You're dealing with a few of the most capitalist places in the world, the Triad Republic included. Joining the Migrant Accords will entangle you with Bannerhafen exactly under the mutual alignment assurances we're both seeking in the Red Bass Ocean and for regional trade.

Your fleet will be positioned in Rishon Le Hofesh. No mutual alignment assurances with Wiel? No bueno. Forget Haifbourg. And even without the fleet, your ultimate goal is to fly a flag over the Medebir Nisrad. You think that's going to happen without the Jelbosphere's say so?

So, what about my guardrails? No Vamaj. OK. At the mercy of your own internal policies. Of a strict nature, that is.

Those of us outside the fanatic circles of Yishelem's past Yeudi expansionism do not share the false unity of former Beiteynu. We are hometown people of the diaspora. Multicultural. Himmelshtern itself has been reshaped in the last couple of centuries through its entanglement with N&D and Artania. Sholemberg is a trade-faring place, bustling with expats, especially Pontesians. Haifbourg reeks of Jelbic horses.

She fiddled with her uniform and led a small cellphone to her ear, she pressed one, speeddialing the only number in the contacts. "Ja? Hier ist Bannerhafen."

Yes, we're.. aware of our predicament and the ask we're making. It's a big ask. I do apologize for calling you Comrade, it is simply a force of habit from my homeland. I'm more than aware that Haifbourg will be more of a liability to the Democratic Republic, especially with it being well within the sphere of the Jelbosphere. Unlike the former state of Beitenyu however, there is no ill will with the Jelbosphere. Which means we're fully open to negotiating there to ensure cordial, cooperative relations.  We're prepared for whatever concessions that may mean. With the Jelbosphere, however.

Our mutual alignments, are in stability and peace. We both certainly don't want chaos in the Red Bass Ocean. That harms both of us. A stable, calm Red Bass Ocean benefits us both. We get peace and stability at home, you get stability and profits.

You want to get rid of the last vestiges of Beitenyu, what better way than closing old wounds, and opening the door for a... Profitable future. One without grudges to disrupt trade. And what nation would be better for removing the last memories of Beitenyu than us?

I do understand that this means entanglement. I understand that absolutely. I'm more than happy to play ball with the Triad Republic and the Jelbosphere. They're in positions to negotiate. And we'll happily negotiate in good faith. 

So, let us compromise once more, in the name of... Capital, and peace. We will join the Migrants Accords. A peaceful Migrants Pass is within our interests. We will gladly work with the Jelbosphere, and the Triad Republic on keeping the Pass safe for all trade. We will not join Vamaj. However, Haifbourg will remain as we originally proposed. 15 year integration. We will accept your request to position a fleet at Rishon Le Hofesh. We will also guarantee special privileges, and rights, for all Yeudis in Haifbourg upon integration, and Haifbourg will have... Special economic privileges. Enough to not disrupt trade within the region. You'll get your networks completely unopposed in Haifbourg. As for the rest of Xsampa, basic economic ties can be established. Finally, the fleet in Rishon Le Hofesh, we will make sure that they're coordinated with you, and the rest of the 3PF.

That's my offer.

From where I see it, we can both walk away with a good deal. Yeudis are protected, not persecuted like they would be in say, Valruzia. Trade is kept stable, safe and secure, and Haifbourg would get new opportunities for development and trade. Which means more profit for you. We end an old grudge from 80 years ago, and ensure future profits aren't threatened. And, we both walk away telling the world we did the impossible and achieved peace. Permanently.

Alternatively, we can walk away. You can leave the conference. I can leave the conference. We go home empty handed, and then what? The Red Bass Ocean will be another proverbial grenade waiting to happen. What's to happen to trade and profits then? Or what if another Malivia Crisis ever emerges? Wouldn't it be better to have an extra hand to help secure it even quicker? We both have a big choice to make. The world is watching, aren't they? Let's make a good choice and make history for better.

I have no interest in going back on my word and slamming the door if we achieve a deal. It would be easy, but I'd rather not. Nor do I have any interests in flying home empty handed. We can make history, or we can show the world that we haven't learned a thing since 5599.

So lemme get this straight.

Migrant Accords and the 3PF, you're very much committed to trilateral peace with us and the Triad. On everlasting peace, we can craft a final accord treaty between us, restore relations, mutual avenues and doorways, we both open up to each other, put the past behind us.

Add a few provisos to get you into the Medebir Nisrad as part of securing everlasting peace. 

Supervise de-armament of missile installations, a fleet. That sort of thing. How you manage to spin that over the next 15 years with the Jelbics and the Triad is up to you. You will meet no opposition from Tel Bira or Sholemberg as long as there's mutual respect. And especially a respect and protection of the Yeudi People who will choose to reside in your part of the border. And Yeudi interests in general.

We stay away from each other. Neutral.

And we also tell each other things. AllComm. A shadow of what it once was, but there's still parts of it active with the 3PF. And with the Migrant Accords, we can easily tell you things from our part of the world. You tell us things from your part of the world.

Personnel in installations on both sides of the border. A hush hush thing.

A thing to make sure not only to stay away from each other.

But to make sure others stay away from both of us?

Iliad sits back on the table. The deal was in place. A few days later, he would receive a phone call about a new map from Bannerhafen. He so happened to have that same map, himself. It was, after all, the plan B from the get-go.

He smiled at Shar and opened his dossier, ready to go over the paperwork.

15-year Supervision Doctrine
For the strategic de-armament of the former Medebir Nisrad, its incorporation into the Triad Republic of Narikaton, Darnussia and Himmelshtern, and the upcoming agreements between the Democratic Republic of Xsampa, the Triad Republic of Narikaton, Darnussia and Himmelshtern and by extension, the Union of Amudim with the City State of Tel Bira and the City State of Sholemberg.

DMZ A represents the territory designated for the Democratic Republic of Xsampa
DMZ B represents the adjoining territory for the Triad Republic of Narikaton, Darnussia and Himmelshtern

As part of the future agreement between the Democratic Republic of Xsampa and the Union of Amudim, Rishon Le Hofesh will be excluded from the southern DMZ, to allow the Democratic Republic of Xsampa to present military forces as part of its future obligations to the Migrant Accords, the 3rd Point Federation and the mutual agreements for stability in the Migrant's Pass and the Red Bass Ocean.
