New Bill in parliament: "New Hope Initiative" - A step towards growth or dependence?

The government’s new bill made its parliamentary debut yesterday, marking what many describe as a historic crossroads for Kalopia’s future in innovation and economic development. With the joint initiative of the Greens and the Anipotakti Aristera, the government is advancing the proposal for Kalopia’s participation in the New Hope Initiative, an international cooperation framework introduced by Xsampa.
The plan foresees the creation of factories on Kalopian soil, staffed exclusively by local citizens, while ensuring that the New Hope Initiative aligns with the government’s ongoing strategy for a greener and more sustainable nation. More specifically, Xsampa will finance key national infrastructure projects, including ports, railways and renewable energy facilities.
Although the proposal appears highly beneficial for a small country like Kalopia, the reaction of the opposition has been anything but favorable. Members of the Laiki Dexia accused the government of “selling out the nation” and claimed that the agreement conceals hidden strategic commitments to Xsampa. Similar criticism came from the benches of the Identity Party, whose leader publicly accused the government of “selling off national production” and enacting unconstitutional provisions that undermine Kalopia’s neutrality doctrine in international diplomacy.
President of the Republic Katerina Lionou directly addressed the accusations from the parliamentary podium with notable frankness:

But we must also be realistic. It is extreme to accuse this government of violating the Constitution, the most sacred symbol of our democracy. The coalition government of the Greens and Anipotakti Aristera , which established the independence of the judiciary and the
Treaty of Neutrality, assures you that this partnership will create thousands of new jobs for our citizens, ensure the rapid development of green infrastructure, and secure a stable and reliable market for our national products. This is not a form of colonialism, but a genuine act of cooperation with Xsampa.
At the close of her speech, the President publicly addressed the Supreme Judge of Astraia, urging him to begin the legal review of the bill to guarantee that it does not in any way infringe upon the constitutional principles of the nation.
