The Imperial Food Bank Program Amended 5662

The following act Amends the Kalistan Republican Food Bank to rename it The Imperial Food Bank, throughout, and make several other pen-changes to the original act to bring it inline with current political realities.

Article 1
There shall be a national Food Bank program called the Imperial Food Bank (hereafter known as the IFB). IFB will have at least one food bank in every major settlement with a population of over 5,000 throughout Kalistan. In all cities, with a population of over 500,000 million, IFB will have a District Distribution center as well as two local food banks.

Article 2
IFB shall be entirely financed by the The Empire of Ananto and Kalistan. The government of Kalistan, with input from the Ministry of Food and Agriculture will direct the Ministry of Finance to add money to Budget for full support of IFB.

Article 3
Repealed 5662

Article 4
IFB will provide food to all Kalistani citizens free of charge. There will never be a need for money in IFB.

Article 5
IFB will stock foods in accord with "healthy food" guidelines from the Ministry of Food and Agriculture. The food must be nutritious, fresh and whole. Produce, meats, and fish must be fresh, and ripe produce should be made into pies and breads on-site. Grains and cereals may be stocked, but only whole grain flour may be provided in bulk and sugar content of cereals must be under 7 grams a serving. Dried fruits and meats that have not been heavily processed may also be stocked. Dairy and yogurts may also be stocked. The provisions of this article do not apply to any other government food production or distribution operation, including those of private grocers outside of the IFB system.

Article 6
All customers to the IFB will be given literature on healthy eating and the importance of fresh food and vegetables before entering. The method of dissemination of this literature will be determined by the Ministry of Food and Agriculture. Similarly, taking only a week's worth of food at a time from the food bank will be encouraged, though citizens may come in and leave the food bank whenever needed.

Article 7
IFB will be open and made available 24 hours a day.

Article 8
The only paid employees of IFB to be covered by National Funds will be 15 stockers and checkout personnel, one baker and assistant, three butchers and assistants, and two uniformed police officers per store. Full benefits and pensions will be made available for all workers.

Article 9
Any crimes that occur within IFB, as defined by national, Duchy, or local code shall be punishable by applicable laws.

Article 10
The IFB program will purchase food at market rates from Kalistani farmers. They will start by buying excess produce and other food from producers to stock the IFB directly from farmer cooperatives. The IFB will then compete for non-excess food supplies. After the first year, IFB will develop contracts for supplies with independent Kalistani farmers, Growers' Syndicates and the General Union of Farmers' Federations. Eventually, IFB will take over supply of all produce and commodities from private distributors under the operation of the National Service Program.

Article 11
There will be no sunset for this act. IFB will continue to remain a funding priority in the Kalistani budget as long as this act remains in effect.

Article 13
This act may be revised by act of the Assembly.

Article 14
This act becomes in force immediately upon the passage of this legislation.

Kalistani Imperial Bank Act- 4406 (Amended 5662)

This act has been amended to reflect modern Political Realities

A Charter for the Imperial Bank of Kalistan

Article 1
The Imperial Bank of Kalistan shall be created. Upon passage of this Charter, all large banks of national scope will be immediately Nationalized and dissolved, and all assets will be liquidated to be distributed to depositors, shareholders and bond holders, in that order. All individual Deposits not covered from the liquidation process will be reimbursed by the Imperial Treasury. Small Banks, with a capitalization of less than 10 Million KRB, Credit Unions, and private investment banks will not be nationalized or liquidated. Any excess produced by liquidation, after interested parties are repaid their investment without interest, will be transferred to The Imperial Bank of Kalistan as nationalized Assets.

Article 2
The Imperial Bank of Kalistan shall receive an initial capitalization of 1 Billion KRB, in the form of securities. Of this amount, 51 percent will be purchased outright by the Kalistani Government from the Empire's sizeable monetary reserves, while 49 percent will be put up for auction for private investors. Foreign Investors may purchase stock in The Imperial Bank of Kalistan, but may not vote. In the event that stocks are still at large, the Kalistani Government will purchase those shares and will be permitted to sell them on a first come-first serve basis. Additional rounds of capitalization are permitted at a future date, but the Kalistani National Government is never permitted to lose its majority interest in the bank, through stock sales, transference or sell-offs. Each share will be entitled to a small annual dividend, paid as interest, and set by the Board of Governors to not exceed 2%.

Article 3
The Imperial Bank of Kalistan shall be governed by an 11 person Board of Governors, who shall be elected 2 from each Duchy in the Empire by a vote of all Kalistani nationals who own shares or have deposits in The Imperial Bank of Kalistan. The 11th Member will be the Minister of Finance, who will serve ex officio on the Board, and will be the Presiding Officer of the Bank, and will only vote to break ties of other Board members. The Board of Governors will be exclusive responsible for the responsible and conservative operations of The Imperial Bank of Kalistan, and shall be charged to hire staff to run the system effectively.

Article 4
The Functions of the Bank shall be listed as follows:
a) To serve as the depository of all revenues of the Empire of Ananto and Kalistan.
b) To serve as the single payor of all Public obligations of the Empire of Ananto and Kalistan
c) To issue and back all currency used for public and private debts in the Empire of Ananto and Kalistan
d) To serve as guarantor for all public bonds and treasury notes floated by the government of the Empire of Ananto and Kalistan
e) To encourage zero percent GDP growth in the economy of the Empire of Ananto and Kalistan, through monetary policy
f) To set all interest rates in Kalistan, ensuring that private citizens of Kalistan receive the most beneficial rates, that Kalistani businesses pay standard interest rates, and foreign interests pay high interest rates
g) To cover all temporary (less than 1 year) deficits in the Imperial Budget
h) To invest all surpluses in the Imperial Budget according to the following formula: 85% in a rainy day fund, 15% in profit generating investments both at home and abroad
i) To issue fiat currency and ensure that the value of this currency does not significantly deviate from the face value of this currency
j) To fully fund all public sector operations, including the National Service Program and the Imperial Food Bank from Public revenues, as well as any infrastructure improvement or other economic development passed by the Chamber of Deputies
k) To serve as the primary depository of moneys for private saving and drafting, as well as the issuer of bank cards that allow deposited money to be moved freely about the Empire and abroad, safely and surely.

Article 5
The Imperial Bank of Kalistan must keep 85% of total deposits available for withdrawal at any point. Of the remaining 15%, The Imperial Bank of Kalistan, under direction of the Board of Governors, may invest 10% in the Kalistani Private Sector, and 5% abroad. The Imperial Bank of Kalistan may never speculate on foreign currency or invest in fascist countries. The Imperial Bank of Kalistan may never invest in securities that are deemed "Moderate" to "Extreme" Risk, nor may they speculate on currencies which produce greater than 5% ROI in a given year. If that ROI is realized, the Bank must divest immediately upon learning that 5% earnings will be generated.

Article 6
The Imperial Bank of Kalistan must conduct an audit of its accounts, to include information about total revenues and outlays, as well as detailed information about all investments, once every other year, and publish this audit in public. Additionally, it will supply a copy of this audit to the Finance Minister who will enter it into public record.

Article 7
This Act will be enacted upon receiving an affirmative vote from a majority of the seats in the Chamber of Deputies. The Chamber of Deputies shall enact all laws necessary and proper to the correct operation of this Charter.

Article 8: This Act may be amended by a 2/3rds affirmative vote of the National Assembly. The full; amended Charter must be included in the description of Amendment Act.

TITLE I Articles 1 and 2 Royal Family and Peerage

By Order of Her Imperial Majesty, Empress Carolina I Ananto, Dame Diane Bolton, Institutionalist Party Leader and Chancellor of the Empire does the following is the Final Rule on Imperial Protocol.

ARTICLE 1 - THE ROYAL FAMILY
Section 1 - Ranks of Royalty
Besides the His Imperial Majesty, the Emperor/Empress, all immediate members of the Sovereign's family are to carry the rank of Royalty. This includes the Sovereign, their Spouse, their Parents and their immediate children and/or heirs. Royal entitlement is for life. The following are ranks of the Royal Family:
1. "Emperor/Empress of Ananto and Kalistan"- Reserved for the Sovereign
2. "Prince/Princess"- The title to be applied to all immediate and otherwise untitled members of the Royal Family who are not the Sovereign.
-a. "Prince/Princess of the the Empire" is reserved for a retired sovereign.
-b. "Prince/Princess Consort" is reserved for the spouse of the Sovereign, if they are not in a co-sovereign role
-c. "Crown Prince/Crown Princess" is reserved for the Immediate Heir of the Sovereign
-d. "Prince Regent/Princess Regent" is reserved for the acting sovereign, who reigns in the name of the Sovereign, during periods of incapacity or minority.

Section 2 - Rules concerning the Sovereign
1. The Sovereign may never be addressed directly in public by any individual. The only exception to this rule is at an officially declared "Informal Audience."
2. The Sovereign may never be addressed directly in formal audience. All communication in Formal Audience must be directed toward the Chancellor of Empire.
3. Direct physical contact between any individual and the Sovereign is expressly forbidden by law in a public setting. Private physical contact between the Sovereign and members of the Royal Family is permissible without restriction. The only exception to the prohibition on public direct physical contact with the Sovereign, without waiver, is at personal family events such as weddings and funerals.
4. The Sovereign may command an informal audience with a peer possessing the political office of either Chancellor of the Empire or one of the various titles given to de facto Heads of Government throughout the Realm for consultation. Those individuals may also request an informal audience with the Sovereign for purposes of Consultation.

Section 3 - Rules Concerning Addressing members of the Royal Family
1. When being spoken or written about, the Sovereign must only be referred to as "His/Her Imperial Majesty", and then the customary name "Emperor/ Empress [Given Name] [Number] Ananto" must be used first, in all cases. In subsequent references, the Sovereign may be referred to as "His/Her Imperial Majesty" or "The Emperor/Empress".
-a. Under no circumstances man a Non-Royal Family Member refer to the Sovereign by their first name, sans Title.
-b. The Chancellor of the Empire retains the singular Privilege of referring to the Sovereign directly as "My Lord/Lady" or "Your Imperial Majesty."
2. Other Members of the Royal Family will be referred to Initially as "His/Her Highness" then Title, and then First Name and Hyphenated Last Name (if it exists). They may be referred to subsequently by their title, or directly as "Your Highness". This also includes all those members of the Royal Family who have abdicated or retired from public life.
-a. For Royalty under the age of Majority, the term "Minor" must be affixed before the royal title to acknowledge that they are minors.
-b. The title "King/Queen" may never be used to refer to a member of the Royal Family. The Sovereign holds those titles, and may devolve them onto others, but otherwise, reference to them while referring to the Sovereign is Forbidden. The title of King/Queen itself may be referred to.
3. Spouses and Parents are the only citizens allowed to refer to the Name of the Sovereign in public without the formal title, though expressing too much intimacy should be done rarely, to ensure a proper Distance between the Sovereign and the People.
4. Children of the Sovereign may ignore all rules about reference of the Sovereign and physical contact above, and are fully free to speak to the Sovereign as a child would speak to their parent, though at the age of Majority, they will be expected to refrain from physical contact in public.

Section 4 - Rules concerning the Formal Audience
1. All Formal Audiences occur at the Imperial Seat in Kaliburg-Port Davon, Grand Duchy of Ananto.
2. When attending a formal audience with the Sovereign, no person, save the Chancellor of the Empire or a Head of Government of a Nation of the Realm, may approach the Sovereign to an arm's distance of the Sovereign's Person.
-a. All other attendees of a Formal Audience must remain further than 15 feet from the Sovereign at all times.
-b. While a bow or a curtsey is not required, it is polite so salute the Sovereign when in Formal Audience.
3. The Sovereign is always the first to be seated, and the first to stand in any instance when sitting is called for.
-a. Following the seating of the Sovereign, The Chancellor of the Empire always invites the guests to be seated, and guests, once seated, are expected to remain seated until invited to stand by the Chancellor.
4. The Sovereign may meet with no individual in Formal Audience without the presence of the Chancellor of the Empire.
5. The person requesting the formal Audience may not address the Sovereign directly, but should direct all questions and responses to the Chancellor.
6. The Sovereign may ask direct questions of the person seeking the Formal Audience.
7. No weapons are permitted into the presence of the Sovereign.
8. The Sovereign may compel the presence in audience of any Kalistani Citizen, and may request a formal audience with any citizen of a Nation of the Realm.
9. Ignoring a Compulsory summons to a formal audience is equivalent to ignoring a subpoena and carries with it legal penalties.

Section 5 - Rules concerning the Informal Audience
1. Only the Sovereign may request an Informal Audience.
2. The Informal Audience must include the following items: Tea, of the Sovereign's choosing, and light pastries. The event is informal, and often involve more than one guest.
3. The Chancellor of the Empire needs to be present in any instance where a foreign National will be invited to an informal audience. At any informal audience where foreign nationals are not present, the Chancellor does not need to be present.
4. Proximity to the Sovereign is usually permitted, but personal contact remains prohibited.
5. Attendees may converse with the Sovereign directly, though may never address the sovereign using second person pronouns.
6. Informal audiences can be held for the benefit of the attendees. The presence of the Sovereign in this case serves the roll of facilitator, rather than participant. In this case, it is likely that the Sovereign will remain silent while the meeting is going on between the attendee, but will be present, as the outcome likely interests Kalistan as well.
7. Informal meetings can be proposed simply for the mere purpose of socializing.
8. The Sovereign may, at will, waive the strictest titling rules in an informal setting. They may never waive physical contact rules.

Section 6 - Rules concerning Royalty
1. All royal titles emanate from the Sovereign and are situational based on the location of the Sovereign.
2. Once a title is received, it is usually a lifetime title, unless superseded by Noble Title, but no titles except Emperor/Empress, and all titles of the Formal Stile, are hereditary.
3. The Sovereign can create any person as Royalty at will.
4. The Sovereign names his or her own Crown Prince/ss and Prince/ss
5. The Sovereign may name the Crown Prince/Princess as Regent, but in instances of incapacity or minority, the Regent is selected by the Chancellor of the Empire.
6. All royalty, except the Sovereign covered above shall be addressed as "Your Highness Prince/ Princess [Full Hyphenated Name]" or "His/Her Highness Prince/Princess [Full Hyphenated Name" when first addressing them or referring to them, but subsequently may be referred to or about as "Your Grace" or "His/Her Grace" respectively.

ARTICLE 2 - THE PEERAGE
Section 1 - Rank and Demesne of Peerage
All Peers are appointed by the Sovereign according to the following structure:
1. Duke/Duchess- The highest regional Administrator in the Empire. There are five Co-Equal Duchies in the Empire. A Duke/Duchess rules in the name of the Empire within their respective demesne. They are entitled to maintain a manor and are granted a personal estate of more than 1000 acres within their Duchy. They are required to maintain a townhome in the capital Free City of their Duchy, and are required to host the Sovereign at their townhome when the Sovereign visits the Duchy. They oversee the duchy legislature, and constitute it to their preference, including when and where it convenes, and they may dissolve the Duchy legislature at will. They appoint all officers of Ducal Courts. All Ducal Titles are hereditary, and all holders may name their own successors.
-a. Grand Duke/Grand Duchess- The Viceroy of the Sovereign within one of the two Grand Duchies (Kalistan and Ananto). All Dukes/Duchesses report to their Grand Duke/Grand Duchess rather than the Sovereign. The Sovereign is traditionally the Grand Duke of Ananto, while the Duke/Duchess of Suldanor holds the title of Grand Duke/Duchess of Kalistan. The Grand Duke of Kalistan is second in authority and Rank in the Empire, behind the Sovereign, but in practice, serves an administrative role. The Grand Duke/Duchess of Ananto must maintain a home in Kaliburg, and the Grand Duke of Kalistan must maintain a home in Sulari.
2. Marquis/Marquise- Traditionally, a frontier Count intended to serve in a military capacity, and granted to reward those who governed border counties, the Marquis/Marquise is now a ceremonial title, below the rank of Duke but above the rank of Count. The Marquis is not required to maintain any land or home anywhere in the Empire. The Marquis title may be offered to foreign nobility at the rank of duke as an honorary peerage.
3. Count/Countess- The political administrator of a sub-regional political district. A Count/Countess governs in the name of the Duke/Duchy within the Demesne to which they are assigned. They often serve as advisors to their respective Duke/Duchess. Counts/Countesses are granted a personal manor and estate between 500 and 1000 acres within their respective County, and are required to maintain a townhome within the Capital City of their respective Counties and are required to host their respective Duke/Duchess during all visits. They may convene and oversee
4. Viscount/Viscountess- A purely Administrative title, the Viscount/Viscountess assists the Count in County Administration. Often serves to oversee law enforcement and other administrative functions of the County Government, such as elections where they exist, business licensing, public records, and inspections. This title does not include land or domicile requirements.
5. Baron/Baroness- The political administrator of a town or municipality. A Baron/Baroness governs in the name of the Count/Countess within the municipality that they are assigned to. They serve as advisors to their respective Count/Countess. Barons/Baronesses are granted a personal manor and estate not exceeding 100 acres, which must be adjacent to the municipality that they are assigned to. The are the equivalent to the Town Mayor or City Manager in a republic and perform many of the same administrative and executive functions.
6. Baronet/Baronette- A purely ceremonial title, to be awarded to large private landowners or public figures who have contributed significantly to the Anantonese Empire in some way. Has no administrative requirements or land attached to the role. Can be granted to a foreigner, either noble or common, in exchange for some dedicated and extended service to the Empire.
7. Knight/Dame of the Empire- Purely ceremonial title awarded to a Citizen in recognition of service or contribution to the Empire not rising to the level of Baronet/Baronette. Often awarded for discrete service, or contribution to the culture. May also be awarded to recognize significant philanthropy or achievement of high rank in Government. All Chancellors of the Empire automatically are named Knight of the Empire.
8. Lord Mayor/Lady Mayor- The Chief Executive of a Free City. Free Cities are meant to be governed by a democratically elected city council. The Lord/Lady Mayor has the authority to convene the City Council, to dissolve the City Council, to call for new elections, and to veto acts of the City Council. In addition, the Lord/Lady Mayor appoints all members of the City Court and oversees local law enforcement within the Free City, and their office oversees all local bureaucracy in carrying out the acts passed by the City Council. The Lord Mayor must maintain a townhome within the City they Govern. A Lord Mayor may not have any additional title of Peerage.

Section 2 - Rules Concerning the Peerage
1. All titles of the Peerage are considered lifetime peerages.
2. All peerages are awarded by the Sovereign, and conferred by the Chancellor of the Empire.
3. All nominations for the Peerage must be made either by a member of the Imperial Government or by a higher ranked noble.
4. The title can be revoked by either the Sovereign or Chancellor at will.
5. No change in rights, duties and privileges of the Nobility may be made without their consent.
6. No foreign National may be appointed the a Ducal, County, Barony or Mayoral position.
7. Any peer in possession or administration of land as a part of their entitlement shall be labeled a member of the Landed Gentry,

Section 3 - Land Peerage Under the Rural Land Act
1. The rank of Land Baronet/Baronette and Land Knight/Dame may henceforth be awarded to individuals who have shown dedication to settling rural parts of the Empire, and increasing cultivation. In all practices, the privileges of Land Baronets and Land Knights is the same as those who are appointed to those positions as members of the nobility.
2. Those who meet the requirements below may apply for a title of nobility, and obtain the privileges associated with that title.
a. The applicant must:
--Be a Kalistani National, and the established Head of Household, or a single, unmarried individual
--Be over 16 years of age
--Have purchased between 50 and 100 acres of land in a rural part of the Empire (defined as outside of an established barony or Free City),
--Have either built or purchased a house exceeding 1500 square feet,
--Cultivate more than 50 percent of their land with agricultural crops,
--Joined and actively contribute to a growers' syndicate,
--Live on their property more than 9 months out of every 12 months in a year for a period of 15 consecutive years,
--Are current on all applicable land-use taxes levied by County and Duchy.
--Not have rented any portion of the land out to any other person
-b. Those who meet the criteria at the time of the passage of this law will be grandfathered in under these terms and may make immediate application to the County Administration.
3. The application for Land Peerage shall be made to the Count/Countess, or their appointed agent, who controls the Demesne over the Land Purchase.
-a. The Count/Countess will ensure that all criteria for entitlement is met.
-b. Count/Countess will then forward the application to the Sovereign via the Chancellor or the Empire, who will approve the title and order the title to be conferred.
4. Upon meeting the criteria, the applicant may apply for either the title of Land Baronet/Baronette or Land Knight/Dame.
-a. Those who purchase more than 75 Acres will be eligible to be named Land Baronet or Land Baronette respectively.
-b. Those who purchase less than 75 acres will be eligible to be named Land Knight or Land Dame.
5. Upon approval, the individual will become a member of the Gentry, and shall be entitled to use the title Baronet/Baronette or Knight/Dame as appropriate, along with all privileges, duties, and deference associated with their title and position.
6. Land purchased for the purpose of acquisition of Land Title cannot be privately purchased, sold or otherwise disposed of, except to the County where the title is held. It also cannot be combined with another plot where a title was derived from.

Section 5- Addressing Members of the Peerage
1. Dukes/Duchesses are referred to as "His/Her Grace" Duke/Duchess, First Name, Last Name, Demesne" when referring to them initially, and then "His/ Her Grace, the Duke/Duchess" in subsequent references, and "Your Grace" when being directly spoken to. This courtesy also stands for Grand Dukes and all Viceroys.
2. All other members of the Peerage except Knight or Dame of the Empire are entitled to be referred to by both the common folk and lower ranked members of the Nobility as "Lord/Lady" then title first name, last name and Demesne (if there is one) when being initially referred to, or "Your Lordship" when being directly spoken to.
-a. Lord/Lady Mayors will be referred to as Lord/Lady Mayor, rather than simply "Lord or Lady"
3. Knights and Dames of the Empire are referred to "Sir" or "Dame" First Name, Last Name when referring to them, and Sir or Madame when talking directly to them.
4. When speaking to Commoners, or members of the Peerage who are of Lower Rank, all members of the Peerage must refer to them as "Sir or Madame."
5. All member of the Landed Gentry shall be entitled additionally to include "Esquire" following the above courtesies. This is an optional addition, and is not usually used outside of Land Baron or Land Knight ranks.
Example: His Grace, Duke Gary Forester Vrassa (First time reference); His Grace the Duke (subsequent reference)

Section 6- Courtesy Titles
All Spouses of a member of the peerage will be eligible to use the appropriate equivalent title itself as a courtesy.
1. Those with Courtesy Title receive none of the privileges or duties associated with the title.
2. All rules regarding reference and deference that accompany the Spouse's title shall apply to the Courtesy Title.
3. The title is received by virtue of marriage, and cannot be revoked as long as the spouse continues to possess the actual title. In the event that the titleholding spouse dies, the widow/widower is entitled to keep the courtesy title until they remarry or die, whichever comes first.

Section 7 - Peer Assembly
1. All Peers are entitled to seats in the Upper House of the Legislature named the Peer Assembly.
2. All Knights and Ladies Companion, if they aren't members by virtue of their peerage, shall receive seats in the Peer Assembly.
3. The Peer Assembly is purely advisory, and may petition the Sovereign for action on any action or component of National Poilcy.
-a. When a Petition is signed by 60% of the Peer Assembly, the Sovereign must act on the petition.
-b. Actions of the Sovereign in the event of a Petition are: Dismissing the Petition, Returning the Petition for Revision, or Sending the Petition to the National Assembly for Passage.
-c. In the event that a petition is dismissed, a Committee of 5 Peers may be formed to hold a Formal Audience to plead for the petition before the Sovereign and Appeal for Alternative Action. The Formal Audience must be held at the Imperial Seat, with the Chancellor of the Empire in Attendance.
-d. Following the Formal Audience, the Sovereign may select a course of action available to them in Subsection b above.

ARTICLE 3 - OTHERS UNDER PROTOCOL NOT ROYAL OR NOBLE
Section 1 - Foreign Royalty and Nobility
1. Foreign Royalty shall be referred to as "His/Her Highness" Title and common name.

*****b. It is hereby illegal to demote foreign Royalty from recognized friendly nations.
*****c. It is hereby illegal to acknowledge the Titles of nations who are currently in a state of war with the Anantonese Empire. In this case, Mr. or Ms. shall be the only title applied.
2. Commoners and Nobility are expected to show the same courtesy to foreign Royalty as they show to Anantonese Royalty.

Section 2- Officers of Constituent Nations
1. All Viceroys, regardless of the title they enjoy in their respective nations, in Constituent Nations hold a rank equivalent to Grand Duke/Duchess in Kalistan. They may keep the title for life, unless they choose to surrender it. They are afforded the same Courtesies as the Grant Duke/Duchess Rank of Peerage.
2. All Heads of Government in Constituent Nations are granted the rank of Knight/Dame of the Empire upon taking office. They may keep the title for life, unless they choose to surrender it. They are afforded the same Courtesies as Knight/Dame of the Empire Rank of Peerage.
3. The Sovereign or the Viceroy may freely Knight all citizens of constituent nations as deserve the title.
4. Constituent Nations may establish Duchies, Counties and Baronies, and may submit names for to administer these divisions. Those individuals will be entitled to courtesies and priviliges of their respective ranks in the Peerage. If they opt for an elected Government, those government officials elected will not fit into the peerage list.

Section 3 - The Knights and Ladies Companion of the Ancient Order of the Gray Smoke
Knights and Ladies Companion may have additional titles, suffixes and privileges, regardless of their rank in the Peerage.
1. Privileges of Knights and Ladies Companion
*****a. All Companions are entitled to use the title "Lord Knight" or "Lady" and may be referred to as Sir or Dame.
*****b. All Companions may use the appropriate suffix in all official and personal correspondence.
*****c. All Companions may address Her Imperial Majesty Directly during Formal Order Procedure.
*****d. All Companions may attend all formal Order Functions, along with invited guests.
*****e. All Companions may enter the Conclave during Formal Order Procedures.
2. Duties of Knights and Ladies Companion
*****a. All Companions must swear or affirm that they will remain in comity with the Sovereign and will come to her aid in person if called.
*****b. All Companions will be expected to learn the Rites and Rituals of the Order.
*****c. All Companions are expected to treat the Order with Honor and Dignity and never reveal the internal Secrets of the Order, nor any Conclave proceedings, rites, rituals, or proceedings to any non-companion.
*****d. All companions must maintain regalia in pristine condition and must wear regalia over their regular attire at all official Order Functions and Procedures. During all Order Functions and Procedures, no other visible insignia may be worn, but Ladies Companion may wear a simple chain and pendant around their neck, and all Companions may continue to wear wedding bands during the Order Functions and Procedures. The Sovereign of the Order follows the Royal Knights and Ladies Companion Regalia Code except where noted.

--Knights and Ladies Commander of the Order shall additionally wear a Gold Embroidered Maple Leaf insignia on their sash and shall be entitled to Familiar Privilege under Title I of this Act 1, Sections 2 and 3 of The House Law

Section 4 - The Regular Forces of the Anantonese Empire and the National Service Program
1. The Military's Protocol for rank and Courtesy is found in the Uniform Code of Military Discipline.
2. NSP Protocol for Rank and courtesy is found in the National Code of Conscript Discipline.
3. All military rank, duties and privileges supersedes Peerage Rank while the Peer or Royal Member is under arms and in uniform. Reference rules for Royal Family Members apply regardless of military rank, but rank must always also be acknowledged.
4. NSP Rank supersedes Peerage Rank while enlisted in the NSP. Laws requiring National Service explicitly remain applicable to members of the Royal Family and members of the Peerage.
5. The Sovereign, as Commander in Chief of the Regular Forces of the Anantonese Empire, is forbidden from enlisting or receiving a commission in the Regular Forces of the Anantonese Empire.
6. If the Sovereign is in National Service, all protocol regarding reference to the Sovereign shall be upheld during the term of service, but all other rules regarding physical proximity shall be suspended for the duration of the term of service.

Section 5 - Members of the National Assembly
1. All members of the National Assembly who are not otherwise Peers or members of the Government are entitled to be referred to as Deputy.
2. The Chancellor of the Empire, upon appointment automatically receives the title Knight or Dame of the Empire, and therefore also sits in the Peer Assembly.
3. All members are entitled to be appointed to Her Imperial Majesty's Government, and serve there at her pleasure.

Section 6 - Members of the Court
1. All Justices of the Constitutional Court and the National Court Systems are entitled to be referred to as "Your Honor."
2. All justices of Ducal and County Courts are entitled to be referred to as "Judge."
3. All members of temporarily empaneled Juries are entitled to be referred to as "Juror" for the duration of their service.
4. All other officers of the Court are entitled to be referred to by their Office.

ARTICLE 4 - ENFORCEMENT
Section 1 - Violation of the Protocol when the Offended is a Member of the Royal Family
1. All violations of the Protocol toward the Sovereign are punishable under the Lèse-Majesté Protection Act (http://classic.particracy.net/viewbill.p...lid=707580)
2. This law will extend the provisions of the Lèse-Majesté Protection Act to all members of the Royal Family.
3. The fiat of the Sovereign shall be evidence enough of a violation of the Protocol in their case.
4. Other Royal Family members must provide evidence before a competent jury and duly appointed judge that the protocol was violated, and that the violation was willful and malicious in its intent.

Section 2 - Violation of the Protocol when the Offended is a Member of the Peerage
1. All violations of the Protocol toward a Member of the Peerage shall be liable to civil suit for punitive damages not exceeding ₭10,000 Imperial Rubles.
*****a. The Peer must provide evidence, or witnesses to demonstrate that the Protocol was indeed violated.
*****b. They must demonstrate that the violation of the protocol was deliberate and done with malicious intent.
*****c. They must specify a justification for their demand of restitution.
*****d. The Peer must convince a competent jury of the above.
*****e. The Judge in the case may opt to dismiss the case before a verdict is heard.
*****f. If a Verdict is read, the Judge may alter the amount of the damages to be awarded up or down as they see fit up to the maximum penalty, and down to no monetary compensation.

TITLE III Articles 5 and 6 Enthronement Ceremony and Royal Household Organization

ARTICLE 5- ENTHRONEMENT CEREMONY
The Enthronement Ceremony will take place either in The Formal Audience Chambers at the Imperial Seat in Kaliburg-Port Davon, Grand Duchy of Ananto, or at another place of the Sovereign's selection. The Ceremony will be formalized and must contain the following Elements, in specific succession.
1. If the Event is held at the Imperial Seat, the Throne and the interior of the Pagoda are curtained off from view.
-a. If at another location, a temporary pagoda is in place with the best seat in the venue found to serve as a throne. There are no specifications on the temporary pagoda or the replacement throne. Anything will serve for the purpose of the ceremony.
2. Guests are seated. All members of the Royal Family are seated in the front row directly before the Throne. Members of the Government are seated to their right, Peers and all Deputies in Attendance are seated to their left. Foreign Royals are seated immediately behind the Members of the Government in order of rank.
-a. Seating order is as follows: Invited Guests, Deputies, Members of the Government, Peers, Foreign Dignitaries, Royal Family.
3. Sovereign enters, wearing only simple untailored full length white linen robe and barefoot enters. No undergarments are permitted.
-a. Sovereign is escorted in escorted by two personal attendants who assist.
-b. Procession goes to front center of room where the uncrowned Sovereign meets the Chancellor of the Empire and then both face outward and the Chancellor calls for recognition by all in attendance with the words: "Citizens of the Empire of Ananto and Kalistan, please recognize your Emperor/Empress and Sovereign, His/Her Imperial Majesty, Emperor/Empress [common name].
-c. All Kalistanis present respond "Long Live our Emperor/Empress!"
4. Attendants and Sovereign then turn enter the Curtained Pagoda, followed by the Chancellor of the Empire, remembering to seal the pagoda off from view.
-a. Inside, the attendants strip off the linen robe.
-b. The two attendants then help the sovereign into their Coronation Garment, which must formally include a tunic and trousers, or a full length dress that may be made of any materials the Sovereign shall choose. Undergarments remain forbidden at this point. Following the rerobing, the Attendants will leave the pagoda and take up their places on either side of the Pagoda.
-c. The Chancellor of the Empire drips three drops of hemp oil upon the crown of the Sovereign's bare head. The drops are meant to be small and entirely unnoticeable. The Chancellor may speak to the Sovereign as a Citizen during this part. There is to be no mention of the details of this ceremony. Following the anointment, the Chancellor will leave the Pagoda. The Sovereign will take a seat on the Throne at this time.
-d. The Attendants will drop the curtain on the pagoda revealing the newly robed and seated Sovereign.
5. At this time, a Representative of the Kalistani Annual Meeting of Brethren will read a minute of support and care for the Sovereign. The Chancellor may also read the minute if an appointed member of the Yearly Meeting is not present.
6. At this point, the Chancellor is entitled to say a few words in support of the Sovereign.
-a. The Chancellor will formally end their speech with the words: "Do you affirm that you will govern us honestly, administer justice evenly, according to the law, and rule with the end of good and common welfare of your Subjects and your Citizens as your first, last and only considerations, in all matters, from now forward?"
-b. The Sovereign will respond in the affirmative with the words "I affirm that I will try, though it may kill me." This is the only exception to personal pronouns regulations which is permitted. If they do not, they cannot be crowned.
7. The Chancellor shall then produce the Crown, and with head bowed reverently, offer it to the seated Sovereign, with the words ""Then we, the People of Kalistan offer you our loyalty and pledge our honor to you, our eternal sovereign, and signify so by offering you your Crown."
-a. The Sovereign will take the Crown from the Chancellor and place it on their own head.
-b. The Attendants will now produce the Robe of State and will drape it over the shoulders of the Sovereign. The Robe may look like anything but it must be bright orange satin, and trimmed with burgundy velvet If there is embroidery upon the velvet, it must use 24 Karat Gold thread. If there is to be any fur on the Robe or on the Cap of the Crown, it must be either spotted Ermine or Black Bear fur.
-c. Following the Robing, the Attendants will leave the pagoda
8. The Chancellor will situate herself at the side of the Sovereign, and with head remaining bowed, declare: "All Kalistanis, behold, your Empress. Her True and Complete Name is:" The Chancellor will then recite the full Royal Style of the Emperor or Empress as determined by law.
-a. The Chancellor will then back away from the Sovereign and out of the Pagoda. The Sovereign will stand.
-b. All Kalistanis present will stand and shout in unison, and in Egelian: "Viva el Emperador/la Emperatriz!"
-c. The Chancellor may offer a short benediction at this point.
9. At this point, all guests and foreigners will be invited to leave. The doors to the Coronation chamber will be locked. The Chancellor will administer the Affirmations of Fealty.
-a. All members of the Royal Family will be ordered to kneel. The Chancellor will read the Affirmation and direct the Royals to repeat: "I affirm that I shall support, uphold and defend the Crown and its bearer, to life or limb, as I defend my own life, and remain the Sovereign's ardent defender until the end of my days, though it may kill me to do so." The Royals will remain kneeled.
-b. All Peers will be directed to kneel. The Chancellor will read the Affirmation and Direct the Royals to repeat: "I affirm that I pledge complete and unquestioned loyalty to the Crown and its Bearer, as its liegeman. The Sovereign's Fiat is absolute law above question or challenge and I shall uphold it as if it were my own, though it may kill me to do so." The Peerage will remain kneeled.
-c. All commoners present will be directed to kneel. The Chancellor will read the Affirmation and direct royals to repeat: "I affirm that I pledge loyalty and obedience to the fiat of the Sovereign and shall act in good faith and with integrity to the Crown and its Bearers and the Sovereign's Heirs as required by Law, though it may kill me to do so." Commoners will remain kneeled.
10. The Chancellor will dismiss all Kalistanis.
-a. At this time, the Sovereign may remain for photographs.
-b. Ceremony having ended, the Sovereign may also, with the help of her Attendants, change back into regular clothing. The Crown and the Coronation garments will be taken and stored for safekeeping and later use.

National Rent Control Act

By Order of the Her Imperial Majesty, Empress Nicolette of Ananto and Kalistan:

The aim of this building is to establish rent control across the Empire. No tenant is to pay more than 10% of their total disposable income to rent following the Passage of this Bill.

Disposable Income is to be calculated at "(Total Household Income) - (Outlays for Food, Fuel, Education, Transportation, and Health Care)".

The Difference between the fair Market Value of the Rental Property and the Capped Rent shall be subsidized to property owners for up to 1 year out of the National Treasury in the form of direct payment, after which time, the subsidy will end. At this point, Landlords will be permitted to sell their property to the Minister of Health and Social Services' office the manage from the public sector at a guaranteed price set at the average of tax assessments for the last five years.

No Landlord may evict a tenant to attempt to raise collectable rents for the period of 3 years following the passage of this bill.

A primary project of the National Service Program is to increase the housing stock in the form of multi-family units close to public transportation and services including grocery and education. New construction of suburbs and single family homes is to be curtailed in and around Free Cities in the Empire. Where the NSP is not available, Dukes are permitted to contract with private sector builders to increase housing stock along these guidelines.

National Espionage Act

The Government of Kalistan hereby declares that any and all Representatives of foreign governments, states, or peoples shall not be permitted to issue comment on legislation which is either in debate or in voting without explicit invitation by the Head of State, Head of Government, or Foreign Minister.

Only in such cases as permission is given will a representative from a foreign power be allowed to offer any comment. In such case, the comments will not be as an active participant in the debate, but only to provide such information or testimony as to help Kalistani legislators make a decision. If the representative advocates a position, he/she will be asked to leave the chambers.

Unsanctioned speech on the floor of the Assembly is interference by a foreign power with the legislative process of a sovereign state, and shall not be tolerated.

Any unsanctioned speech by foreign representatives on the floor of the National Assembly will be deemed "espionage" and will be subject to immediate arrest and detention, pending immediate deportation back to their home country, and the lodging of an official protest. Any member of the National Assembly may, in the case of unsanctioned speech by a foreign representative, call the Sergeant At Arms of the Assembly to immediately remove the offender/s and sanction him/her/them in accord with the provisions of this law. The foreign minister shall, within the same month, lodge an official protest with the foreign agent's Government, and let it be known that their representative has been charged with espionage and will be immediately deported back to their country of origin. The foreign agent is then to be returned, without harm, to his/her/their country of origin.

Foreign Representatives will continue to be allowed to speak in the Public Lobby of the National Assembly unmolested.

This act codifies longstanding Kalistani Tradition on foreign interference in Kalistani legislative debate.

National Investment Act

Pursuant to Kalistani Statutory Law, Title VII Business Regulations, Section 3 Banking and Finance Sector Regulations The Prince Regent has asked the Chancellor of the Empire to sponsor a bill aimed at opening the banking industry to permit the foundation of an international bank aimed at international investors specifically.

The Charter of the Foreign Investment Bank in Kaliburg Free City, Grand Duchy of Ananto.

The Foreign Investment Bank (hereafter referred to as "the Bank"), initially operated by the Bank of Kalistan in Kaliburg, will be opened and capitalized by ₭40 million, and will be an entirely private sector entity. The only role the Government of Kalistan shall play in the bank is to offer option deposit insurance against failure up to ₭500,000 dollars initially, though Bank Directors may request from time to time that the deposit insurance limit be increased.

Capital requirement rules will be waived, and the Bank shall be permitted to establish industry best practices in terms of capital ratios.

No Kalistani Citizen may hold a balance within the Bank. Only Foreign Investors may make deposits into the Bank.

The Bank shall be permitted by law to lend to its customers, at interest set by the Bank's directors. It may make both secured and unsecured loans. The Bank may not make unsecured revolving credit available to foreign nationals, but may issue credit cards as a product to Kalistani Citizens. The Bank is hereby forbidden from issuing unsecured credit totaling more than 10% of an individual's verifiable income. No unsecured loans may be issued to someone whose debt to income ratio is more than 1:6.

All foreign deposits over ₭10 will be considered secret, and will be protected against inquiry from any external entity, public or private. Any discussion of banking deposits, including that which either does or does not include personal identifying information, totals of individual or aggregate deposits, or the financial position of the bank shall incur a ₭50,000 penalty for each infraction, to be charged directly via tax liability.

The Bank shall be taxed through normal corporate taxation rates. No bank deposit will incur taxation. All corporate bankruptcy laws shall cover the Bank. No part of the Bank, nor the Bank as a whole, may be nationalized or liquidated without full compensation by the Imperial Government of all deposits found within the bank first.

All Deposits will be denominated in Kalistani Rubles. Investors may withdraw their currency in any foreign denomination at a 1% processing fee, based on current International Cambio exchange rates. The Bank may accept all deposits denominated in a foreign currency in at a 1% processing fee based on current International Cambio exchange rates. There will be no processing fee for deposits and withdraws denominated in Kalistani Rubles. The Bank is encouraged to aggressively buy foreign currencies internationally and may open and operate publicly accessible foreign currency exchanges in Kaliburg and Sulari Free Cities, in the international Airports, and in both Lucid, Duchy of Suldanor and Addisjah, Duchy of Vrassa in international passenger terminals for the Trans-Seleyan Rail System.

Initial Capitalization of the Bank will be purchased back from the Bank of Kalistan at terms agreeable to both entities, and full buy back must occur over the course of 20 years or the Bank's Charter will be suspended, and deposits returned to investors.

Higher Education Act

A Bill to Establish a Kalistani Board of Regents

The Higher Education system in Kalistan will be organized under a body known as the Kalistani Board of Regents.

The Kalistani Board of Regents will consist of the following members
1. Each Ducal Government shall appoint a member of the Tenured Faculty in their state to serve as a Regent
2. Each University will appoint a member of the tenured faculty of that Institution to serve as a Regent
3. Each President of the Student Government at every school shall serve appoint a member of the Student Body to serve as a Regent.

Terms to the Boards of Regents shall be two years. The Boards of Regents will be responsible for all funding of the Kalistani Higher Education System, as well as any and all curriculum decisions, tuition and fee decisions, and decisions concerning an over all program for Kalistani Higher Education. The Board of Regents will set general policy guidelines for graduation, student and faculty conduct and competency.

The Boards of Regents will delegate all staffing and personnel decisions to the individual universities, as well as implementation of Regents policy guidelines.

Each duchy shall found and maintain at least one technical college which focuses on Science, technology engineering and mathematics, and at least two comprehensive 4 year Universities, at least one of which has a college of Graduate Studies, and at least 1 business and vocation College. The Universities which fall under the Kalistani Board of Regents jurisdiction are:

Imperial Security Act

Preamble:

Founded in 5326, the Republican Bureau of Security Information was established as the formal Intelligence Agency in Kalistan. This bill officially re-authorizes that Agency as part of Her Imperial Majesty's Government and returns its roll to its traditional function, which permits Her Imperial Majesty to direct the Agency to carry out any and all activities necessary for the maintenance of a robust security strategy for Kalistan.

Updated text of the Bill shall read:

Pursuant to Kalistani Statutory Law Title XII Foreign Activities Section XII.1.a This bill officially establishes the Imperial Bureau for Security Information (IBSI). Following the passage of this bill, the Imperial Government shall begin identifying and training intelligence officers who will serve both at home and abroad.

IBSI shall be overseen jointly by the Ministry of Foreign Affairs and the Ministry of Defense, both of whom will be responsible for briefing the National Assembly and the Government of Kalistan with regard to intelligence assessments, threats, opportunities, assets, training, methods and all other matters pertaining the the mission and operations of the Bureau.

The Foreign Minister shall have the power to name the Director of the IBSI, who shall oversee the hiring of of all assets within the Bureau. The Director shall have the power to expand the size of the Bureau with Assembly oversight, as the mission expands, or reduce assets through attrition as the mission shrinks.

Departments of the IBSI shall be divided among the following:

1. The Department of Public Information- This department shall disseminate information to the Public regarding what Kalistan knows, as well as what Kalistan would like the public to be made aware of. Public information is key to the efforts of the Empire to send messages to both friends and adversaries that could potentially transmit intentions or to obfuscate Kalistani intentions. The department of public information serves this tactical role in both peacetime and war. The Department of Public Information is expressly forbidden from directly propagandizing the Kalistani Public.

2. The Department of Signals Intelligence- This department will be responsible for the transmission and reception of all communications abroad. Signals Intelligence will oversee cryptography, telephone and telegraph services, and internet transmissions. Signals intelligence are also responsible for scanning the newspapers of Countries under Kalistani observation for any hint of changes in policy either in favor or opposed to Kalistani Interests abroad. All messages communicated and intercepted by operatives shall be vetted, translated and transmitted from this Department to the Department of Analysis.

3. The Department of Clandestine Services- This department oversees all in-country assets, including both Kalistani and Foreign assets. It is also responsible for cultivating and retaining new assets to serve as the eyes and ears of the Empire overseas. The Department of Clandestine Services are also responsible for developing and maintaining cover for Kalistani agents abroad, as well as extracting agents following successful conclusion of specific clandestine operations.

4. The Department of Special Services- The Department of Special Services is responsible for working both in liaison with partisan elements from the Militia as well as friendly assets abroad to promote Kalistani foreign policy through irregular methods. Methods can include anything from placing articles friendly to Kalistani interests, to supporting local candidates in elections that will be favorable to Kalistani interests, to in the extreme case, supporting actors or groups abroad who are themselves seeking to influence the course of events in a foreign country in a way that aligns with Kalistani Interests.

5. The Department of Intelligence Analysis- This Department shall be responsible for viewing intelligence gathered by other sources and looking for threats or opportunities as they appear. With this information, the Department of Intelligence Analysis is responsible to develop daily national security briefings to permit policy makers to be apprised of, at a glance, any imminent, medium or long term threats or opportunities for Kalistan's National interests.

6. The Department of Training- This Department will be responsible for the induction, training and maintenance of Kalistani Intelligence Assets. Not only will this Department train languages and customs of nations Kalistani Assets will be deployed to, but also trains in the craft of intelligence gathering and transmission, asset recruitment, agent recruitment, physical fitness, firearms, and other related training related to deadly arts, and basic cryptography.

7. The Department of Military Intelligence- Serves as liaison with the Kalistani Regular Forces to develop and disseminate intelligence regarding military activities. Includes areal reconnaissance, as well as maintaining friendly contacts with foreign military services, with the goal to reduce misunderstanding and misapprehension and to improve the ability of Kalistan to anticipate the moves of the others near Kalistan and improve Kalistan's Security Situation.
