Honourable representatives. In line with earlier proposals made by Istalia, we seek to make a additional proposal for a common sanctions regime within SOMECO. We seek your support in this matter in allowing our organization to have the power to alter policies of other nations to the benefit of all

Recognizing the need for coordinated economic, financial, and trade measures to safeguard regional stability and uphold shared principles of sovereignty, rule of law, and economic integrity, The Member States of the South Majatran Economic Cooperation Organization (SOMECO) hereby adopt the following legislative proposal:
Article 1 — Establishment of the Common Sanctions Framework

1. A Common Sanctions Framework (CSF) is hereby created to harmonize and coordinate sanctions policies across SOMECO Member States.
   
2. The CSF shall apply to economic, financial, trade, travel, and asset-related restrictions as determined by the provisions of this act.
   

Article 2 — Grounds for Sanctions
Sanctions under the CSF may be imposed against:
a. Non-state or state actors that threaten regional security, stability, or economic integrity;
b. Organizations or individuals engaging in terrorism, organized crime, corruption, money laundering, or human-trafficking activities affecting the region;
c. Entities violating SOMECO trade, customs, or financial regulations;
d. Foreign governments undertaking actions contrary to the collectively defined interests of SOMECO.
Article 3 — Sanctions Measures
Sanctions may include, but are not limited to:

1. Asset Freezes within all Member States’ jurisdictions;
   
2. Travel Bans and denial of entry into SOMECO territory;
   
3. Trade Restrictions, including export/import limitations;
   
4. Financial Measures, including restrictions on banking operations, credit access, and investment;
   
5. Sectoral Sanctions targeting specific industries relevant to security or economic concerns.
   

Article 4 — Decision-Making Mechanism

1. Sanction decisions shall be adopted by a two-thirds majority of the South Majatran Economic Council.
   
2. Emergency sanctions may be enacted provisionally by the South Majatran Commission with immediate effect, subject to review at the next South Majatran Economic Council session.
   
3. Member States are obligated to implement adopted measures without delay.
   

Article 5 — Enforcement and Monitoring

1. A SOMECO Sanctions Compliance Unit (SSCU) is hereby established within the Secretariat to oversee implementation.
   
2. Member States shall provide quarterly reports on enforcement actions.
   
3. The SSCU may recommend adjustments, suspensions, or expansions of sanctions as required.
   

Article 6 — Review and Sunset Clause

1. Sanctions shall be reviewed at minimum every twelve months to assess relevance and effectiveness.
   
2. Unless renewed, sanctions automatically expire two years after adoption.

as new representative of the Imperial State of Istalia to the SOMECO, I greet all you first of all, and then, I'm pleased to express Istalia vote in favor to the adoption of the proposals made by my Government to begin the evolution of the organization towards a more integrated framework and to the proposal made by the Government of the Grand Empire of Deltaria to the adoption of a common sanctionatory framework for the SOMECO.

We thank our collegial nations for their support in the previous vote. With our sanctions regime in place, Selucia has been finding it hard to keep their economy affloat. Right now, the dictator Scipio is dead, but Selucia remains in flux. We have credible intelligence from our own intelligence agencies and our Istalian colleagues that trouble is brewing in Selucia. In light of these developments, the Grand Empire deems it necessary and wise to adopt a series of additional financial sanctions on individuals, companies, parties and organizations deemed responsible for and/or in support of measures to destabilize Selucia.
 
We propose a total asset freeze, travel ban and a ban on economic activities with the following individuals:
- Lucilius (Lucilius of the First Olerian Cohort)
- Charlus Cornelius
- Sertor Livius
And direct acquaintances of the above individuals

We propose a total asset freeze, a total ban on exporting to SOMECO and a halt on all economic activity within SOMECO member states for the following organizations and entities:
- All institutions or organizations linked to Scipionist Selucia
- All institutions or organizations linked to the Principate of Calatia
- The Restorationist movement
- The Scipionist movement
- And any organization or institution that does or seeks to do business with the above entities

We would like to put the above to a vote, with these specific sanctions to be enacted on top of the already issues sanctions under the CSF, SOMECO shows that it is committed to regional stability and a peacefull Selucia. Additionally, we propose the extension of already existing sanctions in place against Selucia

Today, the SOMECO Council approved, by a large majority, the package of new sanctions proposed by the Grand Empire of Deltaria against the main political leaders of the Republic of Selucia fomenting the choas in the country.

The new sanctions represent a firm and coordinated response to the repeated violations of commitments undertaken within the regional order, as well as to the acts of destabilization that continue to undermine collective security and wellbeing of Selucian citizens first of all.
