Brief history of the Early Fourth Republic (4218-4254)

The following is a summary of RP posts made between May 2017 and August 2017, many of which were undated. Thus, working off my memory, later RP historiography, and these sources, I decided to produce this summary rather than replicate in full these posts.

The Yingdalan Fourth Republic (4220-4300) was established by Shi Yawen and her New Progressive Party government (OOC: played by hujie83) shortly after the death of Emperor Wu Ren (OOC: played by Liu Che). Emperor Wu Ren was deemed as having no suitable heir to the throne, as all his children were minors, though this was widely understood to be merely an excuse made by the republican faction. Similarly, other political figures refused to support a monarch who was raised in Dankuk, as some of the Emperor's children had been sent to Dankuk for their education.

After the throne was claimed by Dankuk's House of Hwangje, the NPP resolved to abolish the vacant throne and transition to a presidential republic. Shi was subsequently elected the first president of the Fourth Republic in 4220 after the ratification of the republican constitution. Rifts within the NPP eventually led to that party's collapse, and the subsequent rise of an authoritarian regime under the leadership of Tony Pua and the Republic's Conservatives (RC) political party.

This morning, hundreds of university and secondary school students from Kaizhou and around the province staged a walk out and took part in a large-scale demonstration against the government and ruling party (the Republic's Conservatives). The activist credited with having organized the protests, 21-year-old Song Huan, says that her generation is fed up with the constitutional amendments proposed and passed into law by the Government:

When our parents voted for [the Republic's Conservatives] they thought that they were creating a better country for us to inherit. Today, young people are worried that soon we may not have a country which we are able to inherit if the government continues to move forward with its totalitarian reforms.

Among the young protesters was the Leader of the Opposition and Leader of the Lotus Party Wu Hán, who spoke to the crowd through a megaphone from atop a pickup truck:

Young patriots, while today it may seem that your government is ignoring you, with every breath in my body I will fight to ensure that this country, this Indrala, will be one of your dreams, your hopes and your beliefs in the future. When, if we are fortunate enough to gain your support, and our party forms government in 4258, we will immediately undo the damage that government has done in the short time it has been in office, and together, we will build a nation where you can reach your individual potential. It will take a bullet in my head before I stand down in this fight!

Leader Wu's speech was met with loud applause from the crowd of young people. It should be noted that as of now, the Lotus Party only holds a meager 5 seats in the National Assembly. The Jiaozhi Coalition of Conservative Parents issued a public statement which criticized Leader Wu for delivering such political remarks to a crowd of young people.

Wu Hán, Lotus Party, Reads Message from Seniors to National Conference
TIAN'AN, HAN - JUNE 4, 4254



On June 1st, the Government sent its Retirement Age Act (http://classic.particracy.net/viewbill. ... lid=533360) to vote in the National Conference, which seeks to extend the retirement age from 65 to 70. Immediately, this bill was met by opposition from Seniors' interest groups, including the Indrala Seniors' Association, which issued a press release yesterday which read:

The Government, time and time again, has proven that they have no respect for the Seniors of Indrala, the honorable and venerable generation which built this nation that they now have the honour of ruling over. Many seniors across the nation have elected to pay into the state pension system for their entire working lives, and now the government intends to yank out those hard earned benefits from under their feet. Thousands of seniors who simply cannot work past 65 will be pushed into poverty. This Bill proposed by the government is immoral and ignores the value of Jienist philosophy of filial piety that this nation was built on.

Wu Hán, leader of the Lotus Party, and the five-seat official opposition read this statement to the National Conference today, and added:

In two short months, the Republic's Conservatives have managed to perpetrate an injustice on both our nation's young and the nation's elders. Who is it that the government is helping with its legislative agenda?

The Lotus Party has voted against the legislation. The National Democrats and the Nationalist Party have not yet responded.

Car Manufacturing Giant to Close Indralan Plant

Nationalist Party leader Wen Baturu blamed the government for the news

Sekowan car manufacturing firm Yukinari Motor Corporation (YMC) have announced they will cease producing their Flora model in the Indralan port city of Hazhou. Beginning next year, the company will scale-back their involvement in Indrala, leaving thousands of employees uncertain about their future. According to a statement from their Chief of Indralan Operations, Indralan import tariffs recently imposed by the government were too high for the YMC to continue operating sustainably in the country. Instead, the Flora would be manufactured in neighbouring Mikuni-Hulstria, where existing facilities would be expanded and upgraded.

For decades, the Hazhou economy has been heavily reliant on the Yukinari plant. In some families, as many as seven or eight consecutive generations have been employed at the location. Despite numerous obstructions, such as a global financial crisis and a turbulent domestic political climate, the industry had remained robust. At one time, there were suggestions that the firm may even expand their Indralan operation by building a plant in the north of country. Pro-business policy has been one thing firms could rely on from the Indralan government, even when nothing else seemed certain. However, the Republic's Conservatives have undermined that trust by imposing tariffs on imports, significantly increasing the cost of bringing materials into the country from elsewhere.

The Indralan Transport Workers Union (ITWU) has responded to the news by calling on the government to immediately lower the tariffs and guarantee Indralan jobs. Wen Baturu, the leader of the Nationalist Party spoke at an ITWU event where accused the government of being 'aggressively anti-worker and anti-Indrala'. Referring also to their decision to drastically increase the retirement age, which drew widespread criticism from the elderly as well as unions, he prophesied that the governing party would be 'decimated' in the next general election. Banturu has reportedly spoken with Lotus Party leader Wu Hán regarding areas of mutual concern, such as the government's extreme employment reforms.

On the 6th of December, 4255, it was announced that the Sekowan car-maker Yukinari would be closing its Hazhou plant. This news has come as a devastating blow to the local community which heavily relies on the plant economically, and has for many generations. 1 in 4 jobs in Hazhou is directly or indirectly tied to the plant. The Indralan Transport Workers Union (ITWU) and Wen Bataru of the Nationalist Party responded that day to the news, denouncing the government's extreme reforms of employment law. The Lotus Party immediately put out a statement following the report, criticizing the government for its "laissez-faire, we-don't-care approach to the livelihoods of Indralans."

Today, the Lotus Party leader Wu Hán traveled to Lazhao, Shu Province, to tour the Tàiyáng Automotive Plant, which opened six years ago. Tàiyáng Automotive is an Indralan-owned electric and hybrid vehicle manufacturer which until last year was preparing to expand its production lines. The CEO and founder of the Company, Gao Zemin, speaking to the Indralan Transport Workers Union (ITWU) at their last General Congress in February 4254, said that "due to the government's reluctance to support our industry through tax-incentives and tariff free market access, Tàiyáng has had a weight tied to its ankle, while cheaper foreign cars flood the market. We will not be able to compete if things keep going this way."

After touring the plant, Wu Hán spoke to reporters outside and lambasted the government's management of the economy:

Indralans are an innovative and entrepreneurial people and their government should be there to help them reach their fullest potential, not hold them back. This government has consistently and irresponsibly created market conditions in Indrala which favour foreign investment and foreign companies. Take Tàiyáng, for example. This is a wonderful plant which I have had the opportunity to see today. Tàiyáng is very far ahead in terms of green tech compared to inferior foreign companies, and is an example of a high-paying and sustainable employer which will lead the way in the market of tomorrow. It is so very tragic that due to the government's mismanagement this company may not be here to provide jobs to the community, and world class products to the market. We will fight today in the National Conference, and tomorrow as your government, for the prosperity and success of Indrala. We will introduce legislation shortly to try and urge the government to support the industry.

On the Yukinari Plant closure, Wu had this to say:

Whenever I hear of a firm closing in Indrala my immediate question is always, 'exactly who is going to be affected?' When people lost their jobs in Kaizhou, when I was mayor, I made sure that I knew their names, so that I could be sure they were taken care of. It's hard to know exactly how many people will be affected by this plant closure since it has been such a pillar of the community for so long. I hope that the Chief Minister is thinking about these earnest people and working harder than ever before on a plan to get them back to work. It's hard to tell in Tian'an, but out here, people are really hurting, and they expect their government to be there for them.

The Times of Yingdala has received reports from unconfirmed sources within the Lotus Party that officials within the party have begun drafting coalition terms to propose to either the Nationalist Party or the National Democrats. It has been reported that Wen Bataru of the Nationalist Party and Wu Hán have begun to hold discussions to this end.

This morning marks the last day of the Yingdala Economic Forum, a liberal-leaning economic conference held annually in order to discuss economic issues and problems faced by the entirety of Terra, with a special focus on Yingdala. The conference is held in Dongzhou, a city renowned as a center of manufacturing and banking within the State of Yingdala. Featured amongst speakers and groups represented were the Qîshi Institute (the liberal think-tank chairing the conference), Chief Executives of a great number of manufacturing firms, and so-forth.

The conference also featured as a keynote speaker Yuán Cháo, the National Chairman of the National Democratic Party, who was himself an accomplished executive, even serving for years as President of the Yingdala Aerospace and Marine Munitions Association, a major industry group representing companies in the arms and armaments industries. Mr. Yuán's message centered primarily upon market issues and free trade. As a candidate for President, to be selected in the June election, he took the opportunity to stump for himself, using the opportunity to vow a major expansion of free trade and industrial subsidy, promising that more multilateral foreign and economic policy is vital for Yingdala's future, and also emphasizing the urgent need for more bilateral economic relations.

Mr. Yuán also used the opportunity to call out his opponents in the election, current Chancellor Tony Pua (RCs), and Wu Hán (Lotus Party). He condemned Chancellor Pua's "obsession with social conservatism and near-fetish with the issue of abortion" as well as a long refutation of Pua's lax approach to the economy and isolationist tendencies. On the other hand, he went after Mr. Wu as well, condeming his socialist tendencies and saying "his enthusiasm for mass-nationalization of industry is strong, and it will have a greatly detrimental result for Yingdala's economy".

The Leader of the Lotus Party, Wu Hán, attended the Hazhou Labour Rally today, which was organized amid concerns for the manufacturing sector in the region. He used the opportunity to criticize the government's 'laissez-fair, we-don't-care" approach to the economy and pledged to create "high-paying, sustainable" jobs in the province and across the country. He pointed to the failed legislation proposed by his party and by the Nationalist Party as exemplary of the pro-worker measures he would take to this end. Speaking to reporters, Mr. Wu also responded to remarks given by National Chairman of the National Democrats, Yuán Cháo at the Yingdala Economic Forum, held last month:

Mr. Yuán is certainly free to fear-monger about our party and about me to his millionaire and billionaire friends. I understand he needs their support, but all I'll say is this:

Yes, our party does aspire to fundamentally change our economic system. Why? Because the Republic's Conservatives, and frankly, Mr. Yuán's buddies, have gone through with a fetish-like obsession to remove as much regulation as possible without regard for the future of Indrala. All you need to do is look at the 1/4 workers in Hazhou who will be losing their jobs next year, and you can see just how disastrous this laissez-fair experiment has turned out to be.

He continued:

While it's nice that Mr. Yuán can gather a group of elites and billionaires in a small room, thousands of kilometers from here, to talk about what's going wrong with the economy, I'm much more concerned with hearing what the reality is for working people. We know that Mr. Yuán isn't interested in listening, since the National Democrats either abstained or voted against legislation put forward by our party and our colleagues in the Nationalist Party to address the manufacturing crisis here. If the National Chairman is so concerned about the economy, why doesn't he have the courage to come face the workers being laid-off out here in Shu? I think it's because he, and all the elites supporting him, know that his plan for the economy is just more of the same: more deregulation, more stagnancy, more neglect. He just hopes to sell it better.

Only two days following Lotus Party Chairman Wu Hán's scathing rebuke of Wu Hán's comments about him in Hazhou, Yuán Cháo has used ties within the business and political community in Hazhou to hold an emergency campaign event, in which he turned his message of internationalism to one more representative to the Shu region. Present in attendance were also local Jienist clerics, monks, and nuns who subscribe to a more traditional view of Jienism than the progressive clergy who have bolstered and largely served the agenda of the social-democratic and pacifist Lotus Party. As well, many local business leaders, including Cheng Akihi (the Chief Executive Officer of CommerceShēngēn, a large online stock-trading firm), and Manny Cheung (CEO of Cheung Chemicals, a major chemical manufacturing firm). In addition, representatives of several more liberal unions were in attendance.

Yuán Cháo, dressed crisply in a grey suit and green silk tie, gave the following statements:

As a businessman, a veteran, and a civic leader I am deeply offended by Mr. Wu's remarks about me, which imply that I am out of touch with Yingdala's workers. This is simply not true. As President of the Yingdala Aerospace and Marine Munitions Association, I lobbied successfully with the government to keep munitions factories open, to allow us to provide greater wages, and to improve the quality, cleanliness, and efficiency of technological development. Mr. Wu has never had to lobby the government as a person in the private sector in his life. He does not know how the situation, if anything, has improved. As Chief Minister, I will help Shu's industry grow to new heights! We will participate in trade deals that will enrich our economy and improve the lives of many of Hanzhou's citizens. There is opportunity here: but Mr. Wu thinks that we need to force industry that is failing. We must fight for the jobs we have and swiftly replace the ones that are dying. We will look to Luthori, Istalia, and our neighbors in the region to build up our industry. We will make trade flow more freely within the spheres of Dovani and Seleya. We will incubate strong, affordable higher education and fund incubators to give young entrepreneurs a fair shake.

Later, Mr. Yuán made appeals to patriotism and national duty:

We will grow as a country. Yingdala will once again become one of the most shiningly brilliant nations under the sun. We shall create a new Indralan Empire, based upon democracy, republicanism, equality, and fairness of opportunity for all here and all who come to these shores. We will once again become a power on the Terran stage, and we will use that position for good. My opponents, largely, with the exception of the Nationalists, want to make us a smaller people: not a larger one. Thank you.

Today the Lotus Party officially launched their campaign for the June 4258 General Election. Wu Hán gave a rousing speech to the audience claiming that "soon, a new dawn will wash over this country, with it a wave of compassion and innovation, and we shall be reborn!" His speech was met by thunderous applause and cheering in the Convention Hall, which was largely attended by the party faithful, Jienist clergy, Labour activists, Student activists, and small business leaders, among many others. Wu Hán asked Indralans to "put their faith in [him], in the Lotus Party, and deliver a majority mandate so that [they] can get to work on building the Indrala of our dreams." Wu took no questions as he was quickly wisked away to the first scheduled campaign stop in Mazhou, Min.

Outside of the Convention Hall, National Party Spokesperson Thomas Wang answered questions from the media. When asked about rumored coalition talks with the Nationalist Party, he had this to say:

As our leader said in his speech today, we are seeking to form a majority government. Why should we offer anything less before the votes have even been cast? If Indralans don't grant us a majority government then we will look to our colleagues in the National Conference to see where we can go from there, but we will only ever contribute to a government that puts Indralans first.

When asked if the Lotus Party would support the Republic's Conservatives in forming government after the election, Wang said:

As I said before, we are seeking a majority mandate. We are doing this to rectify all the grave decisions undertaken by the Government in power now. So no, we will not be supporting the Republic's Conservatives.

When asked about National Democrat Chairman Yuán Cháo's remarks given in Hazhou, Wang said:

He's a little obsessed with Mr. Wu, don't you think? I mean, a whole press conference? It's cute.

The election will be held on the 15th of June, 4258.

Wu Hán Elected Chancellor, Lotus Party Becomes Largest Party in The National Conference
Surprising Election Result Propels 5 Seat Party to 266 Seats, Coalition Necessary

"Compatriots, today we stand together at the break of a new dawn. Today we usher in a new Indralan century!" Wu Hán proclaimed to the crowd after it was clear from the last few polls that the Lotus Party would be forming the next government. Tearful supporters embraced each other and cheered as the new caucus of 266 representatives walked onto the stage, a staggering improvement from the five seats won in the election of 4252. It is obvious that from the clear shock expressed by the crowd even the party faithful were not anticipating the electoral success the Lotus Party achieved.

Wu Hán noted in his victory speech that he had already reached out to each political party leader and congratulated them on a "hard-fought" campaign. Chancellor-elect Wu also proclaimed to the crowd that his first act as Chancellor would be to introduce new changes to the Constitution to "protect our democracy" which he has long fought for. Wu also thanked the millions of Indralans that voted for the Lotus Party, and for Wu personally, as he achieved 55% of the popular vote in the first ballot for the Chancellory:

For the millions of Indralans who voted for the Lotus Party for the first time, thank you so very much. (Wu bows) Be assured that my colleagues and myself will work hard every day to honour the trust granted to us from you, the people of this beautiful country. There has been no greater privilege in my life than to serve the public, and I am so very humbled that so many of you have placed your faith in me.

Despite gaining the largest number of seats, the Lotus Party is still short of a majority, and as such will need to seek a coalition partner. It has been long rumored that the Lotus Party would propose a coalition with the Nationalist Party, although this is yet to be seen.

The Chancellor-elect ended his remarks by saying:

We must fight to forge a nation that is compassionate, prosperous and where no one is left behind. Many have said it isn't pragmatic, or that it can't be done. But tonight, we have proved them wrong! Tonight, we take a very strong stride toward this goal -- but there is still a lot of hard work which needs to be done. Together, let's roll up our sleeves, and let's not stop until the job is done! Thank you!
