A look into Tsokling; The heart and soul of Xsampan Socialism.

Across the world, there remains the greatest crime to exist in this era of plenty. Poverty. As oil barons celebrate record breaking profits, as monarchs crown themselves with a new luxury castle, as the top 1% buy their 9th mansion, the poor huddled masses of the world ask themselves, "what about us"? In some countries, this question is answered with compassion. Others, with sneers and disregard. Some even with veiled contempt. Some countries enact basic measures to combat poverty. Others do nothing and pretend it doesn't exist. And what about Xsampa? In Xsampa, well, in the words of Comrade Gurmey Aurousseau (5542-5599); "Any society that does not care for all its members is not a society. It is a crime."

This is where the Tsokling comes in. In Xsampa, there are 4 things that are certain in life. Death, taxes, socialism and the Tsokling. If you ask the average Xsampan, they'll quickly point to the Tsokling System as the crowning achievement of Xsampan Socialism. But to foreigners, they'll often ask what makes it different? Or unique? Isn't it just a welfare model you'd see from Lourenne? A repeat of the Delaune Model? Or something akin to the Artanian Model of welfare? Even the North Seleyan Model? You'd be right to ask those questions. Let's figure out the answers, comrades.

Tsokling (Lot "Community Meadow") is the answer to the scourge of poverty. The Tsokling System looks to cultivate a society where poverty is not a personal failing, but a distant dream. While it isn't perfect, as no such thing is, the Tsokling is the pride and joy of Xsampa. But how does it work? Well, every Xsampan is automatically enrolled upon receiving their ID at the age of 16, which allows them to access a plethora of benefits from the Tsokling System. Such benefits include housing, education, unemployment coverage, pensions, family care and the most important, Minimum Basic Income. While not every Xsampan may need every aspect of the Tsokling, it exists as a safety net to catch any Xsampan who falls. For those who need it or are worried, the Tsokling has them. For Xsampans who don't need it, then they don't need to use the benefits they don't need.

Let's dive more into the benefits, Comrade. As we stated, the Tsokling includes intensive benefits. Family care (effectively dubbed "womb to tomb" care), unemployment benefits, disability benefits, support in times of ill health, mental health care, survivor benefits, grief benefits, and of course economic mobility benefits such as housing, healthcare, education and the like. All Xsampans benefit from the Tsokling in some way, even if they don't use most of some benefits. Every Xsampan benefits from free healthcare and education, and community housing. But not every Xsampan benefits from disability benefits, but some Xsampans do. 

But the most important aspect of the Tsokling? The Minimum Basic Income. Devised as an alternative to the Universal Basic Income idea, it differs in ensuring that every Xsampan family has what they need to thrive. Not every family may need the exact amount of People's Tangka's as compared to other families. A more wealthier Xsampan doesn't need more in MBI than a Xsampan that's less wealthier and such. The MBI aspect of the Tsokling is the biggest reason as to why the Tsokling is incredibly expensive, but it's also the biggest reason as to why the system works well. The MBI ensures that poverty in Xsampa is fought not with a napkin and prayers, but with genuine action. No Xsampan should be cast into the cold, starving, clenching at their stomachs and begging for scraps. No Xsampan should suffer because they fall ill. No Xsampan should struggle taking care of a loved one. No Xsampan should struggle because of grief.

But, as we said earlier, nothing is perfect. The Tsokling System faces one constant issue. The price tag. The Tsokling System is incredibly expensive, enough that the conversation regarding national debt and the budget have occured several times (leading to efforts such as the Big Beautiful Plan). Make no mistake Comrades, especially our foreign ones looking to advocate for the Tsokling abroad. It is a good system, but it is expensive. While theoretically, it is possible to achieve the Tsokling whilst running an indefinite budget surplus, it would require significant investments into a national economy to ensure expenditures are outweighed by produce. 

The goal of Tsokling isn't to be cold, clinical and degrade those in need. It is to simply be there for comrades when they need help. It is to fight poverty and ensure every Xsampan can at least live a positive life. The motto of the People's Committee of Human Development puts it best; "We realistically can't create a utopia and solve every need, but we can certainly try." And that's the crux of the Tsokling. Asking why not to the question of "can we solve this tragedy?". It isn't perfect by any means. Nothing is. But it's an attempt. It is an attempt to make a better world. And an attempt is better than nothing.
