support its mission. Each Regiment will be reinforced by artillery and mechanized cavalry.

The standard unit in the MKI is the infantry company. Each Company is composed of two platoons: Guns and HQ.

Guns Platoon:
* 2 Squads of 12 partisans each, all armed with standard issue service rifles, of the type carried by the Regular Force.
* 1 Squad of 12 heavy weapons (1 3-Man Squad Automatic Weapon crew, 2 3-man Mortar crews and one 3-man .50 M2 Automatic Machine gun crew)
* 1 Platoon Sergeant, usually E-6 in rank
* 1 Platoon commander, usually O-2 in rank. This officer is fourth in command of the Company.

HQ Platoon:
* Operations (S-3) consists of 5-6 men, and a 6 man recon team. Also an Operations Officer, either at the rank of O-2 or O-3. The Operations Officer is third in command of the Company.
* Comm section (S-6) of 5-6 men at less than the rank of E-5, and a comm Chief usually ranked E-6. The comm section also includes 3 wiredogs, none of whom have a rank higher than E-4.
* The remainder of the HQ Company will be made up of Intelligence and Signals (2-3 Partisans and one Intel Officer, rank O-2), EOD (3 Partisans) and Logistics (S-6, 4-5 Partisans) each with their own Chief.
* Attached to HQ is a squad of Motor Transport, made of 6 men, none of whom have a rank higher than E-5.
* 1 Company Commander, ranked O-3 or O-4,
* 1 Company XO at rank O-3,
* 1 Company Chief, ranking E-7 and above.
The total manpower in a standard Company, at full strength is 85 Partisans, composed of around 79 enlisted and 6 officers.

A battalion is made up of three Companies standard, and is overseen by a battalion commander, ranked O-6 or O-7, and a Battalion 1st Sergeant, ranked E-8. A battalion also contains:
* 1 company of Motor Transport, usually around 20 partisans, and one officer or warrant officer
* 1 Full Firing battery (4 Medium towed Howitzers, 6 Partisan Crews, as well as transport/Ammo, a 4 person FDC, 2 FOs, 4 Comm, and 4 Officers O-1 and O-2 in Rank)
* 1 battalion survey/Met section, made up of 6 partisans, one Section chief, and one warrant officer.
* 1 battalion administration section(S-1), composed of 15 partisans and one officer,
* 1 battalion operations section (S-3), made up of 10 partisans and one officer and a battalion logistics section (S-4), totaling 15 enlisted and one officer.
There is no battalion comm (S-6) section, and intelligence (S-2) occurs at the regimental level.

3 battalions form a regiment, which are overseen by a regimental officer, who must always be a full colonel or above, and a regimental Sergeant Major, who is ranked E-9,
* 1 regimental Operations section (S-3) made up of 25 partisans and two officers,
* 1 regimental intelligence Section (S-2), made up of 20 partisans and three officers.
* 1 explosive ordinance section, totaling five partisans and an officer,
for a total of 1,171 troops in a fully staffed Militia regiment.

The Militia of a Duchy is ideally composed of 5 regiment, for a total of around 5800 partisans. Across the Empire, then the Militia will consist of about 29,000 partisans under arms. As needed, The Institutionalist Party increases this number of regiments, and as new units are formed, old units are broken up and the experienced members go on to serve as commanders and Non-commissioned officers in the new units, always incorporating the same training and skill set to the new militia members.

Each Regiment will be supported by militia adjacent forces, who will serve in non-fighting roles. These MAF's will consist of units which are involved in non-martial aspects of the Militia, including propaganda, sabotage, intelligence network building, supply, and creation of strategic insecurity. They will also consist of non-militia administrative units, as well as training and transportation. These forces will be developed and activated through normal training, and will serve in time of emergency.

All weaponry, vehicles and ammo will be sourced through available Kalistani sources, primarily purchased through KALMILINCO, while artillery will be contracted from the Regular Force until substantial replacement can be made, at the expense of the Institutionalist Party.
