Quote:Given that many of our previous agreements are for the most part moribund and out of enforcement, what the Empire of Ananto and Kalistan would propose is a bilateral omnibus treaty between our two nations which covers trade, diplomacy, cultural exchange and security. The treaty would also defacto include Gaduridos, due to imperial association, whose government is regrettably not very active currently, but maintains a functional administration under the Viceroy, but would no longer include Lodamun, who have opted for separation.

We could start by proposing several buckets for terms and then add in and take out what we each respectively want and can and can't accept.

To begin

Trade
--Kalistan would like reciprocal trade relations. We will not raise barriers to Egelion if Egelion does not raise barriers to us. Private operators can put in at Port Davon or Port Elga with no duties or tarrifs, so long as they are flagged Egelion ships. Purchasing and procurement need not go through the Government but can work between agents. Kalistan reserves the right to keep certain goods off the market which are deemed national interest related, or vital to meet domestic markets demands first, but these will be communicated at time of contract between agents. Otherwise we can assume free trade as a default and work from there, national laws pertaining.

Diplomacy
--Kalistan maintains an embassy in Altea, and we look for opportunities for increased diplomatic cooperation, including in the realms of the environment, human rights, and fighting totalitarianism world wide. We set our status to friendly, maintain full consular services in Altea and a post of Egelion's choosing. We keep travel and tourism open, and do not require a visa or a fee to enter the Empire. We cooperate on containing international criminality to ensure that criminals from our respective states cannot receive shelter in the other state. We establish regular air service between Kaliburg and Altea, if it isn't already established and consider those flights to be "domestic" flights for the purpose of gating and security, so travelers do not need to pass customs.

Cultural Exchange
--Kalistan would like to host an establishment of the Egelian Academic Institute in the free city of Sulari for the purpose of cultural transmission. We do not have a similar institution for Kalistani Culture, however, if possible we would like to create both an exchange student/study abroad program and a sister city program to encourage travel, cultural exchange, and fraternization between our two people. Both nations have lots of great things to offer and we believe our people will benefit from increased interaction with the people of Egelian. Kalistan is a very rich culture, and deliberate learning about other nations only helps infuse our own culture and society with more flavor. We are one hundred percent open to cultural exchange on any level. We would also like to modify our law to permit dual nationals to own land in our more rural districts, and receive peerage as a reward for putting this land to productive use. Much of the nation lies completely un developed, and if there are individuals who wish to do the work and provide the capital, we would welcome them. They would receive a Land Peerage for their efforts, assuming they meet the criteria laid out in the Land Law. We'd like to make this option available to Your Majesty's Subjects, assuming you are amenable to dual citizenship.

Security
--Kalistan would like there to be a way to ensure that there is regular communication between our two capitals regarding security. We recently interacted with Hutori in naval drills in the eastern Mad Dog. Part of that exercise was to gain training experience, but part of it was also to integrate, to the degree possible, command and control systems in our respective navies, so there are active protocols in place that will allow us to co-exist in the same waters without raising alerts or engaging. The Northern Anantonese Ocean is positiely choked with Kalistani Navy at the moment, so much so that the 1st Fleet has had to extend its subsurface patrols into the Lorna Sea between Egelion and Dovani, while much of the surface fleet has been ordered to port. One can easily imagine how mistaken identity, especially if what we read about Luthorian presence in the Northern Anantonese Ocean ever come to pass, heaven forbid, can lead to incidents. Security protocols and good communication between our Navies, I think will go a long way in easing any lingering uneasiness between our two nations.

As Your Majesty said, Kalistan agrees: Under no circumstances would we ever seek to pursue war or even a more limited conflict with Egelion. That would be an utter disaster for the Empire, and more than that, a complete failure on the part of our two nations to imagine. We have no problem at all with Egelion's quest to become a global voice. Kalistan can play a role in helping you get there. But for our part the thing we would like in return is the ability to remain friends with Egelion while remaining independent. We desire to rebuild the Non Aligned Movement, and to do that, we can't play even a partial role as a world cop. But we do acknowledge that that is necessary on many levels. So if that role falls to Egelion, we would also like to know that its not going to be turned into some structure to force the Empire into following the dictates of a bunch of liberal internationalists. We are convinced that this is not the direction Egelion is going, and therefore we will not stand in anyone's way. As long as Egelion and Kalistan have our own specific modus vivendi, we are fine just getting out of Your Majesty's way.

We can call it the Oceanic Accord if this is acceptable, to signify our relationship across the Ocean while employing politically neutral language.

Below is a Draft, and we shall await your comments, suggestions for addition or omission et cetera:

Quote:THE OCEANIC ACCORD (Draft)

PREAMBLE
The Aim of this Accord is to formally codify a friendly diplomatic relationship between the Governments of The Kingdom of Egelion, and the Anantonese Empire (acting OBO The Empire of Ananto and Kalistan and The Kingdom of Gaduridos), and any other nations in the region who should sign onto the treaty (hereafter collectively "Member States"). This is a comprehensive Accord dedicating both parties to strive to communicate regularly, and cooperate in all areas mutually beneficial to both states. It covers the four basic areas: Trade, Diplomacy, Cultural Exchange, and Security

ACCORD I- TRADE
§1 Reciprocity
While the default trade position between Member States shall be set to open trade, all national laws pertaining, reciprocity will be practiced in an effort to discourage the use of trade barriers. Any barriers raised by one Member State will permit similar actions by other Member States without violating the terms of the treaty.
§2 Ports
All Member States may use commercial ports without the imposition of duties, tariffs or import taxes on the use of those port facilities.
§3 Purchasing
Private agents may be assumed to be handling international trade between Member States; Additional treaties or formal agreements to import or export goods need not be entered into following the execution of this Accord.
§4 Exception for Strategic, National, or Essential Goods and Services
Each Member State reserves the right to except strategic commodities, commodities which are produced by National Industries, or commodities which are needed to meet local demand from this general accord on trade. Communication as to a list of these goods will be made to other Member States.

ACCORD II- DIPLOMACY
§1 Diplomatic Facilities
Each Member State will maintain a full Embassy and Consulate in each other Member Nation's Capital, as well as an optional additional consular post in another city of their choice.
§2 Relations
a. Each Member State will set their diplomatic demeanor toward all other Member States to Friendly and will strive to cooperate as friendly nations would.
b. Member States will strive to find avenues of cooperation on issues surrounding the Environment, Human Rights, and Containing and Combatting Totalitarianism around the globe.
c. No Member State will charge an entry fee or establish a Visa for entry for citizens of other Member States, nor hinder movement between Member States in any way.
§3 Extradition and Law Enforcement
Member States will cooperate to contain International Criminality and shall agree to extradite foreign nationals back to other Member States on request to stand trial. Member States may refuse extradition requests concerning their own citizens, but will agree to try foreign cases in local jurisdictions, should such a request be formally made.
§4 Regular Air Service
There shall be regular Air Service between Capitals of each Member State, at the very least. These flights will be considered "domestic" flights for gating purposes and for the purposes of customs for all individuals working in a non-corporate capacity.

ACCORD III- CULTURAL EXCHANGE
§1 Cultural Institutions
All Member States will welcome relevant cultural institutions from each other Member State to open branches in their own countries, for the purpose of cultural diffusion.
§2 Study Abroad/ Exchange Student Programs
Each Member State will establish protocols for both Study Abroad opportunities and Exchange Student Programs and will welcome opportunities to provide unique and fulfilling cultural experiences for visiting students who seek to learn abroad and immerse in their host country's culture.
§3 Land Ownership/ Living Abroad
Each Member state will be encouraged to modify local land laws to permit the opportunities for foreign residents to purchase and live on land in each other's State. This can come in the form of expanding dual citizenship opportunities, as well as creating specific protocols to allow foreigners to purchase land in small tracts and live there without surrendering their own citizenship.
§4 Sister Cities
Each Member State will be open to creating a Sister City Program to foster cultural exchange on a local level between two municipalities.

ACCORD IV- SECURITY
§1 Regular Communication
member States will establish a protocol to communicate important and interesting information about military, intelligence and testing activities between capitols. This should include information of regular military patrols, any missile launches or tests, or major procurement efforts.
§2 Cooperation
Member States should strive to cooperate and coordinate in maritime military exercises in the Northern Anantonese Ocean, for the purposes of joint naval security obligations, as well as in an effort to integrate comms and Command and Control, in an effort to reduce insecurity and uncertainty.

ENACTMENT
These Accords shall be considered binding as long as both the Kingdom of Egelion and the Anantonese Empire remain signatories. Should one intend to leave this agreement, they shall provide the other with six months notice before doing so, so the other may have the option to unwind any programs or protocols set up under these accords.

I believe we may have reached a conclusion of this meeting. Unless her Imperial Majesty decides to continue this agreement, Egelion is satisfied and prepared to end our meeting. We are extremely satisfied and content with where our relations currently exist. I forsee a positive future between our countries with the help of this agreement and with further cooperation.
