Enacting Laws of the Empire of Ananto and Kalistan

Imperial Spaceflight and Communications Agency Charter

This program will take the Space Program out of the Private Sector who are not currently doing anything with it.

With the passage of this bill, Kalistan shall create a new Imperial Spaceflight and Communications Agency (ISCA). It shall be fully funded, in the normal budgeting process, and overseen by the Ministry of Science and Technology.

ISCA will also have control and use of a new Seleyan Space Port to be located on Point Spencer, near the village of Spencer, Suldanor. The Duchy of Suldanor will surrender approximately 20,000 acres of land on Point Spencer for a new ISCA Space and Test Center, to be constructed to internationally accepted specs by the NSP.

The Space and Test Center will consist of at minimum
1) A Launch Control Facility
2) A Mission Control Facility
3) A Launch Complex, to include at least one Launch Pad
4) A Rocket Fabrication Facility
5) A Rocket Assembly Facility
6) A Visitor Center and Museum
7) All necessary infrastructure required for the correct operation of the above.

In addition, there will be necessary money allocated according to the normal budget process to contribute to the development and infrastructure of Spencer to support the activity of the ISCA Space and Test Center. The money will be supplied via grants to the public and private sector in Spencer available through the Ministry of Infrastructure and Transport.
