Moccia Government II: the long-term plan to strengthen social justice, popular partecipation in economy, sustainability and competitiveness
With its new mandate, the Government launches a systemic strategy: major infrastructure, an integrated green transition, and new tools for economic participation

ROMULA - Strengthened by the legitimacy confirmed by the vote, the second Moccia Government has presented long-term measures to consolidate the fiscal and industrial reforms already underway. The goal is to strengthen the economic fabric, create employment stability, and make Istalia a competitive and sustainable hub internationally.
According to the Minister of Economy, the plan "does not simply correct the present, but lays the foundations for the next generation" aiming to integrate growth, the environment, and technology into a long-term development model.
Main Long-Term Initiatives
1. Comprehensive Labor Market Reform
- New protection tools for precarious and self-employed workers, integrated with the existing guaranteed income. The objective is to almost erase precarious jobs in favor of stable situations in order to improve the quality of life of these workers.
- Introduction of a strengthened collective bargaining system, with the National Council for Economy, Labor, and Social Affairs (CNELAS) confirmed as a liaison body between unions, businesses, and institutions.
- Stable monitoring of employment trends and periodic review of minimum wage levels.
2. National "Istalia Digitale" Plan
- Creation of a unified digital infrastructure, integrating all public and private services into an interoperable national platform, representing the next step in the already launched "ImpresaSemplice" platform.
- Massive investments in cybersecurity and a sovereign cloud to protect strategic data.
- Expansion of 5G/6G coverage and universal broadband access for citizens and businesses.
3. Major infrastructure and green logistics
- Strengthening of high-speed rail networks for freight and passengers.
- Port modernization and dock electrification plan.
- Creation of energy corridors for the import and export of green energy (hydrogen, offshore wind, biomethane).
4. Consolidation of the environmental transition
- Extension of the Great Industrial Conversion Program, already launched in the first term, to previously excluded sectors such as heavy chemicals and the automotive industry.
- Construction of new offshore wind farms, national environmental sanctuaries, and advanced regulations for sustainable fishing, the latter an issue the government has discussed extensively with industry stakeholders and which, according to some rumors, has delayed the approval of these measures until the government's second term in order to find a solution with the involved categories.
Furthermore, the Istalian sovereign wealth fund will see significant resources dedicated to promoting and supporting the green economy and financing startups and SMEs committed to climate neutrality.
5. Research and innovation hubs
- Creation of new thematic hubs of excellence in biotechnology, artificial intelligence, and medical technologies.
- Incentives to attract talent and researchers from abroad, with "brain-training" programs.
The Government also intends to promote innovative ways of directly involving citizens and communities in production and decision-making processes. Tax and financial incentives are provided for the creation or conversion of businesses into worker cooperatives, especially in sectors undergoing industrial reconversion. At the same time, participation channels will be opened for local, provincial, and regional communities, who will be able to express themselves and contribute to the definition of strategic projects with a strong territorial impact, particularly in the energy, environmental, and infrastructure sectors. The Government will also promote new community participation tools, such as local investment funds and digital cooperative platforms, aimed at strengthening economic co-responsibility and ensuring that the benefits of development are shared with the communities themselves.
The opposition, as with previous measures presented and subsequently adopted, gave the new package a cold reception.
The PNL described it as "an impressive vision, but one with unsustainable costs and based on a dirigisme that risks stifling private initiative".
The criticism from Democracy & Liberty was more severe, accusing the government of wanting to "build a centralized corporate state, incapable of reducing the tax burden that suffocates families and businesses".
The UOD, while expressing doubts about the sustainability of public spending, emphasized that "enhancement of workers rights and conditions, strengthening digitalization and research centers is positive, provided it does not turn into a closed and self-referential system".
From the business community, FederIndustria expressed appreciation for the "Istalia Digitale" plan and the energy corridors, but warned:

With the launch of the long-term plan, the three-phase strategy initiated by the First Moccia Government comes full circle, summarized below:
Immediate measures (Moccia Government I): fiscal digitalization, stability clauses for investments, tax credits for R&D, relaunch of CNELAS, and the international "Brand Istalia" campaign.
Medium-term measures (Moccia Government I): structural incentives, public-private fund, support for cooperatives and the social economy, training and human capital, single "ImpresaSemplice" portal.
Long-term measures (Moccia Government II): labor market reform, major infrastructure projects, general integrated digitalization, consolidated green transition, research and innovation hubs.
The government's overall objectives are therefore:
- fair redistribution without sacrificing competitiveness;
- attracting long-term productive investments;
- driving the green and digital transition;
- strengthening stable employment and technological innovation;
- making Istalia a model of sustainable development.
