The Norterra Summit is a conference between Egelion, Kalistan, Nadiya, and New Endralon/Kizenia to finalize the peace of the Kerisian War. The meeting takes place at The Mondragon Estate (above) in Norterra, Egelion. Representatives will be encouraged to speak once the host nation has initiated talks.

Each nation is bound to this conference--this one fate. Egelion is prepared to answer the call of cooperation, of diligence, and of reassurance. We must assure that before we start, all of our ideas and our intentions are private and our own. We do not ponder to what is released in the press. We understand less freedom is essential to a free nation, but we must understand: the press does not dictate our policy.
His Majesty welcomes you to Norterra, here in the Royal Duchy of Caille. We thank you all for attending this most important summit.
Egelion believes in stability, cooperation, and common ground. We will not have it otherwise. For this summit, we make it clear that His Majesty wants what everyone wants for New Endralon: a prosperous, stable, and independent country. The Kingdom of Egelion would be prepared to do this. We offer the following terms to begin our negotiations:
- A demilitarized New Endralon free from foreign militaries.
- The annexation of the Imperial Crownlands of Zyldavia to Egelion, as is decreed by our nation's history.
- The demilitarization and democratization of the southern coastal cities of Lunçasi and Deltabor.
- A full departure of Kalistani personnel from the southern coast.
- A full departure of Nadiyan forces from New Endralon.
- A full departure of Egelian forces from New Endralon.
- A free and fair election for the future of New Endralon.
We humbly purpose these points to initiate our conversation.

1. We would like to hear from the Reresentative from Kizenia regarding what the future of this nation will be before Kalistan agrees to anything.
2. We understand that there are all sorts of elections occuring in Kizenia. In the South, where Kalistan operates and has secured the zone for several years, the population has elected their town governments who are busy administering the towns of Luncasi and Deltabor. These are local governments, they are made up of the people, and they serve in a non-politicized capacity to ensure city infrastructure is maintained, city security is maintained, and the city population has a voice to the occupation authority. They do not work for the Kalistanis: Our forces assist them where needed and have done so for years. Meanwhile, we have been expanding the port facilities in Luncasi, and the transportation infrastructure between that city and Delatbor on the Egelion frontier. We are prepared to hand that back to a Native Kizenian government. Not one where part of the country is being governed by a thinly veiled puppet government that advocates for radical revolutionary Metzist ideology, and seeks to transform the northern fifth of the country into a Trigunian aligned workers dystopia. And certainly not one who will simply hand over Kalistani investment and the property of Kalistani expats to the Egelians when we leave.
3. You will forgive our suspicions, Señor Mondragon. It was not our intention to ever be working side by side with Communists who immediately set about to build local governments in a Metzist model. It was our impression that the battle was against a fascistic dictatorship, for the liberation of the Kizenian people, the restoration of legitimate government across the entire country, and the restoration of the balance of power in the region. Even if its not a matter of direct annexation in the north, even puppet realignment of this country threatens to let a nation that is correctly being contained out of its box. And it would appear that, to this moment, there is not really any push to address that issue. Our proposal is an entirely independent and integral Kizenia, where we call the removal of the junta a victory, and all go home. But until that happens, it is unlikely that Kalistan will go home unilaterally. We've gotten tricked far too often by people intent on pulling the wool over our eyes, promising us things using slippery and imprecise language, and then as soon as we take the bait, stabbing us in the throat. It cannot happen this time. We're here and we're staying until there is adjustment in other parts of this nation.
With all due respect to Their Imperial Majesties' Cousin, El Rey... y las Communistas Norteñas. I will add one final observation. Their Imperial Majesties find it ironic that the only Empire in this discussion is the one calling for no empire building out of Kizenia. There were terms Egelion discussed at the beginning of Kalistani involvement which also included, I believe representatives of the Kizenian government in exile. It is at the very least the same terms we intend to hold the victorious powers to now. They have nothing to do with communism spreading in Kizenia, and they have nothing to do with building an Egelian proxy state out of Kizenia. It is a matter I hope His Majesty will clarify before going forward. I will stand by for other comments.

I cannot answer for others but of Egelion only. We will let other representatives answer for their own as Altéa is not responsable for the actions of others. We can only explain our positions.
To your excellencies points, His Majesty has actively advocated for the restoration of the Kizenian monarchy for ages. In this we are resolved and committed. Per lineage records and official claims, His Majesty is the official claimant of the throne of New Endralon. This had been the official position of Altéa, which had been touted for ages by Kizenia itself.
We would support the establishment of a ceremonial monarchy with the coronation of His Majesty upon invitation by the government in exile. This is also the official position of the Kizenian exile government per negotiations yet if it makes Her Excellency confident we will wait to hear from the themselves. Republicanism is what led to this war and we believe it must be removed to avoid the same direction.Yet despite our needs, we still believe that the people of the nation must choose this route, despite what Altéa believes. If the people of Kizenia choose to follow the direction of monarchy, that is fully within their rights--not ours, nor yours, nor Nadiya's.
I dare not to offend Your Excellency, but we take note of reminding your delegation that Egelion is not an enemy here. We understand geopolitical paranoia is well within Kalistani thought, but Altéa wishes nothing but for the country to choose its own path. We have offered significant details over the demilitarization of the nation and full support for self-determination in Kizenia as well as the free cities. I'm confident our terms and our vision is clear for New Endralon. We again humbly ask Her Excellency to not cloud Egelion's intentions and responsibility towards self-determination with the actions that others have already committed, for we do not support any of the actions committed thus far.
I believe it is within our best interests to not make further tensions of this situation where they are not needed. We would prefer to work together with His Imperial Majesty's government to find a solution, not least to another escalation.

Regarding the proposals for the future of my nation..
It goes without saying that FIA will only accept a treaty where the monarchy is restored in some fashion and NEK is independent. Whether it's constitutional, absolute, ceremonial, or a personal union, as long as the republican system is swept away.
It is imperative that all foreign troops leave once stability is achieved. Something I'm sure can be done easily. To that end, FIA can support turning all of NEK into a demilitarized region. Regarding elections, there are those among us in FIA who have concerns over democracy, and question whether the populace are ready for full elections. There are compromises that can be had, but independence and monarchism is non negotiable.
FIA trusts all other delegates that a good treaty will be reached.

In addition to that, Nadiya is committed to guaranteeing NEK's independence through our agreement with the FIA and promise to fully disengage our troops from NEK lands after the ratification of a peace treaty and restoral of a civilian government focused on the reconstruction of the nation through a popular initiative. As such, our position on wether or not NEK governance style is neutral as we believe it's up to them to determine their own future but we would like to urge our allies in the FIA to at least permit the holding and execution of local elections which in includes, mayorships, governorships, etc to not repeat the mistakes of the junta in their beliefs that democracy is obsolete and that only the mighty can rule over the masses. Our demands echo the NEK refugee community that have found their home in Nadiya and the political figures that were exiled by the junta, those demands cannot be ignored but their implementation will be left to the local administration and not us.
Finally, Nadiya never has and never will force itself onto NEK through the influence of their government or annexation of lands and the claims made the Kalistanis government are absurd enough that it destroyed their international legitimacy. It wasn't us who decided that the Democratization zone would adopt a socialist economic model for its reconsideration nor did we decide that the governor of the zone and the provisional government would be composed of a left-wing liberal alliance, we entrusted the local democratic councils to deliberate and appoint a government themselves and that any measures regarding governance and the economy will be left to the locals to handle themselves while security was jointly handled by Nadiya and the FIA. Those are our only requests for the treaty as we wish for NEK to remain a sovereign nation within their full rights and duties as a member of the international community and rule-based world order.

As these nations are making demands, Kalistan commits to removing its troops once a final settlement is reached. This is a no brainer: I believe this point was demanded by the Kizenian representative, and goes without saying. We are not interested in an occupation of Kizenia, and it is the sincerest desire of Our Emperor and Empress that the Kizenian military mission be ended.
But we cannot do so as long as the status of Kizenia, and its role in a larger Kerisian Empire, remains an outstanding question here. A unified Keris under Egelian leadership poses a security threat to Kalistan. The Egelian Representative has asked us to simply assume good will from Egelion. But we have to ask, why? Egelion does nothing that it has asked Kalistan about first. Egelion acts in a way that assumes that it is acting in a vacuum. And Egelion has already here dismissed Kalistani opposition as 'paranoia.' This shows that Egelion is not even operating here in good faith. Why should we assume there will be any difference when our Northern Regular Army leaves southern Kizenia?
And of course Trigunia will agree wholeheartedly with Egelion: they are currently in Egelion's pocket. If Kizenia wants a view of their future under Egelion's proposal, all they need to do is look at the state of Trigunia.
We reject the Egelian fait accompli which was presented before this conference began. We realize that Egelion rushed it so they alone could set the agenda. But Kalistan will simply say this: Any terms of peace must be negotiated here, from proposals made here. If there is to be a peaceful settlement which leaves Kizenia free of the external influence and completely independent and self-determinant, it must come from terms we set here.
Many of Egelion's interests are legitimate: they mirror many of Kalistan's own. Surely there is some common ground that we can reach here, but if we are just presented with a list of demands from Egelion regarding the fate of Kizenia that only reflect the positions of Egelion and their communistic sycophantic lackies in Trigunia, and we are supposed to simply accept them, Kalistan has no room to negotiate around that. It is obvious that Egelion would like a free hand in a dependent and puppetted Kizenia, and Keris as a whole. Kalistan is not content to allow that to happen without gaining concessions from Egelion that protect our own national security in the process from an aggressively imperialistic Egelion.
