Defense Modernizations continue on; Strengthening the XDA.

The Xsampan public has largely been supportive of military modernizations, especially with the looming threat of Vascania after their psuedo fascist statements and it seems another round of modernizations has begun. The People's Committee of Revolutionary Defense has announced a new phase, focusing directly on material modernizations, such as small scale domestic production, reforming the command structure, and continuing missile defense developments.
For starters, domestic production. Obviously Xsampa won't start pumping out tanks and armour like that. We don't have the capacity for that. Nor would the public like it. While we get most equipment from Lourenne, there is still some wiggle room to produce equipment domestically. Mostly small scale stuff, such as ammo, weapon parts and vehicle parts. It's not a lot, but it's a start. Plus it comes with the benefits of new jobs. That's always a win. This will of course, require the training of engineers to actually manage these new production hubs but that won't be too much of a hurdle.
Next, modernizing the command structure. No one wants a chaotic command structure. But no one wants one that's too strict and linear. Fortunately our military academics has started producing technicians, military engineers, and officers. These new defenders of the revolution will be able to ensure the command structure is flexible enough to not be strangling, but strong enough to not be a pushover. They will be responsible for ensuring that all branches of the XDA are capable of defending Xsampa and the socialist revolution.
Next missile defense modernizations. RFM-1 was a solid success. But one missile system isn't helpful in a large country. As such, expansions will occur across the Hanzen Shield Mountain Range, and minor expansions alongst the Sovereign Sea coastline. The goal is to gradually expand and ensure quality over quantity. No risks can be taken. We don't need defective equipment or what not. Whatever the case, these modernizations will be vital. Missile defense is something all Xsampans can get behind.
Finally, and perhaps most controversially, the Rapid Response Corps. It takes time to mobilize armies in times of crises, war and revolution. Too much time. That is why, when Assemblymember Gephel Norbu proposed the Rapid Response Corps, it was quickly controversial. She argued that Xsampa needed a reserve force that would respond to emergencies quickly. She was able to convince PAX to endorse the proposal enough to pass it. As such, the RRC has formed. They'll be responsible for responding first to whatever happens that demands the XDA's attention. In accordance with the Red Star Rising System, these units are forbidden from being first to engage until a third ReStRi Strike is issued. As such, the RRC will be trained with that in mind. They are the first line of response. They are not here to defend the revolution like the rest of the XDA. These measures will be invaluable to defending the socialist experiment.
