The Government opens a new era of democratic dialogue: a greater voice for citizens and reforms for participatory democracy

ROMULA - Seventeen years have passed since Fabrizio Moccia ministry began and today the Coalition of Change faces a decisive challenge: renewing its democratic legitimacy and providing concrete responses to growing pressure within its own ranks. In particular, the Party of New Communists, which has proven most critical of the recent scandal surrounding the disorderly lifestyle of Istalian adolescents, has pushed the government to launch a new era of institutional reforms and civic participation. Following the measures adopted last year, this reform is intended to redefine the relationship between citizens and political power, but above all, to raise awareness and empower young people with respect to society and public life.
The program, presented today to the National Congress by the Minister-Secretary of State, aims to fully implement a vision of "active democracy", in which participation is not limited to voting, but becomes an ongoing process of debate and shared responsibility.
The first pillar of the reform involves direct intervention in the functioning of Parliament. Specifically, the government intends to significantly reduce the number of signatures required to submit a popular bill and introduce a mandatory parliamentary debate for all initiatives that exceed the minimum signature threshold. The goal is clear: to strengthen an effective channel for citizens to propose legislation and preventing popular initiatives from remaining stuck in committee drawers. As Sabrina Mazzuferri, PSD group leader at the Congress, emphasized, the reform "aims to reaffirm the principle that sovereignty belongs to the people not only in theory, but also in the daily practice of institutions".
Among the most controversial measures, strongly supported by the PNC, stands out the proposal to partially extend the right to vote to 16- and 17-year-olds, as part of an evolving interpretation of the constitutional principle linking political rights to community service. Since the Imperial Constitution provides that active and passive political rights are acquired upon reaching adulthood and after three years of civil or military service, the Government proposes a gradual extension consistent with this principle: young people who have begun a recognized civic education or community service program will be able to participate in administrative and consultative voting, particularly in local referendums and consultations with the proposed Citizens' Council for National Cohesion.
From this perspective, the right to early voting would not be a derogation, but an evolution of the Istalian model of active citizenship, consistent with the principles of responsibility and participation on which the Imperial State is founded. The proposal will include a new "Youth Civic Service Program", organized in collaboration with schools, local authorities and social organizations, as a preparatory step towards the exercise of political rights. Also young people that opted for military high schools and colleges will be interested by the reform, institutions that will be also involved in the new Youth Civic Service Program.
Thus, the reform does not intend to undermine the existing system, but rather to broaden its meaning: community service, in all its forms, educational, civic, environmental, or social, is recognized as a legitimate basis for the initial exercise of active citizenship.
The right to vote in political elections and run for office would remain, as established, reserved for adult citizens who have completed their full civil or military service, consistent with the philosophy of the Imperial State system.
Another key element of the reform is the creation of the Citizens' Council for National Cohesion, a new consultative body composed partly of randomly selected citizens and partly of representatives from the social, cultural and academic worlds, which will also reserve important positions for representative of student and youth organizations. The Council will be tasked with expressing non-binding opinions on laws and public policies that have a direct impact on territorial, social, or intergenerational cohesion, becoming a sort of "civil chamber of society". The intent is twofold: on the one hand, to bring institutions closer to the real lives of citizens, on the other, to offer a forum for discussion free from partisan logic, where shared visions can be developed and social mediation suggested.
Finally, the government intends to promote a network of local deliberative referendums, overseen by independent authorities, to test new forms of regulated direct democracy. These consultations will allow citizens to participate in a structured way in decisions on urban, environmental and social policies, with a concrete impact on land management. The first trials are planned in large metropolitan cities and regions with ongoing urban regeneration projects, as part of the Urban Green Program.
The reforms, taken as a whole, aim to rebuild a pact of trust between the state and citizens. This is a necessary step for a government that, despite its strong economic and social achievements, is aware of the need for renewal to remain credible. As Minister Secretary Moccia stated in the presentation conference:
Quote:After guiding the country's growth and transition, we must now strengthen its democratic soul. It is not enough to govern well: we must share the governance of the future with the citizens and involve the new generations in the process.
The reform proposal immediately sparked political debate, with reactions varying but united by the awareness that the issue strikes at the heart of Istalia's democratic legitimacy. Within the majority, the Democratic Socialist Party welcomed the initiative, calling it "a necessary step towards a more vibrant and participatory democracy", while the Party of New Communists forcefully asserted its role in promoting a more open and civic vision of politics, actively involving younger generations and citizens in collective decisions. The reaction of the Greens' Movement was more complex, with the more radical wing recognizing the reform's symbolic value but fearing that it would be limited to cosmetic surgery, lacking real transformative power unless accompanied by concrete resources and tools for popular participation.
The opposition expressed more critical views. The National Liberal Party has called the reform "a belated attempt to regain consensus", arguing that the measures risk further complicating the decision-making process and reducing Parliament's effectiveness. The Hosian Democratic Union has expressed concern that the new forms of participation could become tools for partisan mobilization rather than civil dialogue, calling for guarantees of transparency and independence in the new consultative bodies. Democracy & Freedom has taken a more moderate approach, recognizing the project's potential for renewal, useful for restoring trust in institutions, while recommending against sacrificing administrative efficiency for the sake of openness.
The reform represents a unique opportunity to consolidate Istalian democracy not only institutionally but also culturally. Involving sixteen-year-olds in administrative and consultative voting, strengthening and promoting youth civic service and expanding local participation, can generate renewed trust in institutions, build stronger social bonds, increase sense of community and responsability among the young ones and reduce the perceived distance between citizens and political power. It could also slow the erosion of moderate consensus within the majority and boost civic momentum in less represented areas.
But there are real risks. First, that the measures will remain merely symbolic if sufficient resources or real accountability tools are lacking. Second, that expanding youth participation will spark conflicts not only within the coalition but also in society, among those who fear a weakening of civic maturity or that early voting will lead to emotional or cultural manipulation. Third, that the overlap between youth organizations, cultural activities and traditional parties could generate conflicts of interest if clear transparency rules are not established.
In the end, the success of these reforms will depend not only on the text of the laws but on their concrete implementation, the availability of funding, training, local administrative capacity and the willingness of the government, including Moccia, to support them with long-term commitment. If these conditions are met, we could witness a leap forward in the quality of democracy in Istalia, if they are not, the disappointment could be more costly than it seems today.
The path, therefore, will not be free of tensions and obstacles, but the direction is clear: greater participation, greater listening, more democracy. This renewal seeks to respond not only to the coalition's demands, but above all to the expectations of a country that, despite having experienced a long period of stability and uninterrupted government, feels the need to regain a leading role in its own political and social life, actively participating in decisions that influence its future and making a concrete contribution to the development of national policies.
